About this file

This is a Memorandum for Record from the Department of the Army Directorate of Emergency Services at Joint Base Lewis-McChord (JBLM) establishing policy for asset protection and the management of Integrated Card Identification System (ICIDS) alarm system Personal Identification Numbers (PINs).

The policy establishes mandatory security procedures for personnel issued alarm system PIN codes to protect Army and agency assets. Key requirements include: PINs must be individually assigned and not shared; PINs are withdrawn immediately upon subscriber removal from access rosters, departure, or loss of unaccompanied access authorization; and PINs must be secured from unauthorized release or access with immediate notification to supervisors and the security manager if compromise is suspected. Subscribers are responsible for ensuring protected vaults or sites remain secured with alarms set and vault doors locked, maintaining current notification rosters with the alarm-monitoring contractor, and understanding alarm panel indicators. Upon transfer, deployment, or relief from duties, commanders or supervisors must notify the alarm monitoring contractor at 253-967-5019 with updated access and notification rosters. Violation or failure to comply with security and administrative procedures may result in account removal, remedial training, or disciplinary action under the Uniform Code of Military Justice or Title 18, United States Code. The memorandum requires that a JBLM-formatted Assumption/Assignment as Commander or Designated Supervisor Orders/Letter, Unaccompanied Access Roster, and Notification Roster be attached to receive a PIN. The effective period is until officially rescinded or revised, and the point of contact is Michael V Jungers at (253) 967-9928.
