About this file
This is a Women-Owned Small Business (WOSB) Solicitation for commercial products and services issued by the Department of the Army Materiel Command, Mission and Installation Contracting Command at Joint Base Lewis-McChord. Solicitation number W911S826RA017 is a Request for Proposal (RFP) for monitoring and maintenance services for the Integrated Commercial Intrusion Detection System V (ICIDS V) across multiple Washington installations including JBLM-Main, JBLM-North, JBLM-McChord Field, Yakima Training Center (YTC), and Camp Murray (CM). The contract involves four distinct service line items with base performance periods of 12 months each: (1) Monitor, Maintenance, Repair and Travel (MMR&T) services; (2) Materials Replenishment including spare parts inventory management; (3) Unscheduled Maintenance & Repair for after-hours system failures; and (4) Survey services. All services use NAICS code 561621 with firm fixed pricing and are structured across four one-year contract periods spanning September 2026 through August 2031, providing five years of potential performance.
The acquisition is not set aside for small business, though it is designated as WOSB eligible. Proposals must be submitted electronically by the deadline stated on SF 1449 (Block 8) and organized into four sections: Contract Documents, Technical Capability/Experience (10-page limit), Price, and Past Performance. The Government will evaluate proposals for technical acceptability and past performance ratings of Satisfactory Confidence or higher, with award to the lowest priced, technically acceptable offer. Key dates include a site visit and pre-proposal conference on July 27, 2026, and an RFI submittal cutoff of July 31, 2026. All proposals should address the Performance Work Statement (PWS) covering maintenance monitoring, repairs, travel to specified locations, spare parts inventory management, and system surveys. Inspection and acceptance will occur at JBLM DES Building 9630, Fort Lewis, WA 98433-9500, with payment processing through Wide Area WorkFlow (WAWF) and service labor standards applying per Wage Determinations 2015-5539 (Pierce) and 2015-5543 (Yakima). Contractors must comply with CMMC Level 1 cybersecurity requirements and maintain current representations and certifications in the System for Award Management (SAM).
