Description:

TAC Vista 5.x provides templates for creating logic sequences for Heating Ventilation and Air Conditioning (HVAC) devices via reusable function blocks and macros, to create new function blocks. These function blocks provide the logic sequence for each HVAC General Purpose Programmable Controller (GPPC) as defined by UFC 3 -470-01. A GGPC can be programmed and setup as a controller for different types of HVAC systems (e.g., rooftop unit, boiler, chiller). This product manages related electrical and mechanical systems, by monitoring and controlling environmental parameters such as temperature, humidity, and lighting, while optimizing energy usage. Vista’s capabilities include: cost allocation reporting; demand and supply energy management; and dynamic views of enterprise energy usage and cost. TAC Vista is also used to manage a wide range of capabilities including device connectivity, energy and environmental management, alarm management, data logging, time scheduling, remote monitoring, and system visualization.

TAC Vista 5.x is installed on a current Windows AGM build platform; the server and workstation are located on a segregated VLAN and cannot be accessed outside the domain. Access to TAC Vista is restricted to approved individuals. The users access the application via ISS/web (HTTPS) to view data stored on the server. TAC polls building mechanical devices (chiller, boiler, AHU) for status and displays on the Echelon IP router controller in a web interface. The controller is accessed through the Echelon IP Controllers in each building via HTTP. The application stores log files in a SQL database, and all data stays internal to the local enclave.

This Certificate of Networthiness is based on a trusted standardized platform, configured per FDCC. All patches and updates will be provided by the host network administrator (NEC or DECC) in accordance with all technical directives, mandates, and IAVM. This Certificate of Networthiness is no longer valid should the assessed configuration be significantly altered. Per Army Cyber Command guidance, all operating environment will implement HBSS capabilities. Upon expiration of this Certificate of Networthiness, this application must be reassessed to ensure it is still compliant with the GNEC architecture and is still networthy. Should this software version be upgraded prior to this expiration, the new version must be evaluated for networthiness.
