Description:
Niagara Framework 4.x provides a Java-based infrastructure that enables systems integrators and developers to build device-to-enterprise solutions, and Internet-enabled control and monitoring products. This product includes a rich open API library, BajaScript 2.0, and semantic data modeling via tags to speed and support development. Tags can be queried, providing a foundation for many features such as search, tagging, relations, templates, and hierarchies. Niagara Framework integrates diverse systems and devices (regardless of manufacturer or communication protocol) into a unified platform that can be managed in real-time over the Internet (or intranet) using HTML5-capable web browser. Abstract Manager Framework is a component that is used for creating custom manager views. Niagara is used to provide a single point of access to monitor and control the various Building Automation Control (BAC) systems through numerous buildings across the base. Niagara provides a dashboard-like user experience, where operators and service technicians may tunnel through the local mechanical systems such as boilers, chillers, air handling units, terminal variable air volume (VAV) units, and unit heaters. Additionally, connection to energy metering allows data gathering and display. Both data-in-motion and sensitive data-at-rest are encrypted.
Niagara Framework 4.x is installed on a current Windows AGM build server, and primarily runs on an embedded computer architecture Java Application Control Engine (JACE) controller. The user accesses the application via a web browser (HTTP), and must provide username and password (role-based access control (RBAC) is used). The user views the building automation graphic through their web browser, and uses mouse and keyboard functions to change set points, or perform an override on a system. The Niagara server is used to store data logs and alarms, and it collects logs and alarms from the Niagara stations running on JACE.
Local sensor logging and alarming stays stored on the Niagara 4 server and is not shared externally.

Restrictions:
1. Niagara Framework 4.x is restricted for use within assessed and authorized networks and/or data centers having a current
ATO.
2. Cloud capabilities are not permitted and must be disabled.
3. The organization implementing this open source software will ensure the source code is available for examination; applicable configuration implementation guidance is available, a protection profile is in place, or a risk and vulnerability assessment has been conducted with mitigation strategies implemented. This capability requires CCB approval and documentation prior to implementation. Notification of the supporting Regional Cyber Center (RCC) of local software use approval is required.
4. This Certificate of Networthiness is for Niagara Framework 4.x and does not include applications developed with this product. Applications developed with this product must obtain a Certificate of Networthiness independently.
5. The use of compilers and other development tools on the live network will be at the discretion and approval of the Authorizing Official.

This Certificate of Networthiness is based on a trusted standardized platform, configured per FDCC. All patches and updates will be provided by the host network administrator (NEC or DECC) in accordance with all technical directives, mandates, and IAVM. This Certificate of Networthiness is no longer valid should the assessed configuration be significantly altered. Per Army Cyber Command guidance, all operating environment will implement HBSS capabilities. Upon expiration of this Certificate of Networthiness, this application must be reassessed to ensure it is still compliant with the GNEC architecture and is still networthy. Should this software version be upgraded prior to this expiration, the new version must be evaluated for networthiness.
