Technical Questions Bldg 844

Note all the following answers that require a change to the project scope of work have been added to the revised Summary of Work Section 01 11 00 dated May 10, 2019.

1. Question: Where will the designated parking area be for workers accessing the construction site?

A. There will be no designated parking area for the project site. Parking is allowed on the surrounding streets 16th Street and 17th street, where posted. As well as along Iowa.

The Chapel parking lot can also be utilized for a day parking with coordination though the DPW POC Project Manager. The rear loading dock area can be utilized as a lay down/ staging area for material and equipment.

2. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project?

A. No, the Government uses form # 4025-R for submittals and does not require a data tracking tool.

3. During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.

A. No. The building is not occupied and has no valuable contents.

4. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

A. Base Operations and Maintenance Contractor, currently TPS.

5. Has the work area been checked for asbestos? If so, can the report be published prior to the bid date?

A. No, the work area has not been tested for asbestos or lead based paint. The contractor is responsible for testing and must coordinate the testing with the Fort Leonard Wood DPW Environmental Branch through the Contracting Officer and provide the results. Please refer to the updated Summary of Work section 01 11 00 dated May 10, 2019.

6. What is the Governments’ policy if asbestos products are encountered during construction?

A. If testing confirms that asbestos is present, then the ACM may be removed only by individuals certified by the State of Missouri to remove ACM, according with all applicable federal, state, and local regulations, and it would be considered a modification to the contract.

7. Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?

A. No, the Design Build Contractor is responsible for testing and must coordinate the testing with the Fort Leonard Wood DPW Environmental Branch through the Contracting Officer and provide the results. The testing may be done only by State of Missouri certified individuals.

8. Who is responsible for the utility locations?

A. The Design Build Contractor is responsible, with the assistant of DPW. Please refer the Statement of Work (SOW) MATOC for DPW part 4.1.2 included in the Solicitation documents.

9. Can the SSHO also be the same person as the onsite super or project manager?

A. The superintendent could be the same person as SSHO, but if an issue with safety arises, the KO may require a Superintendent or alternate be at the job site full time at no additional cost to the government. Please refer to the Statement of Work (SOW) MATOC for DPW part 1.5.14.3 included in the Solicitation documents.

10. What is the period of performance for this project?

A. The period of performance for this project would be a total of 420 days including time to design and build.

11. Will specifications be issued for this project?

A. Solicitation is amended to include the following DDC specifications and required documents:

12. Are there standard finishes for this campus?

A. Yes, please refer to the Summary of Work dated May 10, 2019 document and the latest Unified Facilities Criteria requirements.

13. Who is responsible for the HVAC controls for this campus, and who is the point of contact?

A. Solicitation is amended to include DDC specifications and required documents. These documents included control specifications and control information. The DDC specifications and documents include all the necessary information to connect the Design Build Contractor’s provided DDC to the Fort Leonard Wood LAN. Two DDC laptops will be furnished by the Government.

14. A set of redlined floor plans were issued with the solicitation, will the electrical and mechanical plans be issued as well?

A. No, please refer to the Summary of Work dated May 10, 2019 document.

15. Is there any phasing for this project? Does any of the work need to take place outside of normal business hours?

A. No, building is not occupied. Please refer to contracting documents for details on hours of operation.

16. Are there schedule deadlines for the sample project?

A. The period of performance for this project would be a total of 420 days including time to design and build.

17. Are there recycling/recovery mandates for off-site disposal?

A. Please refer to Summary of Work dated May 10, 2019 document part 14.

18. Do you know when the MEP and DDC drawings will be released?

A. Solicitation is amended to include the following DDC specifications and required documents:

19. It is our understanding that Asbestos-Containing Material (ACM) has not been identified and therefore testing will be submitted as part of Contractors proposal.

A. The work area has not been tested for asbestos or lead based paint. The Design Build Contractor is responsible for testing and must coordinate the testing with the Fort Leonard Wood DPW Environmental Branch through the Contracting Officer and provide the results. Please refer to the updated Summary of Work section 01 11 00 dated May 10, 2019.

20. As discussed at the site visit, please confirm Governments’ position accepting removal & Abatement of ACM shall be a change to the contract.

A. Yes, we confirm.

21. According to the SOW dated February 2, 2018, it appears there is no mention of the roof and its inspection or repair. Please verify that the roof, including existing penetrations is not included in the SOW.

A. Roof is under warranty through February 15, 2020 with RD Construction. Roof construction is EPDM. Existing roof repair is not included in SOW. Design Build Contractor shall cap unused existing penetrations and provide additional new mechanical penetrations as needed. New mechanical penetrations shall be provided so that the roof warranty is maintained.

22. Can the Government please provide the location for the communication manhole?

A. Manhole 512 which is located northwest of intersection 17th and Iowa streets.

23. Please indicate if block wall surface mounted receptacles, etc. will be acceptable.

A. Yes. In occupied areas utilize ivory colored surface metal raceway only where concealed, flush raceway and devices are not practicable. Surface mounted thermostats with control wire are acceptable with the control wire covered with wire molding.

24. Please indicate if the surface mounted items will need to match wall coatings.

A. Provide ivory colored wiring devices.

25. Please indicate if all exposed wall surfaces are to be painted.

A. Yes, for all occupiable spaces.

26. Please indicate if all floor penetrations (existing and new) are to meet NFPA standards.

A. Yes, existing and new.

27. According to the SOW dated February 2, 2018, multiple disciplines mention design aspects required for this facility requiring design coordination, and planning. There is no mention that this is a Design Build which requires EOR design. Please clarify if this is the intent of this solicitation.

A. It is a Design-Build. Please refer to SOW part 1.1.

28. In the SOW it states, “Remove all existing finishes on the floors, ceilings, and walls and provide new finishes complete”.

a. Please verify specific floor coverings to be installed in designated areas.

b. Please indicate if any ceiling areas shall be designated as hard ceilings or match existing.

A. Please refer to the Summary of Work dated May 10, 2019 document and the latest Unified Facilities Criteria requirements.

29. Please indicate if this project has a designated period of performance set forth by the Government.

A. The period of performance for this project would be a total of 420 days including time to design and build.

30. Can we assume that ABA should read ADA (Americans with Disabilities Act)?

A. No, ABA requirements are standards issued under the Architectural Barriers Act (ABA) apply to facilities designed, built, altered, or lease with federal funds.

31. Is the contractor required/responsible to perform an ACM survey of the building before starting demolition?

A. Yes, it is. Please refer to question #5.

32. Will the concrete loading dock need to remain usable after installation of the ADA access (Ramp)?

A. No.

33. Will the furniture be removed from the building by the Government?

A. Yes, Furniture will be removed by the government.

34. Will the existing paint on the CMU walls need to be removed?

A. It is a decision that the designer should make based on the condition of the paint and the new paint to be used. Design should be submitted for approval.

35. Will the Gov. provide the current spec/requirements for DDC controls?

A. The Solicitation is amended to include the DDC specifications and required documents.

36. What is the anticipated occupancy of the bldg.?

A. Existing Business.

37. There are several substantial items in the sample project that require some pre-proposal design work. Will the Government consider including a design build requirement for the sample project to insure accurate equipment selection and a complete scope of work?

A. Please refer to the Summary of Work dated May 10, 2019 document and the latest Unified Facilities Criteria requirements for finishes.

38. What is the location of the site water main for the fire suppression connection?

A. The Fort Leonard Wood (FLW) water system is owned by American Water (AW). AW will provide a water line connection to their system, a post indicator valve and a water line sized by the Design Build Contractor’s Fire Protection Engineer. The water line will be provided by AW to within five-feet of the building with a cap. The Design Build Contractor shall provide hydrant flow testing and provide the results to their fire protection design engineer. FLW Fire Department and AW shall be present during the hydrant flow test. The Design Build Contractor shall provide a fire suppression system for the building. AW and the FLW Fire Department must be present during the Design Build Contractor’s water line tie-in five-feet from the building. The Design Build Contractor does not have to provide a meter for the fire suppression water supply. The Design Build Contractor’s fire protection design engineer will tell AW what size water line is required for fire protection for the building.

39. Are the interior finishes that are being demoed being replaced with similar materials? (E.x.

Remove broadloom carpet, replace with new broadloom carpet)

A. It is a decision that the designer should make, and design should be submitted for approval. Please refer to the Summary of Work dated May 10, 2019 document and the latest Unified Facilities Criteria requirements.

40. What is the intent for the ABA building access? Concrete ramp, aluminum ramp, mechanical lift, other?

A. Concrete ramp.

41. Does existing wainscoting and trimwork get replaced?

A. Designer should evaluate condition. It is a decision that the designer should make, and design should be submitted for approval. Please refer to the Summary of Work dated May 10, 2019 document and the latest Unified Facilities Criteria requirements.

42. What is the existing termination location of the fiber line?

A. Existing first floor communication closet.

43. Is there any work required on the existing doors and hardware? (E.x. Replace, repair, repaint?)

A. If required upon condition evaluation. It is a decision that the designer should make, and design should be submitted for approval. Please refer to the Summary of Work dated May 10, 2019 document and the latest Unified Facilities Criteria requirements.

44. Will the exterior / building site have to meet force protection requirements?

A. Meet latest Unified Facilities Criterias.

45. Will the entire first floor need to meet ADA requirements?

A. Yes.

46. Is there specific commissioning requirements for the facility? [mechanical/electrical/controls/ plumbing]

A. Yes, as outlined in the required UFCs, Unified Facility Guide Specifications, International Mechanical Code, International Plumbing Code and Fort Leonard Wood Heating/Cooling Four Pipe System’s Cleaning Requirements. Solicitation is amended to include DDC specifications and required documents for control’s commissioning.

47. What is the roofing material? Is there any existing warranties that need to be kept?

A. Roof is under warranty through February 15, 2020 with RD Construction. Roof construction is EPDM. Existing roof repair is not included in SOW. Design Build Contractor shall cap unused existing penetrations and provide additional new mechanical penetrations as needed. New mechanical penetrations shall be provided so that the roof warranty is maintained.

48. Am I correct in assuming that it is on the contractor to validate what circuitry, race way and wiring devices are to be reused?

A. Yes.

49. Am I correct in assuming that all abandoned MEP systems are to be removed from the facility?

A. Abandoned wiring shall be removed. Abandoned mechanical and plumbing shall be removed.

50. Is the new fire suppression line to be metered?

A. No.

51. Is there design criteria that outlines the comm requirements for each space?

A. Generally, provide same layout as existing in building. I3A Technical Criteria.

52. Are any of the interior walls load bearing?

A. The Design Build Contractor needs to determine.

53. What is the desired restroom floor finish? If it is ceramic, is there any ceramic desired for the walls?

A. It is a decision that the designer should make, and design should be submitted for approval. Please refer to the Summary of Work dated May 10, 2019 document and the latest Unified Facilities Criteria requirements.

54. Is the Government planning on reutilizing the existing plumbing fixtures?

A. No. Existing plumbing fixtures shall be demolished. All new plumbing fixtures shall be provided.

55. Is the Government planning on reutilizing all of the existing doors and hardware?

A. Designer should evaluate condition. Please refer to answer #39.

56. Exterior expansion joints in the brick have failed. Are those to be included?

A. No.

57. Existing gutters are damaged. Is there any work on these systems to be included?

58. Does the building receive new house bibs?

A. Provide new outside and inside hose bibbs when existing are leaking or are inoperable.

59. Can the Govt provide us with “Flow & Pressure” data for closest fire-hydrant?

A. The Design Build Contractor shall provide hydrant flow testing. FLW Fire Department and AW shall be present during the hydrant flow test.

60. Please identify occupancy for facility – all areas for the three stories need to be described instead of being labeled S-1, S-2, S-2A, etc...

A. Consider those areas as office space.

61. Are there any special design conditions – interior and exterior for both the heating and cooling seasons? Humidity control and temperature?

A. Provide a complete HVAC System with DDC that will control humidity and temperature in all occupied spaces, communication closets and mechanical rooms.

Humidity shall be 55% RH with a range of plus and minus 5%. Temperature shall be 78 degrees for cooling and 70 degrees heating (adjustable) during occupied hours with additional heating and cooling capacities of 10%. HVAC Outdoor Design Temperature for winter shall be 5-degrees DB F. HVAC Outdoor Design Temperatures for summer shall be 78 degrees WB F and 93 degrees DB F. Provide adjustable night set back temperatures.

62. What are the operating hours of this facility?

A. The facility is currently unoccupied and will remain unoccupied for the duration of the design build project. DDC shall program the HVAC with the future operating hours of the facility. DDC will control occupied and unoccupied times and the set points shall be adjustable.

63. Can the Govt provide any as-builts/equipment schedules for the existing structural, HVAC, plumbing and electrical systems?

A. After selection of contractors, existing drawings can be provided. Said drawings may not represent existing conditions. The Design Build Contractor shall provide all calculations to size a complete new HVAC system.

64. Will an EMS/BAS for tie-in purposes to a base-wide EMS/BAS be required? Can the Government provide the name of the contractor managing the system?

A. Currently there is no base energy management system. Solicitation is amended to include the DDC specifications and required documents. See Summary of Work Dated May 10, 2019.

65. What communications equipment is to be provided?

A. Refer to 01 11 00 Summary of Work Dated May 10, 2019. What are the loads? Switch:

300 watts.

66. Are any wall, roof and building sections available for the building? Can the existing drawings be made available to A-E?

A. No, there are no updated drawings of the building available.

67. What are the sizes of existing utilities serving the building?

A. Water and sewer loads from the renovated building will remain unchanged from the existing building; existing water/sewer connections shall be utilized. After selection of Design Build Contractors, existing drawings can be provided. Said drawings may not represent existing conditions.

68. Any special metering required for the utilities? Smart meters required?

A. Yes. Solicitation is amended to include the DDC specifications and required documents.

69. Any other special equipment located in the building and their associated loads?

A. Standard office equipment. Refrigerators, vending machines, coffee pots, computer equipment and copiers are not considered “special equipment”. Load calculations shall include refrigerators, vending machines, coffee pots computer equipment and copiers based on type of occupancy.

70. What are the requirements for the new plumbing fixtures?

A. All plumbing fixtures shall be provided from the same manufacturer. Plumbing fixtures shall meet current federal standards of water usage, UFCs, Unified Facility Guide Specifications and International Plumbing Code.

71. Will a retro-commissioning report be required for making recommendations to the Government?

A. There are no DDC HVAC controls in the building, therefore .

72. Will full TAB and Commissioning processes be required?

A. Yes, as outlined in the appropriate Unified Facility Guide Specifications as provided by the Design Build Contractor. Solicitation is amended to include the DDC specifications and required documents.

73. Can we get a copy of Topo Survey and Utility Survey from Govt showing all existing underground utilities? We will need grade elevations since the first floor is required to comply with ABA.

A. Information is not available. The Design Build Contractor is responsible. Please refer the Statement of Work (SOW) MATOC for DPW part 4.1.2 included in the Solicitation documents.

74. Are existing CAD Files available?

75. Has a survey been conducted for hazardous materials (ACM, lead, etc.)? If so, can we get a copy of the reports for hazardous material locations.

A. No, the work area has not been tested for asbestos or lead based paint. The contractor is responsible for testing and must coordinate the testing with the Fort Leonard Wood DPW Environmental Branch through the Contracting Officer and provide the results. Please refer to the updated Summary of Work section 01 11 00 dated May 10, 2019.

Contractual

1. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

A. The Government will issue Tax Exemption Certificates for each Task Order awarded as applicable.

2. Will the Government provide comprehensive written badging requirements for the project if badging is required?

A. Badging requirements are established in H-17 of the solicitation incorporated via Amendment 0001.

3. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials?

Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

A. If a tariff is placed after award of a Task Order the contractor may submit a Request for Equitable Adjustment (REA). If a tariff is implemented between submission of quotes and the award of task order the Government may choose depending on need, to amend the RFTOP or award the task order and allow the contractor to submit an REA.

4. There is no mention of liquidated damages, are there liquidated damages on this project?

A. Yes, LDs for the STO have been provided in Block 10 Continuation of the RFP.

5. Can a sign-in sheet for the site visit be published?

A. Sign-in sheet for the site visit was published on 30-Apr-2019 with Amendment 0002

6. Since the site visit has been postponed until 4/18/19, can the solicitation response date be extended by 2 weeks?

A. Solicitation response time has been extended.

7. Section L – Instructions, Conditions and Notices of Bidders; Paragraph C Proposal Content; ii.

Volume II – Technical Acceptability; i. 2. Key Personnel and Key Subcontractors; Items 2.

Superintendent and 3. Quality Control Manager: Each paragraph references Section 01 45 00 paragraph 1.5 for requirements.

Looking at the IAW Unified Facilities Guide Specifications (UFGS) posted February 26, 2019, it does not contain paragraph 1.5 in Section 01 45 00. This section is also not found anywhere in the

RFP.

A. Please see the revised section L and M of the RFP

8. Will the sample project actually be awarded?

A. For the purposes of this RFP, the sample project is for evaluation purposes only.

However the Government reserves the right to award the sample task order.

9. Are there schedule deadlines for the sample project?

A. Period of Performance for the sample task order is 420 days, including time to design and build. Per solicitation, offeror is to develop a CPM schedule for evaluation of technical capability.

10. Is there a forecast of task orders?

A. No. See paragraph 52.216-22 of the solicitation.

11. What is the average size of task orders?

A. See paragraph 52.216-19 of the solicitation for ordering limitations. Also, minimum guarantee is $25K, per the solicitation.

12. What is the frequency of task orders?

A. See paragraph 52.216-22 of the solicitation.

13. Are task orders cyclical? Year-end spending impacts?

A. See paragraph 52.216-22 of the solicitation.

14. What is the end use of the sample project?

A. For the purposes of the RFP, the sample project is for evaluation purposes only. The Government reserves the right to award the STO to either an awarded contractor of the MATOC or to another source.

15. What is the minimum number of projects that are to be included in Vol III Past Performance for the Attachment 2 Specific Relevant Contracts Format and subsequent questionnaires?

A. There is no minimum number of projects.

16. L.3)C.iv.b. Part b. in this section regarding Attachment 11 – Contractor’s Price Schedule Worksheet states that, “Offerors shall complete the subsequent worksheets, listing the work elements...”. Also, the Price Schedule Worksheet has entries for Sheet # and No. of Sheets. Can the Government please confirm if the Price Schedule Worksheet was intended to have additional tabs/sheets for the applicable construction divisions?

A. Attachment 11 was provided as a template for offerors to use when completing their price proposal. The section for Sheet # and No of Sheets if for the offeror to fill out as necessary.

17. L. 3) C.iv. Typically Subcontractor pricing is provided in a Lump Sum (LS) format and listed under a “Sub” or “Other” column. Please clarify where subcontractor pricing should be shown in the Price Schedule Worksheet.

A. For the purposes of this solicitation incorporate subcontractor costs under the appropriate division that they will be performing work in.

18. Would the Government accept CPARS in lieu of PPQs?

A. The Government will pull CPARS reports for each offeror in conjunction with review of PPQs submitted.

19. A detailed QCP would take 100 pages or more. Would the Government please confirm that a summary of our QCP would meet the requirement?

A. The QCP will not count against the 50 page proposal limit.

20. Would the Government please confirm that a contract will be considered recent if the end date occurred six (6) years or less from the RFP release date?

A. Per L.3.C.iii.b, offerors shall not go back farther than six (6) years for submitted data.

21. In light of favorable GAO rulings, will you permit contracts from sister divisional and affiliated companies be used for Experience and Past Performance purposes as long as there is a meaningful commitment letter submitted along with the proposal.

A. Past performance relative to divisional and affiliated companies are appropriate in the instances of joint ventures, partnerships, SBA approved mentor protégé relationships and teaming arrangements.

22. L. 3) C. iii.d, Would the Government please clarify the significance of the word “in accordance”.

Are we required to use Attachment 2 to submit our references or can we just map our response to the exact criteria of Attachment 2 in our Word document?

A. Offerors may use Attachment 2 or they may present data in accordance with attachment

2. This means offers shall respond to the 13 sections as applicable in a similar format that is easily distinguishable. For any section the offeror feels in not applicable, offerors shall indicate with N/A.

23. L. 3) C. iii.d, Since we are limited to 3 pages, would the Government please allow us to delete the instructions on the first page of Attachment 2?

A. Yes

24. TABs A-C lists “Table of Contents”, “List of Table and Drawings”, and “Cross Reference Matrix”, but there is not further instructions on what is to be included under each of these tabs.

Can you please provide more information on what is expected to be included in each of these sections? Or are we just supposed to include the information requested under Tab D “Technical Capability?

A. Tab A “Table of Contents” shall be a table of contents for Volume II, “List of Table and Drawings” will be a list of any tables and drawings that may be included in the technical proposal, and “Cross Reference Matrix” may be used to refer between sections of the proposal and the list of tables and drawings, if the offeror does not use either tab B or C, offeror shall mark them as N/A.

25. On the Standard Form 1442 - box 13.B is checked an offer guarantee IS required. Are you requiring a bid bond for the seed project?

A. Yes

26. Does the 50 page limit only apply to Volume II – Technical Acceptability?

A. Yes

27. Is there a min/max amount of jobs that can be included in Volume III – Past Performance?

A. No

28. In Volume III – Past Performance, are you allowing Attachment 2 plus 3 additional pages for each job?

A. Attachment 2 shall not exceed 3 pages, and is submitted for each job.

29. Will Past Performance Questionnaires be accepted if emailed?

A. Yes

30. I wanted to confirm that completed CPARS will not be accepted in place of PPQ’s. Clients who have completed CPARS for a project have asked if those could be used in place of them completing the PPQ.

A. Per L.3.C.iii.b. The Government will query CPARS using the DUNS number for the offeror submitting the proposal.

31. Since the due date for the Past performance Volume is fast approaching and to ensure we submit our response in a timely manner, do you anticipate the release of an Amendment with answers to questions and/or an extension to the proposal due date?

32. In Volume III Past Performance, are the submitted specific relevant contracts to be overall contracts (IDIQ multi-year contracts) or task orders under IDIQ multi-year contracts?

A. There will be no extension of past performance submission date.

33. In Volume III Past Performance, what are the minimum number of submitted specific relevant contracts and maximum number of specific relevant contracts?

A. There is no minimum or maximum.

34. Paragraph 3), B., vi – “Page limit does not include the Executive Summary, ….” Please clarify what volume includes the Executive Summary. Also, if the Executive Summary only includes the summary for the volume.

A. The only volume with page limitations is Volume II Technical Acceptability. Offerors may choose to include an executive summary in any volume however the executive summary will not be evaluated.

35. Paragraph 3), B., vi – We did not see that Tabs were not included in the page count. Please clarify that Tabs are not part of the page count.

A. Tabs are not included in the page count

36. Paragraph 3), B., vii – “The contractor shall number each page in order to eliminate any confusion.” We suggest that each volume be numbered separately, since you are requesting Volume III be submitted by May 1st. For example, Volume I would be numbered: I-1, I-2, I-3, and so on. Volume II would be: II-1, II-2, II-3 and so on.

A. Offerors are free to determine the numbering system as long as it is consistent across the proposal.

37. Paragraph 3), C., ii – “Tab C – Cross Reference Matrix” – Please specify/clarify exactly what you want to see under this Tab?

A. See answer to 26.

38. Paragraph 3), C., ii, a. Tab D1, 1.1 – “The offeror shall provide an organizational chart that clearly illustrates the management, construction teams, and key positions to be utilized in executing task orders under the contract.” Please clarify if you are intending to see multiple personnel in the key personnel roles? For example, do you want to see two (or how many?)

superintendents?

A. The offeror shall provide an organizational chart that represents what they intend on utilizing throughout the contract.

39. Paragraph 3), C., ii, a. Tab D1, 1.2, 2 and 3 – The superintendent and QC Manager have references in red for “Section 01 45 00 paragraph 1.5”, but in the SOW paragraphs 1.5.13 and

1.5.14 list the key personnel, which are the only other references we could find. Please clarify where we find Section 01 45 00 paragraph 1.5.

40. Paragraph 3), C., ii, b. Tab D2, 1.1 – “Provide a CPM that would be used to manage the sample project.” Please clarify what level of detail you want to see and any limits on activities (i.e.

trades, durations or dollar amounts)? Since most CPM output would be difficult to read on 8 ½ by 11 paper, can the CPM be on 11X17 paper and not in the page count, since we do not know the level of detail you want?

A. The offeror is responsible for determining the level of detail to meet the standards of the factor. If the offeror is unable to print the CPM on one 8x11” page they may break it between 2 pages. As the CPM will be evaluated it will count towards the page count.

41. Paragraph 3), C., ii, b. Tab D2, 1.2 – “Provide a QCP that sets out…” A QCP can easily be more than 50 pages. Please clarify exactly what sections you want included for this requirement. The information you requested for the QCP will take numerous pages, which we request be excluded from the page count.

42. Paragraph 3), C., ii, b. Tab D2, 1.2 – “…high quality materials, thereby assuring high quality workmanship.” Please clarify what you mean by “high quality”, since most specifications have requirements, which if you meet, then meet the “quality” standard. Is there a higher standard that you are specifying? If yes, then please refer to the standards (ie ANSI, ASTM, etc).

A. The specifications establish the work to be performed and the standard while the quality control plan establishes how the contractor will achieve these standards free of defect.

43. Paragraph 3), C., iii, b. – “The offeror SHALL NOT go back any farther than six (6) years for the submitted data.” As we read the requirements/understand them, you want to see each project we have completed that is relevant, which is stated in the SOW:

1.4.1. Construction: Contractors shall perform a variety of common construction tasks. Work involving all 50 divisions of the CSI may be required. Other types of construction expertise may be required on a limited basis and will be identified at the task order level.

This covers virtually any and all construction work, which if we have completed 100 projects per year, then must we submit 600 PPQs and data? Please narrow the scope of what you want to see in this section, since the volume of work to provide exactly what you are requesting is a lot.

A. Offerors are responsible for determining what past performance to submit and how many they submit. Offerors are reminded to consider the requirements of the RFP for determining what PPQs are to be submitted.

44. Paragraph 3), C., iii, e. – PPQ’s and Attachment 3 – Many contractors have PPQ’s or CPARS that have been requested and submitted on other solicitations. Please clarify if we can submit past performance information from other solicitations, which are a standard government format (i.e.

PPQ or CPARS). The forms cover the same information you are asking for in Attachment 3 and in some cases provide more details.

45. Paragraph 3), C., iii, a. – “… submit the Past Performance volume by 01 May 2019..” We request Volume III be submitted with the other information, since the above questions may impact the amount of data and what kind of information has to be submitted. 53. Would the Government please confirm that they require resumes for Key Personnel in this section? If yes, would you consider excluding them from page count?

A. Resumes are NOT required and if submitted will only be considered a representation of the type of qualifications the offeror will seek when staffing personnel.

54. May CPARS printouts be provided in Volume III Past Performance in lieu of sending Attachment 3 - Past Performance Questionnaires for every project identified on an Attachment 2 - Specific Relevant Contract Sheets?

55. Please clarify the Lowest Price Technically Acceptable source selection process. Will all submitted proposal be ranked by price from lowest to highest where the 5 lowest price proposals are then reviewed for acceptable technical capability, and if all are found to be acceptable only those proposals will be offered an award?

A. All submitted proposals will be evaluated for technical acceptability and then price will be evaluated after the fact.

56. At what thresholds will payment and performance bonds be required for task orders if awarded?

A. See H11 and Section I of RFP for clauses establishing bonding requirements

57. Is the total price of the sample task order written in Section B for CLIN 0001 and in Attachment 11?

A. CLIN 0001 will have the total price for the sample task order with Attachment 11 containing the breakout by division per attachment 11.

58. In Volume II TAB D1 - Sub-Factor 1: Organizational Structure paragraph 1.2 Key Personnel and Key Subcontractors, the Point 1 thru 3 made below this heading only provide instructions for key personnel. Are key subcontractors to be provided here or just in Volume 3?

A. Identified Key subcontractors are not required. Volume 3 offerors will need to provide a release per section L.3.C.iii.

59. In Volume II TAB D2 – Sub-Factor 2: Project Execution paragraph 1.2 Quality Control Plan. Is the requirement here a general QC Plan or a QC Plan specific to the sample task order?

A. No. Please review referenced paragraph for requirements of the QCP that will be used to evaluate technical capability.

60. Section B (Supplies or Services and Prices/Costs) is listed to be provided in Volume I – General, Tab C as well as Volume IV – Price Proposal, Tab A. Do we submit it in both places?

A. Yes

61. If hazardous materials are encountered and verified, who pays for the removal?

A. If hazardous materials are not known at the time of issuance of a task order, they will be managed via change order to the task order.

62. Please clarify if you want to see the pricing in Volume I, Tab C and Volume IV, Tab A, which we assume you mean Attachment 11 vs Section B in both tabs.

A. Section B will be submitted in both places, with Attachment 11 being in Volume IV per the RFP.

63. Pangea attended the Pre-Proposal Meeting last week. Austin thought there was going to be an amendment for the fire alarm design posted. I haven’t seen that on FedBizOpps yet. Will it be posted soon?
