RFI RESPONSES FOR B1218 DPW15-123

PLEASE REFER TO RE-ISSUED DRAWINGS THAT WILL BE

SENT OUT FROM THE CONTRACTING OFFICE FOR

PLACING YOUR BID.

G1-RJS 1. please make today’s site visit attendees list available at your earliest convenience

The list of attendees was sent out on 2 September from the contracting office.

G2-RJS 2. is it the intent of the Government to issue specifications in a project manual format or are the specifications noted in the drawings as much as we might expect?

Specifications in a project manual format will not be issued. Only the specifications noted on the drawings and the Saber specs will be applicable.

G3-RJS 3. There is substantial ff&e remaining in the facility. Is the removal of this equipment the responsibility of the Government or the contractor?

The Government will remove the furniture.

G4-RJS 4. Does the government anticipate the bid date will be pushed with the issuance of amendment 0002?

Yes, the bid date will extended. See Amendment information for details on exact date and time.

G5-RJS 5. Would the Government considering revising the proposal submittal method to include email submissions? We acknowledge that, currently, proposals are to be ‘hand-delivered’.

Bids do not need to be hand delivered. They can be sent via United States Postal Service (USPS) mail, USPS express mail, United Parcel Service (UPS), Federal

Express or any other mail service as long as they arrive by the bid opening date and time at the place designated for receipt of bids in the solicitation. Due to firewalls that exist in our Fort Carson email system, emails are sometimes delayed, thus I cannot be sure bids would be received in a timely fashion when sent via email. Thus I cannot authorize bids being transmitted via email. However, I will be amending the solicitation to change the location and time for the receipt of hand carried bids to avoid individual(s) needing access through installation security gates.

G6-RJS 6. The solicitation references the transmission / submission of submittals to the Government in hard copy only (and in multiple copies). Would the Government consider accepting submittals electronically?

Submittals for equipment and products should be sent electronically.

G7-RJS 1. Please reference drawing sheet G-0.1 General requirements. Can these requirements be provided to the bidders or all reference to them be removed from the contract documents?

The SABER specs are not a part of the project.

G8-RJS 2. If an opening to be demo’d is not identified as note 1 or note 2, is there an acceptable default?

No

G9-RJS 3. FA drawing sheets 1.0 thru 3.0 reference, under general notes, a drawing FA-0.1. We are unable to find this particular drawing

This should be FA-0.0 and is not in order in the drawing package it is the last FA drawing new package this will be corrected.

G10-RJS 4. FN 4.0 references ‘architectural sheet A-100’ when indicating the removal and replacement of the existing floor drain (FD-1). We are unable to find this particular drawing. We note that the slab on grade (or at least a topping) in the areas well is badly degraded. Ids this slab to be replaced / re-topped?

There is no drawing A-100. Re-top the existing slab.

G11-RJS 5. AN-1.0 references a drawing A-0304 (in the area of the future conference room). Is this drawing relevant? We are unable to find this particular drawing.

There is no drawing A-0304. Drawing AN-1.0 is being changed to reference AN-7.0, which is the architectural details sheet.

G12-RJS 6. Will the existing ff&e be removed by the Government prior to the issuance of an NTP?

The Government will remove the furniture.

G13-RJS 7. Is there a specific keying protocol for storeroom, office, etc. locksets?

4. 1-D Keyed Access Entry Control

4.1-D.1 General Requirements

The construction contractor shall be responsible for installation of all locksets and exit devices for their assigned project(s). This includes combination and installation of any required cores and key duplication.

The core type and combination shall meet the requirements of the master key system on Fort Carson.

4.1-D.1 (A) Lockset To meet the Ft Carson master key plan, provide all keyed lockset devices with patented Best Lock Corporation or ASSA ABLOY Corporation cores.

4.1-D.1 (B) Lock Cores The construction contractor shall be responsible for installation of all permanent lock cores. Any coordination required with Best Lock Corporation or ASSA ABLOY Corporation for installation of the cores shall be planned for and is the responsibility of the construction contractor. The contractor shall be responsible for the core schedule, installing all cores and validating functionality of all keys for the respective core including the master key(s).

4.1-D.1(C) Cylinders Provide fully compatible cylinders with products of the Best Lock Corporation or ASSA ABLOY Corporation with Small Format Interchangeable Cores (SFIC), which are removable by a special control key. Factory set the cores with [seven] pin tumblers using the BEST or MEDECO Keymark x4 patented keyways (for use solely in the 18, 19, 24 or 25 series locksets as determined by design source). Submit a core code sheet with the cores.

Provide master keyed cores in one system for this project. Provide construction interchangeable cores.

Equipment spaces; electrical, communications and mechanical rooms shall be keyed independently from the building master system. The communication room door shall be on a different core than the DPW areas.

4.1-D.1 (D) Keys All cores shall include four keys for interior doors and five keys for exterior doors and with two master keys for each KNOX box placed at the building location. Furnish a quantity of key blanks equal to 20-percent of the total number of file keys. All keys shall be stamped with "U.S.

GOVERNMENT DO NOT DUPLICATE". In addition the keys and cores shall be stamped with the core number.

Do not place room number on keys. All master keys provided shall be turned over to the O&M contractor locksmith for security control through the Government Project Engineer. All other keys shall be inventoried and turned over to Facilities Utilization for issue to the building occupants through the government Project Engineer. Provide a key cabinet and control system for all facility keys, including a floor plan cross referenced to all key locations.

G14-RJS 8. When re-using existing frames, must an as-built of each opening be made before prepping doors or is the confidence level high that the frames are typical?

The frames are typical.

G15-RJS 9. Is there a detail for new equipment pads?

See equipment pad detail 3 on dwg A-7.0.

See soundwall section 2 on dwg A-7.0.

G17-RJS 11. Is there a detail for the restroom lavatory countertops and support?

See countertop section 1, drawing A-7.0.

G18-RJS 12. The note for the chase indicated in the southwest corner of the basement mechanical room references a drawing P-110. We are unable to find this drawing. Does this chase require a rating?

I think that was seen on sheet PN-4.0 Basement Plumbing plan, and should have referenced drawing PN-

1.0 (Not P-110) above on first floor for continuation of piping.

G19-RJS 13. There are numerous existing window and other openings which are shown on drawings AN-1, AN- 2 & AN-3 to be infilled. There are no elevations or window schedule which show the dimensions of these openings. Are there as-built drawings or additional elevations which can be used to determine this scope of work.

The windows are 3’-4” wide x 5’ - 9” high. See attached as-built drawings (for reference only)

G20-RJS 1. Please reference drawing sheet FN 5.0. The new fire line is indicated as ductile iron. Can this requirement be revised to include HDPE pipe?

Yes, HDPE is allowed from the water main to interior side of the wall penetration at the Mechanical Room and then transfer to ductile iron.

G21-RJS 2. Please reference drawing sheet FN 5.0. Does the broken line from the building to the fire department connection / flow hydrant 1 indicate that this is new work?

Yes, a new remote fire department connection is to be installed no greater than 100 feet from (not connected

to) Flow Hydrant 1, and 4'-0” min. from back of curb, or 2’-0” min from back of sidewalk. A new Fire department connection pipe (shown as broken/dashed line on drawing) is to be installed from building to remote FDC as shown in drawings FN-4.0 and FN-5.0.

G22-RJS 1. Please reference the SOW and specifically item 2.4.5. We are struggling to locate the ‘new reception area’ identified in this item. Please provide the level and gridline coordinates for this room.

This paragraph will be deleted from the SOW.

G23-RJS 2. Notes 9 and / or 10 on drawings nos. A 1.0 –

A 3.0 direct the contractor to place / provide self-leveling floor filler where cu walls were removed

(reference drawing nos. AD 1.0 – AD 3.0). Existing ceramic floor tile to remain.

G23a-RJS - is the self-leveling filler to be applied only to those slab areas disturbed by the demolition of the cu walls and only to the depth of the adjacent ceramic tile flooring?

See drawing AD-01, key note which states remove the existing concrete floor slab between column rows 3 and

135 and column rows E and D. This includes existing ceramic mosaic floor tile. Therefore, no self-leveling is required.

G23b-RJS - please clarify the depth and extent of the filler in those areas indicated to receive new vct flooring

See drawing AD-01, key note which states remove the existing concrete floor slab between column rows 3 and

135 and column rows E and D. This includes existing ceramic mosaic floor tile. Therefore, no self-leveling is required.

Yes.

G25-RJS 4. Conference room 2 has no finishes indicated despite walls and existing finishes being demolished therein. Please clarify what finishes (if any) are required in this space.

Use notes 1, 2, 4, 5 and 17.

G26-RJS 1. Are there specifications (or standards) available providing additional information / requirements for the hollow metal frames, wood doors and finish hardware for the project. We have reviewed the Fort Carson Installation Design Guide but it appears it is under development and does not address these issues. We note that there are several references to a

SABER contract in our documents. Might there be some standards there that could be applied to this project?

Failing that, can the Government provide supplemental direction relative to our Division 08 questions?

The new hollow metal door frames shall be knock down frames. The new interior doors shall be solid core, flush

Birch, natural finish (varnish). Concerning door hardware:

VCT floor tile to be installed on landing and ramp over

¾” T&G plywood deck. Per the manufacturer’s recommendation, the vct should be installed over a ¼” underlayment. Please confirm this is acceptable.

Install ¼” underlayment over the ¾" T&G plywood deck.

G44-HHI 6. Carpet tile or Rubber tile (similar to the rubber tread finishes that are to be installed on the interior stair wells) would handle the flex in the wood ramp better than the rigid VCT. Please confirm whether we should price rubber tile, Carpet tile per detail B on

AN-7.0 or VCT on the Ramp and Landing detail.

Price rubber tile.

G45-HHI 1. What are the measurements from each floor, from floor to deck above? 10’- 0”

G46-HHI 2. What is the height of the acoustical ceilings on each floor? (We will have to use a different product facing where it is left exposed above the ceilings for wall type A—no drywall)

The new ceiling heights will vary depending on the size of the ductwork above the new ceilings.

G47-HHI 3. Are there any specifications for this project?

Or do I just bid what I know that it needs? (Again—the prints call out R-19 to the exterior walls, but I have to bid different facings to the fiberglass batts)

The fiberglass insulation should have must have a Kraft paper moisture barrier.

G48-HHI 4. Will they want us to use polyurethane foam around windows and doors, or just chink with fiberglass?

G53-NASCO 5. Will the furniture be removed by other prior to NTP being issued?

The Government will remove the furniture.

G54-NASCO 6. Sheet EP-5.0 Shows a ground bar with a counterpoise and a Concrete encased electrode. If they don’t exist at the building will they be required?

This is a typical grounding detail the intent was to connect applicable existing grounds at this ground bar, In this case building 1218 does not have a counterpoise or concrete encased electrode and they will not be required be added by this contract or need to be connected to the ground bar.

G55-NASCO 7. Drawing EP-5.0 Feeder Schedule A. 2 Parallel 4-350MCM 4” conduit for the feed from the new 750 transformer to the 1000 amps MDP would not be correct, on the existing one line demo it shows 3 sets of 4#500 in 4” conduit existing which would work, is that size existing and would it need to be changed out? Or are those two line just swapped on the drawing?

There is an error in the feeder schedule “A” should read 3 each Parallel 4-500 MCM 4” C See corrected drawing

G56-NASCO 8. EP-5.2 Fixture schedule shows Types B and C as low profile wrap around with battery backup, it appears on the drawing that the only fixtures that look like wraps are in the stairwells with battery backup , what are all the other types on all three floors that look like strips but not with battery back up? And what types are going in the mechanical room drawing on EL-4.0?

See revised drawing for light fixture type and location clarifications.

G57-NASCO 1. Are we to include Cementitious grout or

Epoxy grout at the lobby on the 1st floor?

Epoxy

Yes

G63-JBI General RFI’s 2. Are the SABER specifications part of this contract? They are mentioned multiple times on sheet G-0.1.

Yes

G64-JBI General RFI’s 3. Will MicroStation files of the

RFP drawings be provided to the contractor awarded the project for creation of As Builts? Will As-builts be acceptable in Autodesk?

MicroStation files of the RFP drawings will be provided to the contractor awarded the project for creation of As

Builts. As-builts shall be submitted in Micro Station.

G65-JBI General RFI’s 4. SOW Paragraph 2.6.3 calls for compliance with applicable Unified Facility Criteria without mentioning specifically which ones. The UFC's are typically used by design teams to ensure that the project drawings and specifications are created in such a way that ensure a compliant project is built if the design is followed. Asking Construction contractors to ensure compliance with unspecified UFC's implies that additional design work is required. Please clarify where additional design is required by this contract.

No additional design is required by this contract.

G66-JBI General RFI’s 5. Is it the Governments position that if a contractor follows these bid documents, as one would a road map, that an acceptable outcome will be produced?

Yes

G67-JBI General RFI’s 6. Will all furniture copiers, printers Etc. be removed by user prior to construction beginning?

Yes

G68-JBI General RFI’s 7. Has user already re-located?
