Final Questions and answers
25. The solicitation at page 39 does not list Section B as one of the contents of the proposal to be submitted, even though Section B constitutes pages 3 through 9 of the solicitation. Is the contractor required to fill in Section B?
Page 36 has that information. I have made the adjustments on page 39 so it is reflected in amendment 4.
26. BS, under 4. CLINs 0001A - Custodial Service Cost Coefficients, states in part
“offerors must submit a Custodial Service Cost Coefficient (multiplier) … and the
Total Cost per Month for each building [emphasis added].” However there does not appear to be any place to fill in the cost per building per month on Attachment 7.
There is a place for the monthly price in Section B. Is the Government referring to
Section B? Please clarify.
Offerors enter 12 values on the Supplemental Bid Schedule in the yellow highlighted blocks. Offerors also enter 12 prices generated on the Supplemental Bid Schedule in the green highlighted blocks in the corresponding CLIN Lines in Section B - Supplies or
Services and Prices on the Standard Form 1449. Those CLINS are: Total Estimated
Building Price Multiplied Times CLIN 0001A - Custodial Service Coefficient CLINs 0001, 1001, 2001, and 3001; Custodial Service Contract Management and Quality Control Unit
Prices CLINs 0002, 1002, 2002, and 3002; and ECMRA Reporting Unit Prices CLINs 0003, 1003, 2003, and 3003.
27. Why do the prices in CLIN 0001 vary from year to year?
Prices in CLIN 0001 (also 1001, 2001, and 3001) vary from year to year based on changes in the Department of Labor Service Contract Wage Rates and Fringe Benefits. Prices in
CLIN 0001 also may vary from month to month based on changes in services to buildings.
I've provided examples of some of those changes in answers to other questions.
28. What are the PPE requirements because of Covid 19?
Face masks. That's all.
29. Reference Supplemental Bid Schedule – please confirm that Phase-In costs are to be included in CLIN 0002 - Custodial Service Project Management and Quality
Control Unit Price. If not, when are these costs to be listed?
Yes. Transition Period Phase-in / Phase-out Costs are to be included in
CLIN 0002. Refer to PWS Paragraphs 2.2.1 and 2.2.2.
30. Reference Part III – Technical Quote, Element 3, Work Schedule. Given the page limit, can the Government please provide a formatted sample of what they are looking for on the Work Schedule? Any additional or clarifying information would be appreciated.

31. Technical Exhibit 6 references Building Floor Plan Drawings, but none seem to be provided. It is only two pages long. Can the Government please clarify?

32. Reference Attachment 4. This document is “Provided for Information Only – Not
Applicable to This Contract”. What information in the document should be gleaned as helpful/beneficial to this procurement?
Fort Riley Army Garrison's higher headquarters, Installation Management Command, requires the
Common Level of Services - 402 Custodial Services Table be included in all solicitations for custodial service. For the purpose this particular solicitation, it's irrelevant. Please disregard the
Attachment 4.
33. Reference Technical Exhibit 7 – Building Job Orders. For purposes of this question please compare the job orders for building 3 and building 24A, although the question applies to all or almost all building job orders. The last item on both job orders in the example is for Scrub and Disinfect Rest Room Floors; 2 For (for building 3) and Scrub and Disinfect Rest Room Floors; 1 For (for building 24A).
Can the Government please explain what “2 For” and “1 For” means?
The numeric value in "Scrub and Disinfect Rest Room Floors; 2 for" refers to the number of rest rooms in any given building.
34. Reference Section L, Instructions…. Element 3 – Scheduling Methodology. “Provide a sample work schedule that reflects facilities by building number in numerical order, day cleaning will occur, and approximate time cleaning as defined in the
PWS”. Question 1: By “sample work schedule” is the Government looking for a representative example of a partial building schedule or all buildings in the contract on a schedule? Question 2 : The phrase “approximate time cleaning…” is the
Government looking for the arrival time or the duration of the cleaning effort?

35. Reference the questions and answers provided in conjunction with Amendment
0002, question and answer #16. If any dispensers (soap, paper towels, etc.) exist outside of a restroom (breakroom, etc.) would the contractor be expected to provide materials in this case?
No rest room or break room consumables anywhere
