About this file
This document is a Questions and Responses file for the DC Motor Test Stand solicitation (Number W911RQ-25-R-0002). The file contains 12 questions and responses related to technical specifications for a new DC Motor Testing Console for the Combat Division at Red River Army Depot (RRAD). Key clarifications include removing requirements for real-time data visualization, automated test sequencing, and adjusting the load range specification from 0-100 foot pounds to 100 lb/in. The government confirmed that motor drawings are available on SAM.gov, no site preparation is required by the contractor, and full use software licenses with source code will be acceptable. Additional details were provided about testing requirements, including the need for correlation testing between the existing and new test stand, and potential provisions for government-furnished materials during factory testing. The DC motors to be tested include specific models (A3 Traverse Motor, 12900597, 12292399, 12292400, and 12292401), which have a tach armature ring but no drivers/controllers.

DC Motor Test Stand 25R0002 Questions and Responses
Q1. Does the data acquisition really need to be operating on a real-time machine or is this a misuse of the term “real-time”?
R1. “Real-time data visualization and charting” removed, as we still have a requirement to print/provide results at the end of a test. The data acquisition does not need to operate in real-time as we can get the test results to write on the check sheets.
Q2. Are there any more details on the mounting requirement and individual torque ranges? We do not offer a one size fits all solution.
R2. Motor drawings provided on SAM.gov. Ideally, a “universal” adapter plate would be made based on provided motor drawings.
a. There needs to be clarification on what is required from the mounting system. We do not have a way to provide mounting and coupling solutions for motors that have not been specified. Drawings with dimensions and tolerances would be required for each motor.
Please see the previous response.
b. As requested I can offer a system that has the required torque and speed rating but cannot guarantee it will be suited for the end user’s smallest motors. In order to quote a successful solution I would need to have individual details for all motors to be tested.
See response to #2.
Q3. What does the customer mean when they say they need automated test sequencing?
R3. “Automated test sequencing” removed.
Q4. For the motors to be tested (DC motors A3 Traverse Motor, 12900597, 12292399, 12292400, and 12292401):
R4:
a. For each motor, what is the power range?
Refer to pin out 2.0 document.
b. For each motor, what is the max torque and at what speed is it?
Refer to pin out 2.0 document.
c. Do these DC motors have any drivers/controllers?
They have a tach armature ring, but no drivers/controllers.
Q5. For resistance test, what is the range?
R5. See document- SWI (BFVS) Turret DC Motors 399-400, page WP008-3.
Q6. For high pot insulation test, what is the range?
R6. Ref-SWI Turret DC Motors 399-400, page WP008-3. 1 minute @500V, Current shall be less than trigger level (500 microamps).
Q7. On page 5 of the Combined Synopsis/Solicitation you call for a load range of 0 to 100 foot pounds and a speed range of 0-6,000 rpm. A torque of 100 foot pounds at 6,000 rpm is approximately 115 horsepower.
On the same page, you specify the power required to operate the motor undergoing test to be 0-300 amperes at 0-48 VDC. Current of 300 amperes at 48 VDC is approximately 20 horsepower.
The above two conditions imply that we need a dynamometer of 115 horsepower to test a motor that is approximately 20 horsepower.
Please clarify.
R7. Amended to read: “Load Range: 100 lb/in”
Q8. The CDRLs were not listed on the SAM page. May we request all CDRLs for this requirement?
R8. CDRL’s uploaded to SAM.gov
Q9. PD para 1.0 Scope – what does “site preparation” for the new equipment entail?
R9. In this case, there aren’t any contractor obligated site preparations. (I.E. concrete pad, pedestals, etc.)
Q10. PD para 3.3 Functional Requirements – “All software source code must be provided.” It’s standard practice to supply full use license for software previously developed and source code for any software developed for this project. Is that acceptable for this requirement?
R10. Yes, this is acceptable.
Q11. PD para 3.6 Government Furnished Materials (GFM) – Will the gov’t provide components for factory testing before the stand is shipped to RRAD?
R11. If it is deemed necessary for RRAD to provide components, it can be done. There are quite a few steps taken to have this approved, but it has been done in the past, after a contractor was awarded.
Q12. Will any correlation testing be required comparing test data from existing/old test stand and new test stand?
R12. Yes, testing data will be compared from old to new.
