About this file
This document provides details for a two-phase design-build federal contract opportunity for upgrades to an AWACS alert hangar at Joint Base Elmendorf-Richardson in Alaska. The project involves expanding aircraft sheltering and maintenance hangar space as well as repairing and expanding existing squadron operations spaces and constructing new alert crew quarters, with an estimated contract value of $25 million. Offerors are advised to register in the System for Award Management. Phase one proposals will be evaluated on specialized experience, past performance, organization, and technical approach. Phase two will evaluate design technical criteria, small business participation, phase one proposal rating, and price, though non-price factors are more important than price. The solicitation will be available on FedBizOpps on October 20, 2016, with phase one proposals due in October 2016 and anticipated notice to proceed in second quarter 2017 and 575 calendar day period of performance.

2.3 ARCHITECTURAL DESIGN AND CONSTRUCTION CRITERIA
Scope and Objectives
2.3.1.1 Design and construct Operations, Maintenance and Alert Crew Facilities for the for the 962 Airborne Air Control Squadron (962 AACS) and associated 703 Aircraft Maintenance Unit (AMU). The contractor may propose alternative design solutions and materials to meet or exceed the minimum technical performance criteria established in this document. The new facility will include an extensive renovation to Building 14410 (Hangar 8), building expansion, accessory security shack relocation, and site work as required to meet all spatial and programmatic requirements in this document and its attachments. Hangar 8 currently used by the 962 and for the Airborne Warning and Control System (AWACS) E-3 (Boeing 707 platform) operations and maintenance. The renovation and expansions of the facility is necessitated by the need to provide additional squadron operations required to meet the scheduled AWACS E-3G upgrades and additional Alert Crew functions.
2.3.1.2 Interior space program requirements are identified by Room Criteria Sheets attached to this document. Interior spatial organization is identified in the Room Criteria Sheets by primary adjacency and also by the building Program matrixes provided for the 962 and 703. Special attention shall be given to the design of Sensitive Compartmented Information Facilities (SCIF) requirements. The 703 Aircraft Maintenance Unit spaces are currently organized around the primary existing hangar space. Is suggested that the Aircraft Maintenance Unit Space organization shall remain as they are currently. Flooring of the Aircraft Maintenance Unit Space is in good and serviceable condition and shall be protected in place during construction. Renovation of AMU spaces shall include a thorough evaluation of existing maintenance equipment that is to remain, such as floor cast storage equipment, existing aircraft pressure washing/heating unit etc. Existing Hangar floor area to be maintained in existing configuration; existing temporary interior structures within the Hangar floor space may be used for final building program space.
2.3.1.3 The existing building envelope of Hangar 8 is understood to be in generally serviceable condition and therefore limited work shall be necessary to repair the building envelope. Exterior exit stairways from the second level are not Code compliant, and shall be evaluated for upgrade as necessary to meet current applicable design codes referenced in this document. The existing water lift station located in the west half of the building is to be decommissioned and moved, reference Civil Design requirements. The existing exterior roof is in good condition, but snow guards shall be designed and provided to retain snow above existing exterior exits.
2.3.1.4 New exterior construction shall be of CMU masonry walls supporting steel roof joists and an insulated metal roof assembly. An exterior insulated finish system (EIFS), in compliance with the Elmendorf Arch Compatibility Guide, to meet exterior insulation requirements. All exterior expansion designs are to be incompliance with the Elmendorf AFB Architectural Compatibility Standards. Site improvements will be necessary to accommodate the enlarged building footprint. Building site pedestrian, vehicular and maintenance equipment site circulation shall be coordinated with Air Force representatives assigned after award. Utility connections to the building are to be upgraded as identified in Electrical and Mechanical Design sections.
2.3.1.5 The Design Build Contractor’s Architect of Record shall be responsible for the design of the complete architectural systems for the buildings, which shall encompass, but not be limited to: Structural and non-structural framing including light gage framing, interior wall finishes, interior floor and ceiling finishes, doors and frames and hardware, millwork and casework, signage, required fire-resistive assemblies for walls, doors and relite windows, and the coordination of all other design trades.
Specifications
The Architect of Record shall develop the specifications for this project as prescribed by the technical requirements stated in UFC 1-300-02.
