SECTION 01 10 00

1.0 PROJECT DESCRIPTION

1.1 The AWACS Hangar (Hangar 8) is located in Building 14410 on Joint Base Elmendorf Richardson (JBER). The original building was constructed in the 1950’s and has an approximate area of 6,404 square meters. This project includes the complete renovation of Building 14410’s low bay interior office, maintenance facilities, storage and Secure Working Area (SWA), including a Sensitive Compartmented Information Facility (SCIF). The alert hangar aircraft staging area is to be structurally retrofitted to meet Seismic Design Category D (SDC D), and wind conditions to meet current standards and requirements in accordance with Unified Facilities Criteria (UFC) 3-301-01. The alert hangar will be modified to employ the use of buckling restrained braced (BRB) elements to replace existing concentric braced frame to increase the seismic capacity and accommodate ground motion in compliance with UFC 3-310-04. This project will also renovate and repair Building 14410 to meet requirements for operational space use and building codes including, but not limited to, replacement and/or addition to building mechanical, electrical power, communication, mass notification and fire protection systems in addition to their respective utility connections. Building 14410 renovations are to be designed and constructed in accordance with Government Sustainability Requirements for renovations. The existing hangar bay finishes are to remain without modification except where necessary for structural upgrades or bid option items.

1.2 AM#21… This project also includes, as an OPTION, the design of catwalks as part of the upgrades, and structurally retrofitting and strengthening of Building 14410 (Hangar 8) to support the new catwalks. The catwalks are for the access of hangar bay fire protection systems. …AM#21

1.3 Additional area is required to meet the scheduled AWACS E- 3G upgrade and program space required for the function of the AWACS Alert Crew Facility. The E-3G upgrade requires an additional 12 to 15 dedicated mission planning workstations. The Alert Crew Facility includes area for sleeping rooms, residential kitchen, dining, and bathroom facilities. A separate structure, maximum gross floor area of 1,980 square meters (21,312 square feet), connected to the existing building by an environmentally controlled link is to be designed and constructed to accommodate the Alert Crew Quarters and new Squadron Operations program. A minimum, separation of 10 feet shall be provided between existing structures and the new structure.

1.4 The new structure is currently registered with United States Green Building Council V2009. The new structure is to target LEED Certified Silver, in addition to all other Government Sustainability Requirements. The awardee will be responsible for assigning a LEED Accredited Professional to track LEED planning, performance and documentation for each LEED credit from design through construction closeout processes. In addition to sustainability requirements new construction as part of the project must be in compliance with all federal Unified Facility Criteria (UFC) including but not limited to DoD force protection. Site improvements will also be necessary to accommodate the new structure. These will include at a minimum security fencing, sidewalks, parking areas, storm-water retention and landscaping in addition to site work required for the development of a new structure linked to Building 14410.
