About this file
This document contains a pre-solicitation notice and description for solicitation number W911KB-17-R-0011 to design and construct an addition to and alteration of an AWACS alert hangar at Joint Base Elmendorf-Richardson in Alaska. The U.S. Army Corps of Engineers seeks to upgrade aircraft sheltering and maintenance hangar space, repair and expand existing squadron operations spaces, and construct missing AWACS alert crew quarters through a two-phase design-build contract with a period of performance of 575 calendar days and an anticipated award date in the second quarter of 2017. Phase 1 proposals will be evaluated on specialized experience, past performance, organization, and technical approach, while Phase 2 proposals will be evaluated on design technical criteria, small business participation, the Phase 1 proposal rating, and price, with non-price factors considered significantly more important than price. The anticipated contract cost limitation is $25 million. The solicitation and any amendments will be available electronically on www.fbo.gov beginning on or about October 20, 2016.
