About this file

This document provides details for a two-phase design-build solicitation for an upgrade to aircraft sheltering and maintenance hangar space at Joint Base Elmendorf-Richardson in Alaska. The Army Corps of Engineers seeks to add and alter an Airborne Warning and Control System alert hangar to accommodate mission requirements through constructing additional squadron operations and alert crew quarters space. The estimated value of the firm-fixed-price contract is $25 million. Offerors must register in the System for Award Management and phase one proposals will be evaluated on specialized experience, past performance, organization, and technical approach. Phase two proposals will be evaluated on design technical approach, small business participation, phase one proposal rating, and price with non-price factors significantly more important than cost. The solicitation will be available on October 20, 2016 on FedBizOpps and proposals are due in the first quarter of 2017 with work expected to be complete in 575 calendar days and awards by the second quarter of 2017.

Many hangar maintenance activities, including avionics and hydraulic operations, will cause heating of the fuel on these aircraft. Fuel temperatures above 71ºC (160ºF) are operationally acceptable; therefore, NFPA 70, Article 513 requirements for combustible fuel above its flash point must be followed.
