Sheet1
| RFP/Attachment | Section | Industry Question/Comment | Government Response |
| RFP | L.4.7 | The first sentence of Section L.4.7 requires no smaller than 12-point Arial font for the proposal text. The fifth sentence of Section L.4.7 requires no smaller than 8-point font for proposal figures and tables without specifying font type. We built our draft proposal based upon the contents of the Government’s draft RFP which allowed 12-point Times New Roman font for the proposal text. Converting that font to 12-point Arial will require substantial re-writing of our draft proposal due to the larger footprint of Arial font vis-à-vis Times New Roman. 12-point Times New Roman is a standard font style and size commonly used in proposals. It is easily readable. We request that the Government revise the first sentence of Section L.4.7 to allow 12-point Times New Roman font for the proposal text. We recommend that the Government add Arial as the specified font for figures and tables, while retaining the requirement for 8-point font. | Section L.4.7 has been updated to allow for Arial or Times New Roman font. |
| Att. 15 | Tab 2 | There are 20 RFP Labor Categories and 4 Labor Levels. Are Offeror's required to bid all 20 labor categories at all 4 levels? | The labor categories and levels listed in the Labor Trace Matrix (Tab 2) are representative of the type of categories and levels expected to be utilized in the performance of CPM Plus. Offerors are only required to bid labor categories and levels that will be utilized in the performance of the CPM Plus contract. |
Attachment 15, Tab 1 Instructions has been updated.
Att 15 Tab 2 The LaborTrace Matrix provides for Offerors to map their company labor categories to the Government's Labor Categories based on the definition. There is a column titled "Substantiation of Additional Labor Category" for each labor category. What information is to be provided under this column? Additional labor categories and levels may be proposed by offerors for utilization in performance of the CPM Plus contract. Additional labor categories and levels may be inserted into the the Labor Trace Matrix (Tab 2) and should include definitions and a narrative substantiating the use of the additional labor categories and levels. Within the "Substantiation of Additional Labor Category" column in, offerors shall provide the narrative substantiating the additional labor categories and levels OR provide the reference for the justification if it is included in Volume III - Cost/Price.
Attachment 15, Tab 1 Instructions has been updated.
| Att 15 | Tab 3 | Tab 3 CLIN Prices includes CLINs for Years 6, 7, and 8. However the Section B for each Delivery Order/Task Order does not include CLINs for these years. Given the RFP requests "the proposed pricing for years 6, 7, and 8 of the CTIA, Construct, and CIC-IS requirements is included in the TEP and will be evaluated accordingly.", does the Government wish that we price Years 6, 7, and 8 for for each DO? If pricing is desired, suggest adding CLINs for Years 6, 7, and 8 back into each respective Delivery Order attachment B. | The Government requires pricing for years 6, 7, and 8 of the CTIA, Construct, and CTC-IS requirements. This pricing will be included in the TEP and evaluated. However, in implementing regulation, it is ACC-Orlando's policy that Task/Delivery Orders do not exceed 5 years in duration. As described in RFP Section B.3, the Government will capture the proposed years 6, 7, and 8 CLIN prices for the aforementioned requirements in Section B of the base ID/IQ contract. The proposed prices for years 6, 7, and 8 should be based on the same performance period/delivery schedule intervals as the initial 5-year orders. These CLIN prices will be utilized should the Government issue orders for the CTIA, Construct, and CTC-IS requirements for years 6, 7, and 8. Upon award, the CLIN prices for years 6, 7, and 8 will be added to a table in Section B of the ID/IQ contract. |
| Att 6 | B | For Task Order 2 Attachment 06, SOW reference 3.2 Program Management is referenced under CLINS 0001, 0002, 0003, 0004, 0005, and 0006. Since all have PoP of 12 MACA, we recommend bidding all PM efforts (except 3.2.9) under one CLIN and propose SOW 3.2.9 be included under CLIN 0006. | TO 0002 PWS 3.2 has been assigned solely to CLIN X001, CPM Plus Management, for each year of the Construct requirements. PWS 3.2 has been removed from all other CLINs. PWS 3.2.9 has been assigned to CLIN X006 for all years. |
Attachment 15, Tab 3 CLIN Prices, and Attachment 06, Sections B, C, E, and F, have been updated.
Att 6 B For Task Order 2 Attachment 06, SOW 3.4.2 is not assigned to any CLINs. We recommend placing SOW 3.4.2 under CLIN 0001. TO 0002 PWS 3.4.2, Unique Identification (UID) of Tangible Items, has been assigned to CLIN X001, CPM Plus Management, for each year of the Construct Requirements.
Attachment 15, Tab 3 CLIN Prices, and Attachment 06, Section B, have been updated.
Att 7 B For Task Order 3 Attachment 07, SOW 3.7 Program Management is referenced under CLINs 0001, 0002, 0003, and 0004. We recommend only referencing SOW 3.7 Program Management under CTC-IS Version Release CLINs. Further, we recommend combining each year's bi-annual CTC-IS Version Release CLINs into a single yearly CTC-IS Version Release CLIN. DO 0003 SOW 3.7, Program Management, has been assigned solely to CLIN X001 for each year of the CTC-IS requirements. SOW 3.7 has been removed from all other CLINs.
The CTC-IS Versions have been combined into a single CLIN. CLIN X001 for each year now requires two CTC-IS versions to be delivered annually. All other CLINs have been renumbered to reflect the elimination of CLIN X002 for each year.
Attachment 15, Tab 3 CLIN Prices, and Attachment 07, Section B, have been updated.
| RFP | L.9.9 | Section H is referenced in L.9.9 (b): “(b) This solicitation contains information in Section H entitled, “Organizational Conflicts of Interest”, which is to appear in the awarded contract:" however, there is no Section H in the Solicitation. We recommend that the reference to Section H be replaced with Section C. | The Section L.9.9(b) reference has been changed from Section H to Section C. |
| Att 7 | B | For Task Order 3, CLINx X003 requires the FFP procurement of software for the CTCs and the IDE in support of PDSS. However, no software list is provided. We recommend providing list of expected software and respective license counts for each center and the IDE. A recommended list is attached. | A CTC software license list has been incorporated as Attachment 07.3 to the RFP. |
Attachment 07.3 has been added and Attachment 07, Sections B and J, has been updated.
RFP L.7.1.e While an Offeror can commit to the overall Socioeconomic goals across the life of the contract, without an accurate representation of the Delivery Orders expected over the 8 year period of performance, it is unlikely an Offeror could accurately estimate annual LB and SB work requirements. We request the Government change the RFP Section L.7.e requirement for annual tables to a single table representing the offeror’s commitment to Socioeconomic Goals over the life of the contract. Offerors are expected to meet the stated socioeconomic goals for each year. The requirements listed in Section L.7 remain unchanged.
