About this file
This document contains a traceability matrix and request for proposal for the Consolidated Product-Line Management (CPM) Plus contract. The traceability matrix aligns requirements from the performance work statement, statement of objectives, statement of work, and sections L and M of the solicitation with factors and subfactors to be evaluated. It ensures offerors address all requirements in their proposals. The request for proposal seeks a single-award indefinite-delivery/indefinite-quantity contract for eight years to manage the evolution of the Live Training Transformation Product Line and provide total life cycle support to programs using it. The contract will focus on requirements, development, execution, management and synchronization of the product line. The anticipated award date is January 2020. The maximum potential value is $883 million. The North American Industry Classification code is 333318 and size standard is 1,000 employees. The U.S. Army Contracting Command in Orlando will issue the full and open competition solicitation in May 2019 with proposals due that same month.

The Traceability Matrix is used to synchronize section M criteria statements that have reached consensus with the section L instructions to the Offeror to ensure the Offeror provides a proposal that supports assessment of the M criteria.
The Traceability Matrix ensures the associated section M requirements are synchronized with the Section L instructions. The requirements will include specific information that should be referenced in section L to support proposal assessment.
