Tab 1 Instructions
1. PRICING
All direct labor costs associated with CPM Plus orders shall be priced in accordance with (IAW) the Rate Schedule set forth in this workbook. All direct rate ceilings shall be binding for the length of the CPM Plus effective period and extend to include any order or order option period that may exceed the final option ordering period. IAW Federal Acquisition Regulation (FAR) Clause 52.216-22, Section I of the solicitation, "the Contractor shall not be required to make any deliveries under this contract after 24 months from the expiration of the basic ID/IQ contract, inclusive of all options." Therefore, the Government will evaluate, and incorporate, direct labor rates covering a total duration of 120 months.
2. PRICING AND RATES
The Government has determined the CTIA, Construct, and CTC-IS requirements to be representative of the work anticipated to be performed over the life of the basic ID/IQ contract. Therefore, the offeror shall use the labor categories and job descriptions provided in Tab 2 to use as a roadmap for their proposal and the labor rates necessary to perform the work and input those rates into the applicable Tab 3. The proposed labor categories and base labor rates for the prime contractor will be incorporated in Section B of the basic ID/IQ contract as maximum allowable rates to be used when pricing future orders. The total performance period of the contract is 120 months; therefore, labor rates are required to cover the entire 120-month performance period. The proposed labor categories are not all inclusive. Additional labor categories may be proposed and negotiated at the order level if deemed necessary and acceptable by the Government to accomplish the order requirements. The rates proposed for the additional labor categories should be commensurate with the pricing/estimating methodology employed to establish the rates awarded with the basic contract. Any new rates will be evaluated for fairness and reasonableness, in accordance with FAR Subpart 15.4.
The burdened labor rates shall include all direct, indirect (fringe and overhead), general and administrative costs, other offeror-specific applicable costs, and profit/fee. All hourly rates are based on an average man year (IAW the Contractor’s CAS Disclosure Statement) and a 40-hour work-week.
3. TAB 3 CLIN PRICES AND TOTAL EVALUATED PRICE
Tab 3 of this workbook contains all line items associated with the CPM Plus CTIA, Construct, and CTC-IS requirements. The offeror shall manually input their proposed prices for the respective CLINs. These prices should correspond to the offeror's editable and executable Excel file submitted with the proposal. The purpose of the workbook is to capture the labor categories and ceiling rates that will be utilized across CPM Plus orders. Therefore, other proposed costs (e.g., materials, travel, ODCs) detailed in the offeror's Excel file will not be identified in this workbook but should be reflected in the total CLIN prices listed in Tab 3.
An offeror's Total Evaluated Price (TEP) is the sum of all CLINs for all years for performance for CTIA, Construct, and CTC-IS requirements, plus the price of an additional six-month extension IAW FAR 52.217-8, Option to Extend Services. Offerors are not required to propose any amounts for the six-month extension period; the price will be calculated by the Government by taking 50% of each of the final option year CLIN prices. Offerors are advised that the valuation of options shall not obligate the Government to exercise such options.
For evaulation purposes, the Government will evaluate pricing for sample efforts representative of orders issued under the CPM Plus ID/IQ contract. Orders 0001 (CTIA), 0002 (Construct), and 0003 (CTC-IS) will be limited to 5 years in duration and issued at award of the ID/IQ contract. The remaining 3 years of the CTIA, Construct, and CTC-IS requirements will be issued via subsequent orders at the completion of the initial 5-year orders for these requirements. In addition to the initial 5-year period, the proposed pricing for years 6, 7, and 8 of the CTIA, Construct, and CTC-IS requirements is included in the TEP and will be evaluated accordingly. The proposed prices for years 6, 7, and 8 of the CTIA, Construct, and CTC-IS requirements will be incorporated in Section B of the basic ID/IQ contract and utilized when pricing orders for the aforementioned requirements following the initial 5-year orders.

| The offeror will input their base rate for each labor category proposed and then apply indirect rates to demonstrate the development of a fully burdened rate through profit for each category. The offeror can adjust this worksheet as needed to complete the calculation. In the second schedule input the fully burdened rate for each category, for each base and option year. | | | | | | | | | | | | | | | | | | | | | | | |
