SUBJECT: Market Research for Technical and Engineering Service (TES) supporting Combat Capabilities Development Command (DEVCOM) Ground Vehicle Systems Center (GVSC)
DESCRIPTION AND BACKGROUND: The United States Army Contracting Command – Detroit Arsenal (ACC-DTA), is contemplating the conduct of a best value competitive source selection resulting in the award of a single five-year Cost-Plus-Fixed-Fee (CPFF) indefinite delivery, indefinite quantity (IDIQ) contract. This requirement is in support of the DEVCOM GVSC for Technical and Engineering Services (TES) supporting Fiscal Years (FY) 2023 through 2030.
This is a continuation of the prior special notice for GVSC Technical and Engineering Services, notice ID W56HZV_GVSC_TES.
This notice is provided for information purposes only and no response is required by interested offerors.
The following information is provided to industry to assist interested offerors in understanding the Government’s overall acquisition strategy in order to encourage maximum competition. This posting also includes an updated Notional Award milestone schedule. Please note that the information presented here is preliminary and is subject to change.
The GVSC mission is to support the maturation of cutting-edge ground vehicle technologies in ground vehicle robotics, vehicle electronic & power architectures and embedded systems software as well as providing lifecycle engineering support to the PM managed systems. The ground systems domain technical evaluation factors and sub factors in the RFP are an accurate representation of the funded work that GVSC and its TES contractor will be required to deliver.
Corporate knowledge and experience of our support contractors in these technical areas are essential to the success of these programs. The Government welcomes all competitive offers that can help to achieve our mission goals.
To enhance competition on this contract, requirements have been established allowing the contract awardee sufficient time to meet the facility requirements.
For example, the draft requirements allows the contract awardee up to 24 months to fully comply with the FCL security requirements. Additionally the Government anticipates allowing up to 180 days, after award, to comply with all other facility requirements specified in section H. The Government is also contemplating the removal of the facility requirements from section L and will not be evaluated during source selection. The facility requirements are essential to the success of ongoing and future efforts.
The existing TES contract overlaps the planned target award of the new TES contract to allow for a transition period after award of the competitive effort.
Beyond this initial transition period, the Government anticipates there may be a need for additional/longer transitional periods for facility-related engineering work requiring higher level security protocols, since the new TES contract’s current draft requirements allow 24 months to obtain the FCL and COMSEC credentials. As such, the Government is considering additional strategies to ensure the Government has access to a fully operational facility if necessary, during this 24-month period.
This transition plan will mitigate the Government’s risk to existing program schedules and allow the new TES contractor time to acquire talent, resources and become fully capable to meet the GVSC mission. The Government reserves the right to implement additional mitigation approaches. The following chart depicts the Government’s transition strategy:

Additional Information: The following information is preliminary and is subject to change.
• Based upon industry feedback and to encourage maximum competition, in addition to the changes to the facility requirement described above, the following are additional changes to the draft solicitation that the Government is currently contemplating. If the Government adopts these changes, this information may be posted in a future update to this page, or in the final solicitation, when released:
o Section L: the Facility requirements documentation may be removed from the proposal instructions;
o Section L: the Government is contemplating allowing some subcontractor experience in the Technical Experience Factor;
o Section M: the evidence of the facility may be removed from the eligibility criteria;
o GFPM: As relayed in previous postings, the government is contemplating significant revisions to the floor and ceiling values, in response to industry feedback.

• The Government is planning to conduct another opportunity for One-on-One meetings with the Acquisition Team. A notice will be posted on SAM.

GENERAL INFORMATION: This Special Notice is for informational purposes only and is not a request for competitive proposals. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government will not reimburse respondents for any cost associated with submission of the information or reimburse expenses incurred to interested parties in relation to this notice or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation.
There is no bid package or solicitation. All interested sources must respond to any future solicitation announcements separately from responses to this request for the submission of White Papers.
Respondents will not be notified regarding information obtained related to this notice. Responses will not be returned nor will detailed feedback be provided by the Government. The Government does not intend to answer questions related to this notice.
If and when a solicitation is issued, the Government will post on Sam.gov. It is the respondent’s responsibility to monitor these sites for the releases of any additional market surveys, synopses, or solicitations.
It is not necessary to respond to this notice in order to be eligible for future contract awards, nor will responses result in preferential consideration for future award.
Proprietary Information. The United States Government (USG) acknowledges its obligations under the Federal Acquisition Regulation (18 U.S.C. §1905) to protect confidential information provided to the Government. Proprietary information will be handled in accordance with the paragraph entitled PROPRIETARY INFORMATION below.
PROPRIETARY INFORMATION:
The USG appreciates the time and effort taken to respond to this survey. The USG acknowledges its obligations under 18 U.S.C. 1905 to protect information qualifying as PROPRIETARY under this statute. Pursuant to this statute, the USG is willing to accept any trade secret or confidential restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following:
Clearly and conspicuously mark qualifying data as trade secret or confidential with the restrictive legend (all caps) PROPRIETARY with any explanatory text, so that the USG is clearly notified of what data needs to be appropriately protected.
