INSTRUCTIONS

INSTRUCTIONS TO OFFERORS

General
1The Prime Offeror shall complete this Government Format Pricing Model (GFPM). Subcontractor offerors may utilize this workbook as its proposal submission (if desired).
2All proposed direct labor rates shall be in line with justifying data (historical/incurred costs, salary survey, BLS OES etc.) for each identified locality.
"Minimum Qualifications" Tab:
1This tab is for offerors to certify that the provided employees meet or exceed the minimum education/experience requirements identified by the USG and to provide an offeror specific labor category for each labor category identified in the PWS.
2In Column F, a person legally authorized to bind the offeror shall enter their name for certification. This person is certifying that the offerors (prime & subcontractor) will provide personnel that meet the minimum qualifications in accordance with the PWS throughout the entire performance period of this effort. In Column G. the same person shall enter the date of certification.
"Totals & USG MPC" Tab
1Offerors shall input offeror name into cell E2.
2Offerors shall input its Phase-In FFP into cell E3.
3The total proposed price is calculated in cell "G62".
4No other offeror input necessary, all totals will auto-populate from the "Ordering Period 1", "Ordering Period Period 2", "Ordering Period 3", "Ordering Period 4", "Ordering Period 5", "Option Year 1", and "Option Year 2" tabs. The USG may utilize this tab while evaluating the Most Probable Cost to the Government.
"Ordering Period 1", "Ordering Period 2", "Ordering Period 3", "Ordering Period 4", "Ordering Period 5", "Option Year 1", and "Option Year 2" Tabs
1Offeror input is required in all applicable cells highlighted in yellow.
2The "Labor Categories & Required Hours" (columns A - I) contain all of the performance locations and labor categories that the USG anticipates to be necessary for completion of this effort. The "Req. Hours (LOE)" column (Column G) contains the total number of hours to be proposed for each of the USG identified labor categories. The hours may be allocated to the prime contractor or a combination of both the prime and subcontractors. All Proposed (prime & subcontractor) labor hours must be equal to the total number of hours (per each labor category) identified in the "Req. Hours (LOE)" column.
2aIf the Delta in Column I has a fill color in red for any labor category, then the offeror may be ineligible for award since the sum of the Prime and Subcontractor labor hours do not equal the required hours.
2bIn the "Prime Contractor Labor" table (columns K-Y in the Ordering Period 1 tab and K-W in remaining ordering period tabs), offerors shall input the proposed number of hours that will be completed by the prime contractor for each of the USG identified labor categories. Offerors are required to submit fully burdened labor rates for each of the USG identified labor categories (Column V in the Ordering Period 1 tab and Column T in the remaining ordering period tabs). Offerors shall insert all of the cost elements (direct labor, fringe benefit costs, labor overhead costs, facilities, general & administrative cost, fee etc.) that make up all of the fully burdened labor rates proposed for each of the USG identified labor categories (Columns O-U in the Ordering Period 1 tab and Column M-S in the remaining ordering period tabs). Fringe benefit costs, labor overhead costs, facilities, general & administrative costs, and fee for each labor category will be automatically calculated based on the rates input in rows 2 (or USG Site rates) and 3 (for Contractor Site rates). Columns W-Y in the Ordering Period 1 tab and Columns U-W in the remaining ordering period tabs automatically calculate based on the offeror's inputs. If necessary, prime offerors may submit additional cost data in it's own format to further justify the proposed single elements of the prime labor costs.
2cOfferors shall insert direct labor rates in the Base Period tab for all labor categories (M8 - M38, and M45 - M75). Note: Per section L, the proposed direct labor must meet or exceed the USG floor rates referenced in the Base Period tab (L8 - M38, and L45 - L75).
2dIf offerors choose to provide additional cost data as a separate submission, offerors shall provide reconciliation between the contractor format spreadsheets and the Government format spreadsheets. If reconciliation error(s) exist, the Government will rely on the data entered into the Government format spreadsheets to make any reasonableness/realism determinations.
3Subcontractor offerors shall submit a detailed cost build up in their own format for each proposed fully burdened labor rate. Subcontractors may choose to submit the cost build up data as part of the prime contractor's cost submission or as separate submission directly to the Government. If reconciliation error(s) exist between the prime contractor's pricing submission and the subcontractor cost build up spreadsheets, the Government will rely on the data entered into the prime contractor's Government format spreadsheets to make any reasonableness/realism determinations.
3aIn the "Subcontractor Labor" table (columns AA-AN) in the Ordering Period 1 tab and Y-AL in the remaining ordering period tabs), offerors shall input the proposed number of hours that will be completed by the prime contractor for each of the USG identified labor categories. Offerors are required to submit fully burdened labor rates for each of the USG identified labor categories (Column AH in the Ordering Period 1 tab and Column AF in the remaining ordering period tabs). Offerors shall insert all of the cost elements (direct labor, fringe benefit costs, labor overhead costs, general & administrative cost, fee etc.) that make up all of the fully burdened labor rates proposed for each of the USG identified labor categories (Columns AC-AG in the Ordering Period 1 tab and Column AA-AE in the remaining ordering period tabs). Columns AI-AK in the Ordering Period 1 tab and Columns AF-AI in the remaining ordering period tabs automatically calculate based on the offeror's inputs. If necessary, subcontractors may submit additional cost data in it's own format to further justify the proposed single elements of the subcontractor labor costs.
3bIn column AL in the Ordering Period 1 tab and AJ in the remaining tabs, the prime offeror shall enter the name of the subcontractor(s) proposed to complete the hours associated with each labor category. If the prime offeror proposes more than one subcontractor for a single labor category a single FBLR (inclusive of prime contractor indirect adders and fee) shall be proposed. The proposed FBLR (inclusive of prime contractor indirect adders and fee) shall be a blend of each subcontractor’s proposed FBLR. In column AM in the Ordering Period 1 tab and column AK in the reamining ordering period tabs the prime offeror shall indicate if the proposed subcontractor FBLR is a "blended" FBLR. In column AN in the Ordering Period 1 tab and Column AL in the remaining ordering period tabs the prime offeror shall enter the billing nomenclature for each of the subcontracted labor categories, all subcontracted labor categories shall be differentiated from prime labor categories.
4Columns AP - AR in the Ordering Period 1 tab and AN - AP in the remaining ordering period tabs calculate a single composite fully burdened labor rate (prime and subcontractor) for each of the USG identified labor categories.
4aAll values populate based on the offerors input in the "Prime Labor" and "Subcontractor Labor" tables. No offeror input is necessary.
5The Travel / ODC and Mateial Plug Figures in cell G89 & G95 are pre-populated plug figures.
5aOfferor's may input all indirect rates that may apply to the USG provided Plug Travel/ ODC Figure costs in cell F90 and USG provided Plug Material Cost in cell F96 in the Ordering Period 1 tab and remaining ordering period tabs. The total Travel / ODC amount will be the sum of the USG plug figures and all proposed indirect costs. No fee shall be applied to the USG provided plug figures.
6The Total Price for each performance period is equal to the sum of all prime contractor labor costs, subcontractor labor costs, surge costs and the USG plug figures & applicable indirect costs. The total price for each period of performance is identified in cell G100.
7Column E is blank and hidden with no inputs, precedents, or dependents.
8The Labor OH 1 column is unlocked and editable.
9Facilities Cost: Scope x.x.x.x.xx

If offeror already accounts for the facilities cost in its overhead rate, no input is necessary for column Q in Ordering Period 1 tab, Column O for remaining ordering period tabs.

"Composite Labor Rates" Tab
1This tab organizes all proposed composite (prime and subcontractor) costs, fees and fully burdened labor rates. All values automatically populate based on offerors input on the "Base Period" and all "Option Period" tabs.
2No offeror input is necessary.
"Escalation" Tab:
1This tab provides the data for the labor escalation rates which apply to all periods of performance tabs (base and all options).
2Per section L, for evaluation purposes only, this solicitation has set a minimum escalation for each period of performance. Offerors may choose to increase this rate in column C. of the escalation tab, but shall not propose an escalation rate which is below the USG minimum.
"Prime Ceiling Rates" Tab:
1The Government is requiring prime contractors to propose a cost ceiling on their fully burdened labor rates (FBLRS) (less fee), where the ceiling is equal to the proposed FBLR (less fee) for each labor category plus 5%. This tab includes a formula that auto-calculates these ceiling rates for each period.
"Subcontractor Ceiling Rates" Tab:
1The Government is requiring prime contractors to propose a cost ceiling on their fully burdened labor rates (FBLRS) (less fee), where the ceiling is equal to the proposed FBLR (less fee) for each labor category plus 5%. This tab includes a formula that auto-calculates these ceiling rates for each period.
"Subcontractor Labor Build" Tab:
1A blank copy of the GFPM can be provided to each subcontractor and this tab can be utilized for each subcontractor to show its compliance with the floor rates and compliance with providing a full labor buildup, per labor category that is being proposed by the individual subcontractor.
