General Instructions: 1. Do not manipulate the spreadsheet in any other way other than to fill in requested information in yellow highlighted cells.
2. Do not embed any attachments within this workbook that are requested in the Section L Instructions for this Factor

2) If a proposed submission contains more than one Contract, as defined by Section L.4.1, the Government reserves the right to exclude this submission in the evaluation, which may result in the offeror being assessed with higher risk and/or a deficiency.
3) The offeror may propose the same submission for more than one Subfactor, but it must be proposed under each Subfactor separately, and it will count toward the submission limit for each respective Subfactor.
4) Per L.4.1.1, the offeror is limited to providing up to two submissions for each Subfactor. Per M.4.1.1.1, The Government will not evaluate any submissions for a Subfactor where the two submission limit is exceeded, thus resulting in a deficiency.
