To assist GVSC in its In-Service engineering and Science and Technology missions. These missions emphasize technical and engineering services for Program and Project Managers (PMs) within Program Executive Office (PEO)-Ground Combat Systems and PEO Combat Support & Combat Service Support and various other Department of Defense PM programs, including but not limited to PM-Transportation Systems, PD-Army Watercraft Systems, PM-Maneuver Combat Systems, PM-Mounted Armored Vehicles, PM-Vehicle Protection Systems, Joint Light Tactical Vehicle, PM-Light Armor Vehicles, PM-MRAP All-Terrain Vehicle, PM-Self Propelled Howitzer System, PM-Soldier Weapons, PM-Unmanned Ground Vehicles, PM-Mobile Protected Firepower, and PM-Multi-mission Protected Vehicle System. GVSC also develops and manages Science and Technology, encompassing Research and Development, Technology development and demonstration programs.

COMSEC access shall be IAW DoD 5220.22-M and AR 380-40. When access is required at Government facilities, contractor personnel will adhere to COMSEC rules and regulations as mandated by Command policy and procedures. Written concurrence of the KO is required prior to subcontracting. COMSEC account (11h) will not be required as access will be solely at Government facility.

Ref 10e (2): Non-SCI Information is not releasable to contractor employees who have not received a clearance at the appropriate security level. Written concurrence of the KO is required prior to subcontracting. Access to Intelligence information is required for performance.

Ref 10j: Controlled Unclassified Information will be required in performance of this contract. All personnel must adhere to applicable regulation, guidance, distribution statements, and markings; and must abide by the security measures outlined in DoDI 5200.48, applicable local guidance and the requirements in CMMC/NIST SP 800-171 Interim rule. Current approved GVSC OPSEC Plan will be provided as GFI upon award by KO, COR, or ISS.

Ref 10k: Secret Internet Protocol Network (SIPRNET) access required. The contractor shall not access, download or further disseminate any special access data (i.e. intelligence, NATO, COMSEC, etc.) outside the execution of the defined contract requirements and without the guidance and written permission of the KO. In the event that any special access is required, the KO must modify the requirements for the DD Form 254. Once the KO has authorized the requirements on the DD Form 254, the Contractor must complete the SIPRNET Access Request Form, along with the modified DD Form 254, and forward to the KO prior to receiving access. A NATO awareness brief will also be required for all Contractors prior to access to the SIPRNET.

Ref 11c: The contractor requires access to classified source data up to and including Secret level in support of the work effort. Any extracts or use of such data requires the contractor to apply derivative classifications and markings consistent with the source documents. Use of “Multiple Sources” on the “Derived From” line necessitates compliance with the NISPOM, paragraph 4-208a, and the use of a bibliography.

Ref 11h: Contractor will be required to acquire and maintain an authorized COMSEC account. Coordination with the KO is required for appropriate paperwork. A Government employee will be identified as the COMSEC custodian. *Not all COMSEC access will require a COMSEC Account, but all COMSEC Accounts will require COMSEC Access.*

Ref 11j: Contractor employees will have access and be subject to GVSC OPSEC Plan dtd 19MAR2020 or any update thereafter. These requirements shall flow down to all approved U.S. subcontractors with access to either or both CUI and classified material.

Ref 11l: Contractors will be required to maintain storage of CUI information at the contractor facility and will abide by all NIPSOM guidance, the DODI 5200.48, as well as all local guidance and AFC OPORD’s directing the control and protection of Controlled Unclassified Information. Contractor facilities and requirements will remain under DCSA authority for inspections. All CUI material created and/or received by the contractor company will be returned to GVSC or destroyed upon completion of the contract and IAW CUI destruction guidance. All electronic transmission of CUI will be done over authorized/approved systems only and Contractor Company will be required to abide by the CMMC implementation if selected or the NIST SP 800-171 Interim Rule until such time that company is phased into CMMC requirements.

Ref 11m: TARP - Threat Awareness and Reporting Requirements: IAW NISPOM 1-301, the contractor shall report threat-related incidents, behavioral indicators, and other matters of counterintelligence (CI) interest specified in AR 381-12, Chapter 3, through the facility security officer to the government PSO, the nearest military CI office, the Federal Bureau of Investigation (FBI), and DCSA CI.

**SCG's will be supplied by the KO or COR as needed.

**Any Government owned information, classified or otherwise, that is provided to or stored by the contractor or any subcontractor in performance of this effort will be returned or destroyed upon completion/close-out of this contract. No retention beyond the end date of this contract is authorized without a Final DD254 signed by the GVSC G2 Security Staff and other applicable security offices.

Ref 10a: Classified COMSEC material is not releasable to contractor employees who have not received a FINAL clearance at the appropriate security level. COMSEC access shall be IAW DoD 5220.22-M and AR 380-40. When access is required at Government facilities, contractor personnel will adhere to COMSEC rules and regulations as mandated by Command policy and procedures. Written concurrence of the KO is required prior to subcontracting. COMSEC account (11h) will not be required as access will be solely at Government facility.

Ref 10e (2): Non-SCI Information is not releasable to contractor employees who have not received a clearance at the appropriate security level. Written concurrence of the KO is required prior to subcontracting. Access to Intelligence information is required for performance.

Ref 10j: Controlled Unclassified Information will be required in performance of this contract. All personnel must adhere to applicable regulation, guidance, distribution statements, and markings; and must abide by the security measures outlined in DoDI 5200.48, applicable local guidance and the requirements in CMMC/NIST SP 800-171 Interim rule. Current approved GVSC OPSEC Plan will be provided as GFI upon award by KO, COR, or ISS.

Ref 10k: Secret Internet Protocol Network (SIPRNET) access required. The contractor shall not access, download or further disseminate any special access data (i.e. intelligence, NATO, COMSEC, etc.) outside the execution of the defined contract requirements and without the guidance and written permission of the KO. In the event that any special access is required, the KO must modify the requirements for the DD Form 254. Once the KO has authorized the requirements on the DD Form 254, the Contractor must complete the SIPRNET Access Request Form, along with the modified DD Form 254, and forward to the KO prior to receiving access. A NATO awareness brief will also be required for all Contractors prior to access to the SIPRNET.

Ref 11c: The contractor requires access to classified source data up to and including Secret level in support of the work effort. Any extracts or use of such data requires the contractor to apply derivative classifications and markings consistent with the source documents. Use of “Multiple Sources” on the “Derived From” line necessitates compliance with the NISPOM, paragraph 4-208a, and the use of a bibliography.

Ref 11h: Contractor will be required to acquire and maintain an authorized COMSEC account. Coordination with the KO is required for appropriate paperwork. A Government employee will be identified as the COMSEC custodian. *Not all COMSEC access will require a COMSEC Account, but all COMSEC Accounts will require COMSEC Access.*

Ref 11j: Contractor employees will have access and be subject to GVSC OPSEC Plan dtd 19MAR2020 or any update thereafter. These requirements shall flow down to all approved U.S. subcontractors with access to either or both CUI and classified material.

Ref 11l: Contractors will be required to maintain storage of CUI information at the contractor facility and will abide by all NIPSOM guidance, the DODI 5200.48, as well as all local guidance and AFC OPORD’s directing the control and protection of Controlled Unclassified Information. Contractor facilities and requirements will remain under DCSA authority for inspections. All CUI material created and/or received by the contractor company will be returned to GVSC or destroyed upon completion of the contract and IAW CUI destruction guidance. All electronic transmission of CUI will be done over authorized/approved systems only and Contractor Company will be required to abide by the CMMC implementation if selected or the NIST SP 800-171 Interim Rule until such time that company is phased into CMMC requirements.

Ref 11m: TARP - Threat Awareness and Reporting Requirements: IAW NISPOM 1-301, the contractor shall report threat-related incidents, behavioral indicators, and other matters of counterintelligence (CI) interest specified in AR 381-12, Chapter 3, through the facility security officer to the government PSO, the nearest military CI office, the Federal Bureau of Investigation (FBI), and DCSA CI.

**SCG's will be supplied by the KO or COR as needed.

**Any Government owned information, classified or otherwise, that is provided to or stored by the contractor or any subcontractor in performance of this effort will be returned or destroyed upon completion/close-out of this contract. No retention beyond the end date of this contract is authorized without a Final DD254 signed by the GVSC G2 Security Staff and other applicable security offices.
