About this file
This document contains a technical experience matrix template and instructions for a federal contract opportunity to provide technical and engineering services to the Combat Capabilities Development Command Ground Vehicle Systems Center. Offerors must fill out the matrix with up to three recent contract submissions per factor to demonstrate relevant experience. Submissions must be performed as a prime contractor within the last five years, though one key subcontractor submission is allowed per factor. The opportunity will result in a single five-year cost-plus-fixed-fee IDIQ contract to begin in fiscal year 2023. White papers responding to draft RFP sections A-H are due by February 25, 2022. Proprietary information should be clearly marked.

| (including Task/Delivery Order number if applicable) | 1) It is incumbent upon the offeror to ensure that a submission meets the definition of a single Contract. See L.4.1 for the defintion of "Contract". For each submission (when applicable), only propose a single Order (such as a task/delivery order, work directive, or technical instruction) if the Order is part of broader contractual instrument such as an Indefinite Delivery Contract, BOA, BPA, FSS. |
2) If a proposed submission contains more than one Contract, as defined by Section L.4.1, the Government reserves the right to exclude this submission in the evaluation, which may result in the offeror being assessed with higher risk and/or a deficiency.
3) The offeror may propose the same submission for more than one Subfactor, but it must be proposed under each Subfactor separately, and it will count toward the submission limit for each respective Subfactor.
4) Per L.4.1.1, the offeror is limited to providing up to three submissions for each Subfactor. Per M.4.1.1.1, The Government will not evaluate any submissions for a Subfactor where the three submission limit is exceeded, thus resulting in a deficiency.
