• Question: Like previous TES contracts, does the Government anticipate the use of sample tasks as part of the evaluation criteria? If so, what are the topics to be addressed in the sample tasks?
• Answer: As briefed during the contract portion, the Government is considering sample tasks as part of the evaluation criteria.
– If sample tasks are used, the offeror may have to demonstrate its approach to performing a sample task that describes work relevant to the three areas covered by the briefing: GVR, SEC, and VEA.

• Question: Army Futures Command is the Army lead in the Professional Services Category supporting OMB’s Category Management goals and objectives. Has the Government considered moving this procurement from a Spend Under Management Tier 0 vehicle to an already established Tier 2 or Tier 3 vehicle? Why create a new standalone procurement instead of leveraging OASIS (or similarly pre-established contract vehicle)?
• Answer: The Government has considered a Tier 3 Category Management vehicle. Most non-DoD contracts, such as GSA’s One Acquisition Solution for Integrated Services (OASIS), are Multiple Award IDIQs requiring competition across task orders. However, the proposed contract has historically performed R&D efforts that have been inherently connected and require frequent collaboration across efforts, making a Multiple Award IDIQ unviable for this effort.

• Question: Since multiple Task Orders are envisioned, with multiple subordinate SLINS/Tasks, has a MATOC been considered with a Full and Open pool and a Small Business Set Aside pool to accommodate different execution requirements at the Task Order level? This would allow for expanded Small Business participation.
• Answer: The Government has considered a Tier 3 Category Management vehicle. Most non-DoD contracts, such as GSA’s One Acquisition Solution for Integrated Services (OASIS), are Multiple Award IDIQs requiring competition across task orders. However, the proposed contract has historically performed R&D efforts that have been inherently connected and require frequent collaboration across efforts, making a Multiple Award IDIQ unviable for this effort.

• Question: Will the Government consider a small business set-aside award for TES?
• Answer: This requirement will be a full and open competition.

• Question: How will Small Business goals be handled under TES? Will there be specific requirements for Small Business participation specific to labor hour expenditure?
• Answer: Small Business participation will be evaluated as part of the solicitation. Small Business goals will be described as part of the next draft of the RFP.

• Answer: We plan to post an updated draft RFP within the next couple weeks and will open a comment period immediately thereafter.

• Answer: The Government does not intend to evaluate past performance.

• Answer: Participation will be a total percentage of dollars and will be broken down by socio-economic categories.

• Question: Can prime contractor utilize a subcontractor teammate facility in lieu of their own?
• Answer: It is not prohibited by the RFP. The Prime contractor must determine the most effective way to meet the RFP requirements.

• Question: Regarding slide 41, Facility Requirements at Time of Award. Are these stated requirements the same as required today - or to accommodate future contract needs?
• Answer: The stated requirements are drafted to meet the Government’s anticipated needs.

• Question: Since the intended/desired award is a SATOC, will IDIQs and TOs be considered relevant for PP or corporate experience?
• Answer: The Government does not intend to evaluate past performance.
The draft RFP will delineate the relevance of corporate experience.

• Question: On Facility Requirements is the 5,000 sq ft Operating Space in addition to the 300 sq ft SIL space and 14'x40' (x3) vehicle bay space?
• Answer: The 5,000 sq. ft. space is the total minimum required space, to include the 300 sq. ft. SIL space and the 14'x40' (x3) vehicle bay space.

• Question: I am a very small (micro) business. We perform embedded software development and integration services. What is the most effective way to partner / sub-contract with the other players?
• Answer: A list of Industry Day participants will be provided following the event.

• Question: Considering the complexity and dollar value of this contract, what is the Government’s plan(s) to conduct productive interactions with its industry partners? Are today and tomorrow’s events the only planned opportunities for industry engagement? What other industry engagements does the Government anticipate? What is the anticipated schedule of industry engagements? In an effort to promote competition and ensure a common level of understanding amongst all competitors, has the Government considered conducting a tour(s) of the labs/facilities?
• Answer: The Government welcomes productive feedback at any time by submitting feedback to the TES Mailbox. Potential offerors should review SAM.gov for any future engagement events.
