About this file

This modification amends a solicitation for grenade consolidation to provide clarification on part numbers and correct errors in the pricing matrix. The modification updates section A to clarify that the solicitation requires both Type I and Type VII fuzes for the M201A1 grenade and corrects part numbers listed for the M201A1 and M208 fuzes. It also updates Attachment 0001 to correct a formula error in the pricing matrix and ensures the matrix is locked as required. Offerors are instructed to submit pricing on the revised Attachment 0001. This modification provides necessary corrections and clarifications to the solicitation for a grenade consolidation requirement.

Ordering Period 1: Date of Contract Award through 365 Days after Award

Ordering Period 2: 366 Days after Contract Award through 730 Days after Award

Order(s) will be issued with the basic ID/IQ contract award(s) and will obligate the guaranteed minimum dollar amount. The Government is under no obligation to order more than the guaranteed minimum dollar amount under this ID/IQ contract. The only individual authorized to issue Delivery Orders against this contract is the Procuring Contracting Officer (PCO).

5. The resulting contract(s) from this RFP will utilize total (cumulative) pricing for the entire ordering period for production

7. The Government will evaluate proposals using Best Value, Trade-Off procedures. The Government intends to make a 60/40 percent split of the guaranteed minimum dollar amount in the first Delivery Orders between the two awardees. If the Government makes a 60/40 percent split of the guaranteed minimum dollar amount in the first Delivery Orders, the higher percentage of the guaranteed minimum dollar amount may be awarded to the best overall value Offeror; and the lower percentage may be awarded to the second best value Offeror. If the Government orders more than the guaranteed minimum dollar amount under the ID/IQ contracts for any amount to be awarded following the initial award, each awardee will be given a fair opportunity to compete in accordance with FAR 16.505(b) and Defense Federal

Acquisition Regulation Supplement (DFARS) 216.505(2)(b)(2). However, the Government reserves the right to make a 100% award to one

Offeror, if determined to be in the Government's best interest.

8. Offerors' proposals shall include prices for all items, quantity ranges, and First Article Tests (FAT) for all Ordering Periods. All prices shall be entered by the Offerors on the Price Matrix (Attachment 0001) in accordance with Section L. Offerors shall not assume

FAT will be waived and must provide FAT prices as required to be considered for award.

Clause 52.219-9, Small Business Subcontracting Plan). The Small Business Subcontracting Plan will be reviewed when the apparent awardee is determined. In accordance with AFARS Appendix DD, the Small Business Subcontracting Plan must correlate with the percentages of small business utilization identified in the contractor's Small Business Participation Plan in order to be eligible for award. NOTE the Small

Business Participation Plan uses the Total Evaluated Price from the Price Evaluation Matrix as the Total Contract Value. For Offerors utilizing a Commercial Subcontracting Plan the Offeror shall also provide an explanation showing how the percentages of small business utilization identified in the contractor's Small Business Participation Plan correlate to the goals in its Commercial Subcontracting

Plan in order to be eligible for award.

10. The Government anticipates price competition; therefore, cost or pricing data is not required to be submitted with the Offeror's initial proposal. However, the Government reserves the right to require certified cost or pricing data in accordance with FAR 15.403-4

Requiring Certified Cost or Pricing Data.

11. This RFP will utilize the Acquisition Source Selection Interactive Support Tool (ASSIST) during the source selection evaluation process. A separate tool, the ASSIST2Industry, will be used in conjunction with ASSIST to accomplish all exchanges, if applicable, with

Offerors after receipt of proposals pursuant to FAR 15.306. ASSIST2Industry provides the ability for the Government to issue, and the

Offerors to receive and respond to, all Evaluation Notices (EN) in a secure online environment. Please see Attachment 0003 - ASSIST

Instructions for further information.

Performance, Price, and Small Business Participation will be evaluated under this RFP. Offerors are cautioned to pay specific attention to Section L, entitled Instructions, Conditions, and Notices to Offerors. Offerors should read Section M, entitled Evaluation Factors for Award, in its entirety. Award will be made to the Offerors whose proposals are determined to provide the best value to the

Government based upon Section M criteria; therefore, award may be made to other than the lowest priced Offeror.

13. To be considered for award, Offerors' proposals shall remain valid for 360 days from the closing date of this RFP. Ensure on the

SF33, Page 1, Block 12, the blank is filled in with 360 days.

17. Offerors shall submit proposed item unit prices on the Price Matrix (Attachment 0001) in lieu of Section B pricing. Offerors shall enter firm-fixed prices for each CLIN (FAT, Production, Inert Cutaway Displays, Whole Inert Models/Displays, and Packaging Sets as applicable), Ordering Period, and Quantity Range on Attachment 0001 Grenade Consolidation Price Matrix.
