*** End of Narrative A0000 ***

The purpose of Amendment 0002 is to provide answers to the following questions/clarifications submitted to the United States Government

(USG) in response to Solicitation W52P1J-19-R-0032 Grenade Consolidation below, extend closing date from 8-Sept-2020 to 9-Sept-2020, update paragraph A 7 of solicitation, and add Attachment 0030 - 900-20 Inert Molding Powder.

Q1: Has the USG ever done a tolerance analysis to determine the variation in fuze orientation when the components are made to the tolerance extremes? If so, what were the results? Does manufacturing to the TDP tolerances ensure that the lever won't obscure the markings?

A1: No tolerance analysis for fuze lots were conducted with respect to fuze orientation. A tolerance stack up on the fuze insert with respect to how it would affect the overall height of the grenade was conducted. The indexing of the body and the fuze adapter on the

M111 was designed to address the potential issue of the lever obscuring the marking. If using multiple fuze body cavities and the thread starts differ, then the lever would end up on different panels. In order to have the lever end on the same panel every time, the fuze body would also need to have the start of the threads indexed.

Q2: The static meter called out in the foam test "Keithley #600B" is no longer available. Is there an alternate electrometer or static meter that is acceptable?

A2: Recommend 3M Static Sensor IA-271 as a replacement.

Q3: What is the TNT equivalency of PAX-3?

A3: TNT equivalence for PAX-3 is approximately 1.6. The USG uses the inert simulant 900-20 (Attachment 0030) to prove out press tooling.

Q4: Can the Army provide us with the name and/or formulation of a suitable inert substitute to PAX-3?

A4: There is no radially available inert simulant that matches the pressing characteristics or density of PAX-3. An inert simulant 900-

20 (Attachment 0030) to prove out press tooling can be used.

Q5: CUI/PROPRIETARY DATA REFERENCE QUESTION 4 IN AMENDMENT 1: A DoD Safe Link will not be provided and electronic mail submittal is required. Can the USG please clarify the method we can use to email CUI and proprietary data contained in our proposal without violating

48 Code of Federal Regulations (CFR) 52.204-21 and Defense Federal Acquisition Regulation Supplement (DFARS) 252.204-7012?

A5: The USG will be provide a DoD Safe Link only upon request from the offeror. The offeror shall submit their request for a DoD Safe

Link to nathanial.s.tutor.civ@mail.mil. The offeror must submit their request 24 hours prior to solicitation closing date to allow ample time for the USG to provide a link to the offeror. The proposal will be considered received once the USG receives the confirmation from

DoD Safe that proposal is submitted and awaiting pick up. The solicitation closing date shall be extended to 9 Sept 2020 in order to compensate for this 24 hour request period and allow ample time for the USG to provide a link. (Section L, Paragraph 9 has been updated to reflect the DoD Safe submission of proposals.)

Q6: CDRL SUBMITTAL DATES REFERENCE QUESTION 8 IN AMENDMENT 1: CDRLs for ALL items are required After Contract Award. Since the CDRLs are not separately priced and since CDRLs are required for all items after contract award, how does the Contractor get reimbursed for the cost of generating the CDRL data should the USG choose to never order that item from the Contractor?

A6: Each Offeror can determine how to incorporate the costs into its proposal in accordance with its cost accounting system, and all applicable laws and regulations.

Q7: ADJUSTMENT OF QUANTITIES REFERENCE SECTION A, PAGE 3, PARAGRAPH 7: "Government reserves the right to adjust each of the Delivery

Order quantities by plus or minus 10%". Does this apply only to the first Delivery Order issued with the basic ID/IQ contract award or for all subsequent Delivery Orders? Is the adjustment going to happen at the time of the Delivery Order placement? If not, is there a limit to the time after placement of a Delivery Order that the ability to make a quantity adjustment is available to the USG?

A7: The Government has removed Government reserves the right to adjust each of the Delivery Order quantities by plus or minus 10%" from paragraph A7.

W52P1J-19-R-0032

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

Q8: Approval path when DISTRIBUTION STATEMENT D - USG documents are needing to be shared with possible suppliers?

A8: Distribution Statement D documents are Controlled Documents that are available on the Contract Opportunities website (beta.sam.gov).

Any vendor who needs access to the documents must log in to its beta.sam.gov account and request access. Access will be granted upon approval.

Q9: Request Technical Volume increase from 120 page to 180 pages due to the Grenade Consolidation Request for Proposal has eight major product for the Army?

A9: The Government hereby increases the pages in the Technical Volumen to 180 pages. (Section L, Paragraph B.b Volume 1 Instructions has been updated to reflect the 180 page count)

The final date and time for Offerors to submit questions/clarifications regarding this solicitation is 28 August 2020, 1:00PM CT. This will ensure that the Government has sufficient time to provide responses that can be utilized by the Offerors prior to the solicitation closing date of 9 September 2020. The Government will not respond to questions/clarifications submitted after 1:00PM CT on 28 August

2020.
