1. The purpose of Amendment 0001 to Solicitation W52P1J-19-R-0032 is to:

a. Extend the closing date from 07 SEPTEMBER 2020 to 08 SEPTEMBER 2020.

b. Update Section A, Paragraph 9, of the Solicitation to provide clarification.

c. Correct Section M, Paragraph C.4.b.i., to refer to Attachment 0009 instead of Attachment 0010.

d. Update Attachments 0009, 0023, 0024, and 0025.

e. Provide answers to the following questions that were submitted in response to the Solicitation:

Q1: In regards to the following TDPLs please provide clarification, and TDPL information contains a statement *** THIS TDPL HAS NOT BEEN

VALIDATED ***:

Attachment 0025 Fuze, Smoke Pot, M208, NSN: 1365-01-564-8799 and PRON ID: 4I9A09O2M2 12: Revision changes when compared to the Pre-

Solicitation TDPL release. Many revisions are changing to a previous REV level.

Attachment 0024 Fuze, Hand Grenade M201A1, NSN: 1330-00-293-9516 and PRON ID: 4I9A09O1M2 20: Revision changes when compared to the Pre-

Solicitation TDPL release. Many revisions are changing to a previous REV level.

Attachment 0023 Fuze, Hand Grenade M201A1 MOD 3, NSN: 1330-01-603-9230 and PRON ID: 4I9A09O0M2: TDPL appears incomplete as no product / packaging drawings, specifications and standards information are included.

A1: Attachment 0023 M201A1 MOD 3, NSN: 1330-01-603-9230, Attachment 0024 M201A1, NSN: 1330-00-293-9516, and Attachment 0025 M208, NSN:

1365-01-564-8799 have been updated in Section J and at https://beta.sam.gov to correct all issues above.

Q2: Is the actual Solicitation due date September 7th since this is the Labor Day Holiday?

A2: Closing date is extended to 08 SEPTEMBER 2020 due to 07 SEPTEMBER 2020 being a holiday.

Q3: Since the CDRLs are not priced separately, are we required to complete Blocks 17 & 18 on the CDRLs? If so, some of the CDRLs do not have Blocks 17 & 18.

A3: Blocks 17 and 18 should not be filled in since CDRLs are Not Separately Priced.

Q4: Section L 9, states electronic mail proposal submissions shall not exceed a size limit of 10MB. Is this the limit per email or for the total proposal? Will a DoD Safe Link be provided for our submittal of the proposal?

A4: Each email shall not exceed 10MB. Offeror may submit multiple emails to submit its proposal. A DoD Safe Link will not be provided to offerors since Section L of the solicitation requires electronic mail proposals.

Q5: Are pages such as the title page, table of contents, compliance matrix, list of acronyms, etc. excluded in the page count in the

Technical Approach Factor, as they are in the Past Performance Factor?

A5: Section L only states the IMS and Process Flow Diagrams will not count towards the page limit for the Technical Approach Factor. If not listed as excluded in Section L for each Factor then those pages shall be counted within the page limit. Each Volume for each Factor has the pages listed that will not be included in the page count.

Q6: Is the font in graphics (e.g., illustrations, charts, diagrams, tables, etc.) allowed to be smaller than 12 point?

A6: Section L only requires Arial or Times New Roman, with a minimum font size of 12 point within the proposal. Graphics (e.g., illustrations, charts, diagrams, tables, etc.) font size will be up to the offeror. However, it is encouraged that these fonts within graphics (e.g., illustrations, charts, diagrams, tables, etc.) be readable.

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

Q7: Since the Process Flow Diagrams are not included in the page count, is there a page limit for each Process Flow Diagram?

A7: Section L does not state any page limit for the Process Flow Diagram, therefore there is no page limit.

Q8: Are we required to submit CDRLs for all items ACA or are they only submitted after the delivery order for that item?

A8: CDRLs for all items listed are required after contract award within the timeframe listed on each item's CDRL.

Q9: Section A.5., Page 3: The U.S. Armys approach for cumulative price is unclear to us. If the US Army were to make two or more awards in the same ordering period for the same CLIN, which unit prices are used for each of these orders? Will the U.S. Army provide an example of such a scenario?

A9: For Example Use Only:

Widget Ordering Period 1

Quantity Ranges / Unit Price

1 - 50 $7.00

51 - 100 $6.50

101 - 150 $5.50

The Government places initial order for 25 Widgets at $7.00 each. A few months later, the Government places an order for an additional

50 Widgets. Since 25 Widgets (1st Order) plus 50 Widgets (2nd Order) equals 75 Widgets, this falls in the Quantity Range of 51 100, so the unit price for the new order of 50 Widgets is $6.50. Then, the Government places a third order during Ordering Period 1 for 50

Widgets, which now brings the total Widgets ordered during Ordering Period 1 to 125 Widgets, which is in the Quantity Range of 101 -150, so the unit price for the new order of 50 Widgets is $5.50.

For the purposes of cumulative pricing, quantities will "reset" at the beginning of each Ordering Period. Note that if the Government places an order within one Ordering Period, but deliveries will not occur until a subsequent Ordering Period, quantity ranges and prices from the Ordering Period in which the order occured will be used.

Q10: Section A.9, page 111-112: This section states the Small Business Subcontracting Plan is to encompass the maximum range for each

Ordering Period. Does this mean we should use the maximum quantity within the highest range for both the Small Business Subcontracting

Plan and the Small Business Participation Plan?

A10: Section A Paragraph 9, and Attachment 0009, have been updated to clarify what is to be used for the Small Business Participation

Plan and the Small Business Subcontracting Plan.

Q11: Section L, subsection A.9 It is understood that the proposal response is to be submitted via email to both the PCO and her representative. It is also understood that email limitations restrict the file size attachment to be no larger than 10MB. If a bidder has a response that exceeds the 10MB limit, may we submit multiple emails, each not exceeding 10MB, titled similar to Email 1 of X, Email 2 of X, Email 3 of X, etc? As an 2/2 alternative, would the US Army provide a secured site to upload proposal response files?

A11: If an offeror response exceeds 10MB the offeror may submit multiple emails each not exceeding 10MB to submit its proposal.

Q12: L.B.1.b. & c., Volume 1 Content, page 100 & 101 These Section L instructions state that both the IMS and Process Flow Diagrams shall be no larger than 11 x 17 printed. For both the IMS and Process Flow Diagrams, can you clarify if we have one printed page or multiple printed pages for the IMS and each Process Flow Diagram? One page each will limit our proposal to very-high summary level IMS and

Process Flow Diagrams.

A12: The IMS and Process Flow Diagrams can be multiple pages as long as each page is no larger than 11 x 17 printed.

Q13: With Holston AAP being the only US source for Comp B, who will not commit to outyear Firm Fixed Pricing, will the Government consider an Economic Price Adjustment clause for this High Explosive?

A13: The Government will not consider an Economic Price Adjustment clause at this time.

Q14: MIL-DTL-32581 paragraph 4.3.3.11 has minor characteristics m201, m202 and m202.

Will the USG be revising this to m201, m202 and m203?

A14: An Engineering Change Proposal is being processed to correct this error.

7. The Government will evaluate proposals using Best Value, Trade-Off procedures. The Government intends to make a 60/40 percent split of the guaranteed minimum dollar amount in the first Delivery Orders between the two awardees. The Government reserves the right to adjust each of the Delivery Order quantities by plus or minus 10%. If the Government makes a 60/40 percent split of the guaranteed minimum dollar amount in the first Delivery Orders, the higher percentage of the guaranteed minimum dollar amount may be awarded to the best overall value Offeror; and the lower percentage may be awarded to the second best value Offeror. If the Government orders more than the guaranteed minimum dollar amount under the ID/IQ contracts for any amount to be awarded following the initial award, each awardee will be given a fair opportunity to compete in accordance with FAR 16.505(b) and Defense Federal Acquisition Regulation Supplement
