About this file
This presolicitation notice provides information about an upcoming request for proposal for grenade and fuze products. The Army Contracting Command - Rock Island intends to issue solicitation W52P1J-19-R-0032 on or around June 1, 2020 via the Beta Sam website for offensive hand grenades, practice grenade bodies, fragmentation grenades, fuzes, smoke pot fuzes, and practice grenade fuzes. The requirement will result in multiple award IDIQ contracts for five years with five ordering periods. Awards will be made using a best value tradeoff approach, with the potential for a single award if only one offeror is qualified. Technical data packages for the products are classified and available with distribution restrictions. The government will hold an industry day virtually prior to release and responses are due 30 days after issuance.

4.4.1 Torque test of insert. The body of the body assembly shall be held in place on a fixture and the torque shall be applied to the internal threads of the insert in accordance with the force specified on Drawing 13068386. If all assemblies meet the applicable requirement, the twenty (20) quantity of production represented by the sample shall be acceptable. If two (2) of the twenty assemblies fail to meet the applicable requirement, the quantity of production represented by the sample shall be rejected. If one (1) of the twenty assemblies fails to meet the specified requirement, an additional assemblies shall be subjected to this test. If one or more of these second twenty fail to meet the applicable requirement, the quantity of production represented by the sample shall be rejected. Samples successfully passing or not subjected to testing may be returned to the lot (Non-Destructive).
4.4.2 Cap push out force. After welding the cap shall be pushed out of the grenade body assembly at a velocity not to exceed 20±1 inches per minute until the cap has been completely dislodged. The direction of travel shall be along the thread axis. The peak force required to dislodge the cap shall be measured. If all assemblies meet the applicable requirement, the twenty
(20) quantity of production represented by the sample shall be acceptable. Parts tested shall not be returned to the lot.
4.4.3 Salt spray. A quantity of five parts from each production lot shall be used as salt fog test samples in lieu of test panel specimens. A 120 hour salt fog exposure in accordance with ASTM B117 shall be performed after all specified protective finishes have been applied in accordance with Drawings 13068386, and either a subsequent air cure for 168 hours, or a force cure (i.e. force cure conditions recommended by paint manufacturer). The samples shall be evaluated in accordance with paragraph 3.5.8 (Accelerated Corrosion Resistance) of TT-C-490.
This is a destructive test. Upon completion of testing, the test samples shall not be returned to the production lot.
4.4.4 Ammunition lot number. Visually verify that an ammunition lot number has been assigned to each lot as described in MIL-STD-1168.
5. PACKAGING
5.1 Packaging materials, components and assemblies. The materials, components, and assemblies shall be in accordance with all the requirements specified on Drawing 13059163.
6. NOTES
(This section contains information of a general or explanatory nature that may be helpful, but is not mandatory.)

4.1 Classification of inspection. The inspection requirements specified herein are classified as follows:
a. First article inspection (see 4.2)
b. Conformance inspection (see 4.3)
4.2 First article inspection. When specified, a sample shall be submitted to first article inspection in accordance with Table II and all requirements in the designated drawings.
4.2.1 First article quantity. At a minimum, First article inspection shall be performed on the quantities listed in Table II.
4.2.2 Metal part dimensional verification. A minimum sample of 5 parts from each separate set of tooling shall be inspected 100% to verify conformance to all drawing dimensions and requirements including workmanship. The total number of samples inspected shall not be less than the quantity in Table II.
4.2.3 First article production. The first article lot shall be representative of items to be manufactured using the same processes and procedures and at the same facility as regular production. Equipment used during the first article lot production shall run at a rate representing that of regular production. Approved AIE shall be used. Any additional screening or inspections shall be consistent with regular production. All units built in the first article lot shall comply with the requirements in the specification. First article shall be rejected if any critical non-conformances are created during production of the first article lot, unless specifically stated otherwise in a USG approved document.
4.2.4 Rejection. If any item fails to comply with the first article requirements the first article shall be rejected.

4.4 Test methods and procedures.
Cap push out force. After welding the cap shall be pushed out of the grenade body assembly at a velocity not to exceed 20±1 inches per minute until the cap has been completely dislodged. The direction of travel shall be along the thread axis. The peak force required to dislodge the cap shall be measured.
Parts tested shall not be returned to the lot.
4.4.2 Salt spray.
4.4.3 Ammunition lot number.
6. NOTES
