About this file

This document is a Questions and Answers (Q&A) attachment for the NCR MATOC RFP issued by the Army. The Q&A addresses 76 questions submitted by potential offerors regarding a Multiple Award Task Order Contract (MATOC) for construction, renovation, repair, and minor construction work at Army installations in the National Capital Region.

The NCR MATOC base ordering period is five years from award with two one-year option periods. Task orders issued under the MATOC are direct federal procurements subject to the Buy American Act (FAR 52.225-9). No single task order may exceed $4 million; requirements of $4 million or greater fall outside the MATOC scope. Task orders will be issued for various installations as requirements become known, with simultaneous execution across multiple installations anticipated. The contract is a Small Business Set-Aside requiring the small business prime contractor to perform at least 15 percent of contract costs with its own employees (FAR 52.219-14). Selection for the MATOC will be based on Technical Acceptability per FAR 15.304(c)(1)(ii)(A). Key personnel may oversee multiple concurrent task orders if the contractor has multiple concurrent task orders. Contractor personnel must be U.S. citizens unless Army Regulation 25.2 approval is obtained. Submission of proposals must comply with specific file naming conventions and upload limitations of 1.9 GB per file in PIEE (the Procurement Integrated Enterprise Environment). The Seed Project, originally included as a specific task order, has been removed from the RFP, rendering all related questions moot.

Q.14 NCR MATOC NCR MATOC Is there an expectation for self-perform vs. subcontracting percentages?

While a formal Small Business Subcontracting Plan is not required for this Small Business Set-Aside, the statutory Limitations on Subcontracting (FAR 52.219-14) strictly apply. Reference Section L.5.1.1.2, which requires that a Past Performance Questionnaire (Attachment 0003) be completed and submitted for all cited past performance contracts. Additionally, reference Section M.5.1, which states that "both data submitted by the Offeror and data independently obtained by the Government may be used to evaluate past performance," and DFARS 252.204-7024 (Notice on the Use of the Supplier Performance Risk System), incorporated into this solicitation. Government Contracting Officer Representatives (CORs) and technical representatives responsible for our cited past performance contracts have indicated they will not complete a new Attachment 0003 Past Performance Questionnaire because Final CPARS evaluations for these contracts have already been completed and are available in CCASS (CPARS Access System). These Government officials have stated that the official CPARS evaluation constitutes their documented performance assessment and that completing a separate, solicitation-specific PPQ would be duplicative of the evaluation already recorded in the Government's own past performance reporting system. Given that (1) Final CPARS evaluations for the Offeror's cited contracts are already accessible to the Government through PPIRS/SPRS/CCASS, (2) this solicitation incorporates DFARS 252.204-7024 authorizing use of SPRS data, and (3) Section M.5.1 expressly permits the Government to use independently obtained performance data: Will Offerors be deemed non-compliant or risk receiving an Unacceptable past performance rating solely because a Government official declined to complete Attachment 0003 for a cited contract that has a Final CPARS evaluation on record in CCASS? Will the Government accept the Offeror's submission of its Final CPARS evaluation reports for cited contracts in lieu of Attachment 0003, where the responsible Government official has declined to complete a separate PPQ because the Final CPARS is already on record in CCASS? (b) Alternatively, will the Government rely on the Final CPARS evaluations already available in PPIRS/SPRS for contracts where the responsible Government official has declined to complete Attachment 0003, without prejudice to the Offeror's past performance rating, provided the Offeror identifies the applicable contract numbers and CPARS evaluation periods in its Volume II narrative?

Attachment 0008 - NCR MATOC Secton L v8, Para L.3 has been revised as follows: "….The Solicitation Module of PIEE places a limit of 1.9 GB on individual document uploads, with no system limitations on the quantity of uploaded attachments. Strict compliance shall be followed with the provided proposal submission naming convention, as proposal upload will fail within the Solicitation Module of PIEE unless followed. There is no anticipated maximum number of concurrent task orders per contractor established, as that determination must be made by each individual contractor. Contractors will need to confirm resource availability for project completion, and respective aggregate bonding capabilities/limitations.

Response times will be provided in each request for task order proposal (RTOP).
