About this file

This document is a comprehensive Questions and Answers (Q&A) file for the NCR MATOC (Multiple Award Task Order Contract) RFP, which establishes a federal contracting vehicle for minor construction, demolition, and renovation services at various installations in the National Capital Region. The Government anticipates awarding up to thirteen (13) firm-fixed-price IDIQ contracts to small businesses. The NCR MATOC explicitly excludes Architect-Engineer (A-E) design services and design-build requirements, with all work scoped as design-build minor construction only. The Seed Project, valued between $1,000,000 and $5,000,000, involves converting a barracks building (Building 4504 at Aberdeen Proving Ground, Maryland) to office space on the first floor only, with a 360-calendar-day performance period. Key requirements include METASYS-compatible building automation systems, new fire alarm systems with mass notification capability, new sprinkler systems for all three floors, LED lighting with motion detection, separate climate control for each room, Level 4 drywall finishes, and exterior insulation (R23) with closed-cell spray foam. Contractors must be certified small businesses with active SAM registrations and CAGE codes at proposal submission and award. Offerors must propose fully burdened labor rates at or below ceiling rates specified in Attachment 0002 (Rate Sheet - NTE) for key personnel, and submit Davis-Bacon wage rates apply for non-key personnel labor. Past performance requirements mandate a minimum of three and maximum of five Government contracts/task orders valued at $1,000,000 or greater completed within the last seven years, with at least 50% completion acceptable. The Seed Project will be awarded as the first task order on an LPTA (Lowest Price Technically Acceptable) basis, with future task orders competed among all MATOC holders similarly. No bid bond is required, temporary utilities are not Government-provided, and no on-site trailers are permitted. Offerors must submit three separate volumes: Technical (Subfactor 1A—Management and Staffing; Subfactor 1B—Technical Capability), Past Performance (Factor 2), and Cost/Price (Factor 3) using Attachment 0006 (Contractor Bid Sheet) with supporting narratives in Microsoft Excel or Word format. All proposals must include evidence of Performance Bonds and Payment Bonds in amounts proposed, detailed staffing plans, and project schedules demonstrating ability to meet the 360-day completion requirement.
