About this file
This is a Questions and Answers (Q&A) document from Round 1 of the Federal Acquisition Regulation (FAR) process for the EAGLE Ft. Benning, GA solicitation (W519TC-26-R-A041). The document addresses 110 questions submitted by potential offerors regarding the maintenance, supply, and transportation services contract at Fort Benning, Georgia. Key clarifications include: the Government confirmed it has updated to the most current Collective Bargaining Agreement (CBA) rates in Attachment 0008; revised the solicitation number from W519TC-26-R-0008 to W519TC-26-R-A041 with corrected versions of Attachments 0003, 0004, and 0011 to be provided with Amendment 0001; and confirmed the Period of Performance with a Notice to Proceed (NTP) of November 26, 2026, will not be shortened or re-competed under LOGCAP VI. The Government clarified that escalation factors for exempt employees should be 3.0% year-over-year per RFP Section L.5.4.2.12(a)(4), and confirmed the Average Annual Dollar Values for Maintenance, Supply, and Transportation are accurate and reflective of current operations.
The Q&A document provides extensive technical guidance on proposal submission requirements, including eCRAFT Labor Build Workbook (Attachments 0031 and 0032) submission instructions to be revised in Amendment 0001; confirmation that offerors are not required to complete Section B of the SF 33 with unit prices; and clarification that the eCRAFT submission is mandatory for reporting purposes only and will not be evaluated. Significant workload clarifications address driver support requirements (highly dependent on mission requirements encompassing bus and heavy truck drivers), shift work hours for Fleet Management and CIIP operations, and confirmation that only one Central Issue Facility (CIF) operates at the location. The Government confirmed no DD 254 security clearance requirements exist for this solicitation, no extensions to the August 12, 2026, 12:00 PM CDT proposal deadline will be granted, and Questions and Answers will be released with Amendment 0001.

The RFP also states: "The eCRAFT_Labor Rate Workbook, Section J - attachment 0032, is also required to create the Labor Cost Baseline, for each eCRAFT labor category proposed in support of the eCRAFT platform and its corresponding metrics." This implies that two eCRAFT documents are required with the bidder's submission. However, Section L.1.12.1(a) only provides submission instructions for a single item.
| QUESTION: To allow bidders to submit both eCRAFT Attachments (Attachments 0031 and 0032), will the USG provide submission and file-naming guidance covering both eCRAFT items? | Yes. Section L.5.1.12 instructions will be revised in Amendment 0001. | ||

| Attachment 0018 | PWS Paragraph 5.29.4 states the contractor shall provide driver support to transport personnel, cargo, and/or correspondence and will use the minimum size vehicle suitable for a particular mission. The TD-02 CLINs 5LA, 5MA, 5NA, 5PA, and 5QA only state a requirement for "driver support," but nowhere else in the RFP is there any specific type of driver support identified, making it impossible to provide an accurate number of driver labor category types. Will the Government please provide the TD-02 workload data requirement breakout by driver or vehicle type mission for these requirements? | The Government has determined that required driver support is highly dependent on varying mission requirements. Consequently, the required labor category may encompass any of the driver types listed in the Service Contract Act (SCA) directory / labor categories, to include Bus Driver or Heavy Truck Driver. |
The Contractor is responsible for providing personnel who are fully qualified, licensed, and certified to operate the minimum size vehicle suitable for each specific mission as it arises. This includes Soldier and Department of the Army Civilian (DAC) shipments. A minimum of 50% of other Branch of Service (non-Army) Personal Property Shipments must be inspected in-person, IAW the DTR." Since the normal standard is 50% shipment inspection with telephonic allowed, will the Government please confirm that the "in-person" requirement is 75% of Army shipments and 50% of non-Army shipments? | The USG has Revised PWS updating 5.27.8 to reflect updated requirement. |
| 43 | Attachment 0018; CLIN 5AA | The Troop Lift Support requirement has 115 PAX Lift capability at 77% utilization = 88.55 operational PAX Lift. Each vehicle requirement is 2,880 hours per year. Using a maximum of 1,820 productive hours (2,080 - 104 Holiday - 56 Sick - 100 Vacation Average), this comes to 140 FTE alone which is more than the total estimated annual hours for the entire Fleet Management workload data, and doesn't account for the other six (6) rows of workload requirements. Will the Government please review CLIN 5AA's workload and provide updated data accordingly? | USG has provided the hrs of required support in the TD-02 productive hrs of lift support at 232,960 |

There are no amendments or MOUs. | |||
| 48 | RFP and Attachments | There appears to be a conflict in the solicitation number. W519TC-26-R-A041 is listed on page 1 of the SF33 and elsewhere in the RFP and on Attachments 0001 & 0009, but W519TC-26-R-0008 is also listed in the RFP, and W519TC-26-R-0008 is noted on Attachments 0003 & 0004. W519TC-23-R-0022 is noted on Attachment 0011.
