About this file
This is a Preaward Survey of Prospective Contractor Accounting System Checklist used to assess whether a prospective contractor's accounting system is adequate for cost-reimbursement type federal contracts. The checklist is designed to be completed by contractors prior to a Defense Contract Audit Agency (DCAA) formal audit under Standard Form 1408, ensuring contractors understand the accounting system requirements mandated by FAR 16.301-3.
The checklist evaluates 15 primary accounting system criteria organized into five main categories. Item 1 assesses compliance with generally accepted accounting principles. Item 2, comprising 10 subitems (a-j), evaluates whether the accounting system properly segregates direct and indirect costs, identifies costs by contract, allocates indirect costs logically, maintains general ledger control, implements timekeeping and labor distribution systems, determines costs monthly, excludes unallowable costs per FAR 31, identifies costs by contract line items and units when required, and segregates preproduction from production costs. Item 3 addresses whether the system provides financial information required by contract clauses on cost limitations and progress payments. Item 4 determines whether the system generates adequate data for pricing follow-on acquisitions. Item 5 assesses whether the accounting system is currently operational and, if not, requires documentation of which portions are operational, set up but not operational, anticipated, or nonexistent. The form requires contractors to respond with Yes, No, or N/A and provide detailed narrative explanations on Page 2 supporting each response. Additional requirements include confirmation of intent to bid on cost-type contracts, readiness for DCAA audit, familiarity with SF1408 requirements and DCAA guidance, identification of the cognizant DCAA office, and signature by the individual responsible for accounting system design.

Preaward Survey of Prospective Contractor Accounting System Checklist
[FAR 16.301-3 states that a cost-reimbursement type contract may be used only when the contractor’s accounting system is adequate for determining costs applicable to the contract. If no information is available in the files to make this determination, a Preaward Survey of Prospective Contractor’s Accounting System (SF1408) can be requested from DCAA. Before requesting such an audit, it is a good idea to send this checklist to prospective contractor’s for completion to ensure they understand the requirements of the SF1408, and to ensure they are ready for DCAA to come in and perform an audit].
