The appendix specifies that the contractor must provide 24/7 access control services to the VHA to support Military College of Engineering (MCoE) Units in dropping off and picking up training ammunition. Contractor responsibilities include operating daily parking lot activities, checking vehicles in and out, moving and parking vehicles as needed, controlling authorized facility access, and referring parking-related issues to appropriate authorities for administrative or law enforcement action. All services must be delivered in a safe, cost-effective, environmentally responsible, and timely manner while adhering to applicable SOPs, regulations, and best practices, with coverage not exceeding 168 hours per week.
The contractor is required to provide bi-weekly invoice support data in Microsoft Excel format with filterable and sortable information including account processing codes, pay periods, labor charges, local purchases, overhead costs, indirect and direct costs, and supported unit/organization details. Performance quality standards mandate that personnel be trained and screened in accordance with DA Form 7281, with security screening checks repeated every three years. Surveillance and quality assurance will employ random sampling of VHA activities on a periodic basis, covering all in-process and completed work with an acceptable quality level (AQL) of 95%, supported by weekly reports of units serviced.
