About this file
This is a Performance Work Statement Annex C document outlining Transportation Performance Requirement Summary (PRS) standards for a Department of the Army contract at Fort Benning, Georgia. The document establishes quality and timeliness standards across eight major transportation operational categories with specified Acceptable Quality Levels (AQLs) and sampling methodologies.
The PRS defines performance requirements for: (1) Transportation-General, requiring quarterly surveillance of reports and statistical data with 95% AQL; (2) Personal Property Operations, covering disposition instructions, incentive payments, accessorial services statements, NTS invoicing, customer counseling, shipment routing, quality control inspections, excess cost collection, and storage coordination—most with 100% AQL requirements; (3) Passenger Movements, including commercial invoice processing and passenger request handling with 97-100% AQL standards; (4) Fleet Management Operations, requiring GSA vehicle accountability, hand receipt maintenance, and monthly billing reconciliation with 98-100% AQL; (5) Unit Movements, establishing data maintenance and equipment documentation standards with 97-100% AQL; (6) Cargo Movements, mandating proper routing and hazardous materials handling with 100% AQL; (7) Arrival/Departure Airfield Control Group operations, requiring real-time monitoring and aircraft loading procedures with 95-100% AQL; and (8) Container Yard Operations and Rail Operations, specifying container management, inspection, inventory, and rail car coordination with 90-99% AQL standards. Surveillance activities employ random sampling, lot inspection, and activity checklists to verify contractor compliance with timeliness requirements ranging from same-day notification to 15-day processing windows, with quality standards emphasizing accuracy, completeness, and adherence to Defense Travel Regulations and applicable federal standards.
