About this file
This is a Questions and Answers document for an Indoor Firing Range renovation project at KAA, containing 17 contractor questions and government responses. The document clarifies that contractors must submit conceptual drawings to support their technical proposal, which will not count against the 100-page limit. The government specifies that narratives will suffice for Safety Plan, Inspection Plan, Quality Control Plan, and Mobilization Plan, while conceptual drawings are required for Structural Plan and Site Layout Plan.
Key technical requirements include full site asphalt paving from building to existing curb, installation of a fire suppression system per Saudi Building Code 801, and compliance with UFC 4-179-02 for indoor range bulletproofing. The government confirms contractors with outside KSA past performance can participate, but bid-bond bank letters must be from a KSA bank. The original 240-day period of performance can be exceeded if contractors provide realistic justification. Government review periods for design drawings and material submittals will be 3 weeks. Proposals must be submitted under an active SAM-registered contractor, though CR and VAT registered companies can be listed as subcontractors.

2.9.2 Fire Suppression System
Installation,
• No fire suppression sprinkler system is currently installed within the building.
• A comprehensive fire suppression system is required to cover all areas of the building, including the installation of a fire pump, risers, and a water study to ensure adequate water pressure
As per UFC 4-179-02 4-6 FIRE PROTECTION. The training area and trap area do not require a sprinkler system.
Coordinate with the DFPE early in the design process for detailed requirements for the rest of the building. Provide 2-hour fire rated construction separating the training and direct support areas from indirect support areas. Please confirm whether a fire suppression system is necessary for the firing area of the building
Per Saudi Building Code 801 Fire suppression system is required to be installed in this building. The building must adhere to this standard.

All work (design and construction) must be completed, and the facility ready for occupancy, no later than two h`undred and fourth days (240) calendar days after the Notice to Proceed (NTP) is issued.
The condition of the project after the award requires a detailed assessment with third parties, labs, and manufacturers. Then, the design of the HVAC system and special items, such as the bullet trap and target holder, needs to be completed, and all these critical items have a very long lead time.
Therefore, we believe that 240 calendar days for this project will not be a realistic timeframe; thus, we request to change the POP to 300 days.
Submit project duration that contractor finds most realistic. This can exceed 240 days.
Review period for design drawing and material submittals
Please confirm how many days the review duration will be for the government to review the contractor's design drawings and material submittals
3 weeks per review.
We would like to add a query about the bid bond/Letter of Guarantee for our submission. Our company is SAM-registered and based in the State of Qatar. Would it be acceptable to issue the bid bond/Letter of Guarantee from a Qatari bank?
For reference, we have successfully followed this approach for our ongoing awarded projects with PSAB, under the 378th ECONS.
Bid-bond bank letter must be from a KSA bank.
Additionally, Prime (Contractor) is registered in KSA, with both a CR and VAT, though its SAM registration is still in progress. Therefore, we will be submitting our bid under Prime (Contractor). Is this acceptable?
Proposal should be submitted under the active SAM registered Contractor. Awards can not be made to SAM-unregistered companies. CR and VAT registered contractors can be listed as sub-contractor with their certificates.
