Referring to Attachment-2 Price Matrix, please give us the details of CLIN 0005 and 0008? Why OPM-SANG added the $500 in the sheet?

Referring to Attachment-2 Price Matrix CLIN 0005 and 0008; as it was mentioned during site visit and meeting that the government will share the existing structure report – please share the report.

Referring to Attachment-2 Price Matrix CLIN 0005 and 0008; the price of these 2 CLINs, how the government will evaluate our price? Will the government provide unit rate or will the government negotiate?

Referring to Attachment-2 Price Matrix, where we will add the price for structure repair work?

Referring to site visit and meeting at Crown Plaza, the contracting officer mentioned that they can issue the MOD/Change Order in future, so this contract will be FFP or Cost-Plus, what type of the contract it will be?

Can we submit multiple options with different prices?

As the client required 10-Year warranty of this structure, which is only possible if we demolish this building and construct new one, but this way our price will go up, so we want to propose 2 options to the government, can we do that?

Please share the approved drawing package which was submitted by the previous contractor.

9 All available and relevant documents/drawings have been posted with solicitation.

10 All available drawings have been shared. Please see autocad drawings and change order drawings.

Do you need VCC during entrance?

Do you need access control system ?

Do you need Fire Alarm System?

Do you want us to propose furniture for the buildings?

Do you need CCTV Security Camera System?

Shooting Range; the installed material on walls & ceiling – please confirm if this is as per military standards, because if the government/OPM-SANG approved this material, we will not add the price for replacement and If OPM-SANG wants to replace it than we will add this item in our price, please advise.

Referring to the meeting (industry day), the COR mentioned that everything is depends on contractor’s methodology and approach and price is not a big factor here – so referring to this statement, if multiple contractors proposing same material/methodology, so how the government will evaluate the proposals?

Referring to question# 15, it means government will go with lowest price contractor?

OPM-SANG has experienced engineering team, so if OPM-SANG can give us the scope which states the clear SOW that either they want us to demolish the existing structure or repair the existing one – it will be much better.

SOW Reference 2.3.2 (Page 10) - Shooting Range

Is the client’s intent to provide a UFC 4-179-02 compliant range project for all elements of the range or only for those specifically identified in the Scope of Work statement. UFC 4-179-02 must be adherent to only the sectioned outline and pertaining to the actual firing line.

Please confirm the location of the wall is at Gridline 2 along the rear of the range. Contractor will need to verify.

Please confirm the specification of ballistic resistance as the current wall is protected by a non UFC 4-179-02 compliant bullet trap. Contractor is required to verify balistic resistance and if inadequate provide plan to remediate bullet trap.

SOW Bullet trap cleanout system must be installed. Please confirm if the existing removable tray at the base of the trap is acceptable. If not, please advise the required specification.

Contractor must present a plan on new system they plan to install. With COR and KO approval previous trap can be removed and the redesigned installed.

The current ceiling is non compliant with UFC 4-179 – 02 Figure 4.3 as there is not a 6 inch overlap between baffles. Please confirm that this non compliant ceiling is acceptable for the project when raised.

UFC 4-179-02 specifies that baffles must overlap by a minimum distance sufficient to prevent projectile bypass. While the exact minimum overlap may vary depending on the projectile characteristics, impact angles, and system configuration, the standard typically requires that the overlap be large enough to eliminate any potential gap that might compromise containment.

Please confirm “range area” as meaning between firing line and bullet trap or otherwise. Range area is the entire room where the firing line is located.

SOW

SOW

Our concern is, we need SOW where clearly mentioned the task, whether need replacement or repair or maintenance or inspection & cleaning only. This way, we can estimate and submit a fixed to price to the government.

Need complete approved design drawing package in good pdf or AutoCAD format, the given drawings are blurry.

Need a complete site drawing, by which we can calculate the area of Required Asphalt.

CMU wall at the end of the firing range on the west side of the building needs to be properly tied into the building walls and fitted with sound proofing and ballistic resistance in accordance with (Unified Facility Criteria) UFC 4-179-02.

Load calculations and foundation plans need to be created to ensure that the additional weight will

Raise bullet range ceiling by 1 meter. Extend roofing to cover all of range area.

The current bullet trap design is non compliant with UFC 4-179 – 02 Section 4-17 as the trap is neither a steel “snail” trap or granulated rubber.

Please confirm that this non compliant bullet trap is acceptable for the project.

Only bullet traps compliant with UFC 4-179-02 are acceptable for this project. If current bullet trap is proven to not be acceptable, contractor must submit a design and change order to replace the system.

Please confirm specification, number of layers and thickness of self healing rubber requested as UFC 4-179-02 does not specify requirements.

The specefication of the self healing rubber is dependent on the bullet trap system and shall be provided by the manufacturer as well as verification it meets UFC 4-179-02 standards.

Please advise the testing requirement for the bullet resistance of bullet proof backing. Is this a live fire test or Brinnell hardness measurement.

To determine the bullet resistance of bulletproof backing in a manner consistent with UFC 4-179-02, a live-fire test is required. However, due to the potentially dangerous nature of this, a manufactures guarantee is acceptable.

Please confirm which bullet proof backing is to be tested i.e. location/elements.

The Venitial bullet proof backing located at the end of the firing range must be tested.

If the bullet resistance of the bullet proof backing is not adequate, will be contractor be required to submit a cost proposal for a new compliant bullet trap.

Yes, contractor will present a change order and plan for a new compliant bullet trap.

SOW Airflow test, Leakage test and Noise test are required to be conducted. System must meet the required CFM as outlined above. Must adhere to American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) 111, ASTM E1554, and ASHRAE 70. Tests must be done on completion of HVAC system and approval is required from COR.

Please confirm if testing can done prior to commencement of works to determine suitability of the units to meet the requirements of UFC 4-179-02.

Contractor can conduct testing of systems once the NTP has been issued.

Do the requirements of UFC 4-179-02 Section 4-6 apply for the shooting range area?

Section 4‑6 of UFC 4‑179‑02 is focused on the rigorous live-fire testing required to qualify bullet trap systems. However, due to the potentially dangerous nature of this, a manufactures guarantee is acceptable.

Install self-healing rubber curtains suspended from the ceiling. Submittal must be approved by COR prior to installation.

SOW

Testing of the bullet resistance of the bullet proof backing. If inadequate, then create new bullet trap plan.

SOW

Fire Suppression system is not installed in the building. A fire suppression sprinkler system will need to be installed in the building and will cover all rooms. This includes a fire pump, risers, and a water study to ensure adequate water pressure. A detailed plan for the water suppression system

SOW

Please identify the area where will be the pump room and underground water tank?

Supression system/ pump room can be installed in any covered and climatized location proposed by the contractor. COR approval is required for the location of installation.
