| QUESTION AND ANSWERS FOR SOLICITATION W5168W23R0004 Amendment 0006 | |||||
| Date: 25 Jan 2024 | |||||
| RFP File | Paragraph | Page | Question | Response/Resolution | |
| Reference: Amendment 0004, Section B | pp. 2-17 | ||||
| Question: The Government provided a written description of the changes made to Section B but a conformed Section B was not provided. Would the Government provide a conformed Section B incorporating all changes from the amendments for Offerors to utilize in preparing their proposal responses? | A conformed amendment is provided in amendment 0006 | ||||
| Reference: Amendment 0004, Section B | pp. 2-17 | Question: The Government provided a revised CLIN extended description for CLIN X002 CLS 200 Unaccompanied Personnel Housing. However, the quantity and unit of issue were not removed. Would the Government clarify if Offerors are to leave this CLIN blank within Section B or include something else for the unit price, amount, and net amount, such as N/A? | Refer to updated CLIN description in amendment 0006 | ||
| Reference: Amendment 0004, Section B | pp. 2-17 | Question: The Government revised the quantity for CLIN X005 CLS 408 Pavement Clearance but the unit of issue was unchanged from months. Would the Government clarify the unit of issue for CLIN X005? | Unit of issue is changed to Job | ||
| Attach Z Q&A Response | Row 281 / 282 | Reference: The government’s response to CLS 420 Facilities Maintenance Horizontal question of Blue Stake Services was “Utility locate history is captured as a DMO and is included in TE 02 under 1004 Elec and 1003 Plumb. PWS revised to show average of 167 requests” and “Refer to updated TE”. |
Question: Will the government provide the historical data relating to Blue Stake Services as TE#2 Workload History does not have any DMO records for CLS 420 for Blue Stake Service?
TE #2 Workload History OWO Tab Reference: The updated Technical Exhibit #2 for CY2022 provides the raw data of historical workload. There is a table on the Summary Page for Misc OWOs (see OWO tab) which indicates approximately 434 OWOs that amount to 9,942 labor hours. The OWO tab indicates those 434 OWOS are for CLS 400. The Pricing Matrix does not have a CLIN for CLS 400 Services.
Question: Will the government provide which CLIN the contractor is to propose this requirement as the pricing matrix does not have a corresponding CLS 400 listed?
| Attachment A | Reference: PWS 2.1.11.1.1 Project Manager This section of the PWS states “The PM performing work under this contract shall have and maintain a Tier 1 clearance” where Tier 1 is a NACI. PWS 2.5.1.8 Obtaining Contractor Personnel Security Clearances states “The Contractor shall ensure that Secret clearances are maintained throughout the period of performance for the following personnel: the PM, designated Alternate PMs and locksmith.” Question: Does the PM / Alt PM require a Tier 1 (NACI) or Tier 2 (Secret) Clearance? Please confirm. | ||
| Attachment Z | Row 89 | Reference: The government response to question about the Project Manager Requiring a Tier 3 (Secret) Clearance and will the government provide a DD254 was “This is not a classified contract therefore DD-254 is not required for this action. Refer to updated PWS.” PWS 2.5.1.8 Obtaining Contractor Personnel Security Clearances states “The Contractor shall ensure that Secret clearances are maintained throughout the period of performance for the following personnel: the PM, designated Alternate PMs and locksmith. The locksmith will work on doors that contain classified information. The clearance is required so he would not need an escort. The PM and Alternate PM also require the clearance as they are responsible for the locksmith.” | |
| Question: Will the government confirm that the PM / Alt PM / Locksmith will require a Secret Clearance? If the Locksmith requires to work on doors that contain classified information, will the government provide a DD254? | Secret clearance will not be required for any of the key personnel. Refer to updated PWS. | ||
| Attach Z Q&A Response | Row 174 | Reference: The government response to question about material cost in TE#2. |
For the workload data, DMO, PMO, and OWO, only a limited amount of historical data is provided for the material costs. Example CY 22 DMO lines have 1,580 with material cost but 2,397 lines without. PMO lines have 1,425 lines with material cost but 9,175 lines without. OWOs have 472 lines with material cost but 2,045 without. This also applies to the CY21 data.
Question: Will the government please provide the complete historical data for the material costs associated with each DMO, PMO, and OWO in order for contractors to have a more complete understanding of what is needed to support a FFP contract? If not, will the government provide a total summary of accurate material costs separated by DMO’s, PMO’s, and OWO’s?
Attach Z Q&A Response ROW 127 Reference: The government response to question about basing their price for 10,000 DMOs.
Being this is FFP contract and the average number of DMOs have been 4,600 annually, it seems that the staffing required to perform DMO’s at the 10,000-target band would be excessive to say the least. This would also mean that materials and ODCs would need to be estimated at this amount to support DMO volume and staff.
Question 1: If the number of DMOs do not reach the band awarded, is it the government’s intent to reduce the band during a base or option year?
| Question 2: Is the government fine with awarding a FFP contract for an amount that will be grossly overpriced compared to years for historical data? | Refer to updated pricing matrix provided in amendment 0006 | ||
| Attach Z Q&A Response & Attachment J | X0008, X0009, X013, and X014 | Reference: DMO’s +50 |
Question: What capability level should the contractor be pricing these DMO’s?
| AMD 0004 RFP | SF 30 | 1 | A February 1 due date does not provide sufficient time for offerors to process 37 documents without the changes marked. Additionally, some requirements remain unclear or inconsistent which necessitates and additional round of questions. We respectfully request a one month extension of the proposal due date to 1 March 2024. | Refer to amendment 0006 for updated closing date |
| AMD 0004 RFP | Section B | 2-15 | It is difficult to reconcile the to/from text for nearly every CLIN in the contract. Would the Government please provide a conformed Section B Supplies and Services that includes all of the quantities, unit rates, extended rates, appropriation data, etc. so Offerors can propose prices and place Section B in their proposals? | A conformed amendment is provided in amendment 0006 |
| AMD 0004 RFP | CLIN 0002 | 2 | The from/to text for CLIN 0002 is unclear. The first sentence says it is not anticipated to be used but the remaining text requests a price. Is CLIN 0002 an active CLIN to be priced in response to the solicitation, is it reserved for future use, or is it deleted/removed? | Refer to updated CLIN description in amendment 0006 |
| AMD 0004 RFP | CLINs 0008 and 0009 | 3 | The from/to text for CLINs 0008 and 0009 are unclear. Does the Government intend these CLINs to be a LOT or one time price for an additional 50 DMOs or pay as you go up to 50 DMOs? | The CLIN is 1 Job. These are optional CLINs and will only be authorized for use by the KO if the targeted DMOs total are expended. |
| AMD 0004 RFP | CLINs 0008 and 0009 | 3 | The from/to text for CLINs 0008 and 0009 are unclear. What happens when the Government orders this CLIN and the Contractor only completes 40 DMOs before the end of the base period? | The CLIN is 1 Job. These are optional CLINs and will only be authorized for use by the KO if the targeted DMOs total are expended. |
| AMD 0004 RFP | CLINs 0016 and 0017 | 4-5 | The from/to text for CLINs 0016 and 0017 are unclear because it requires deletion of many items but does not define what is left. Would the Government please provide full text CLIN descriptions in a Section Supplies and Services format, so offerors understand what is to be priced and what types of CLINs these are? | We have changed CLIN X016 & X017 to informational CLINs. Contractors shall provide a mark-up rate for CLINs X016 & X017 in Section B and the Pricing Matrix. A modification to the contract will be issued for each PWO requirement. |
| AMD 0004 Attachment J | CLIN Structure | CLIN x006 | The AMD 0004 questions and answers indicate that CLIN x006 is for PMOs. Will the Government please confirm that CLIN x006 Preventive Maintenance includes OWOs? | PMO CLINs will only include PMOs. |
| AMD 0004 Attachment J | CLIN Structure | CLIN x007 | AMD 0004 changed the CLIN x0007 descriptions by removing PMO and OWOs; however, the quantities remained the same. The new workload data provided with AMD 0004 indicates that the contract averages 3,000-4,000 DMOs per year for the whole contract but the target award band is 10,000 DMOs. Will Government change the quantities for each capability band in CLIN x0007 to avoid significantly overpricing the contract? | Refer to updated pricing matrix provided in amendment 0006 |
| AMD 0004 Attachment J | CLIN Structure | CLIN x008 | AMD 0004 Section B states that the quantity for this line item is one (1) but the quantity is blacked out. Is the quantity one(1) for CLIN x008? | Yes, the quantity is one (1). |
| AMD 0004 Attachment J | CLIN Structure | CLIN x009 | AMD 0004 Section B states that the quantity for this line item is one (1) but the quantity is blacked out. Is the quantity one(1) for CLIN x009? | Yes, the quantity is one (1). |
| AMD 0004 Attachment J | CLIN Structure | CLIN x011 | The AMD 0004 questions and answers indicate that CLIN x011 is for PMOs. Will the Government please confirm that CLIN x011 Preventive Maintenance includes OWOs? | PMO CLINs will only include PMOs. |
| AMD 0004 Attachment J | CLIN Structure | CLIN x012 | AMD 0004 changed the CLIN x012 descriptions by removing PMO and OWOs; however, the quantities remained the same. The new workload data provided with AMD 0004 indicates there are many fewer DMOs per year than the target award band quantity of 250. Will Government change the quantities for each capability band in CLIN x012 to avoid significantly overpricing the contract? | Refer to updated pricing matrix provided in amendment 0006 |
| AMD 0004 Attachment J | CLIN Structure | CLIN x013 | AMD 0004 Section B states that the quantity for this line item is one (1) but the quantity is blacked out. Is the quantity one(1) for CLIN x013? | Yes, the quantity is one (1). |
| AMD 0004 Attachment J | CLIN Structure | CLIN x014 | AMD 0004 Section B states that the quantity for this line item is one (1) but the quantity is blacked out. Is the quantity one(1) for CLIN x014? | Yes, the quantity is one (1). |
| AMD 0004 Attachment K | Roll Up | Row 5 | While AMD 0004 questions and answers indicate UPH has been removed from the contract, the CLIN structure and Attachment K still list CLS 200 UPH Management as if it should be staffed and priced. Would the Government please clarify and remove UPH from the Attachment K "Roll Up" tab (row 5)? | UPH services is not required. Do not provide pricing for it. |
| AMD 0004 Attachment K | Staffing CLS 200 | N/A | While AMD 0004 questions and answers indicate UPH has been removed from the contract, the CLIN structure and Attachment K still list CLS 200 UPH Management as if it should be staffed and priced. Would the Government please clarify and remove the "Staffing CLS 200" tab from the workbook? | Refer to updated Staffing Matrix provided in amendment 0006 |
| AMD 0005 RFP | 7.2.1.5 | 73 | This paragraph references Attachment V, but that attachment cannot be found in AMD 0004 or AMD 0005 | Attachment V is the updated Service Contract Act Wage Determination. The attachment is provided in sam.gov. |
| AMD 0005 PWS | 4.0 | 28 | On the PRS Matrix, the seventh PRS requirement is GFEBS workload management which prescribes standards for TECO of DMOs and PMOs. AMD 0004 added a ninth PRS requirement that also covers DMOs which calls out materials, parts, and subcontractors, but since those items are involved in every proper DMO closeout, the ninth PRS requirement is redundant to the seventh. In order to resolve an apparent redundancy, would the Government remove the DMO and PWS 2.2.3.3 from the seventh PRS requirement? | |
| AMD 0004 RFP | SF 30 | 1 | With Amendment 0004, the Government issued over 30 documents including answers to 258 RFIs. Changes to the RFP and PWS have not been highlighted. In light of the amount of this information and changes, would the Government consider moving the due date to 15 March 2024? | Refer to amendment 0006 for updated closing date |
| AMD 0004 RFP | CLIN Structure | X007 | In the original Pricing Matrix, CLIN X007 asked for pricing an "All PMO's + All OWOs + DMOS up to a specific level. Amenemtn 004 removed reference to PMOs and OWOs. It appears CLIN X006 will be where the Offeror prices PMOs. However it is unclear where to price OWOs. Would the Government confirm where the Offeror is to price OWOs? | OWO's for other than CLS 404 or 408 will be priced with the PWO CLINs. |
| AMD 0004 RFP | CLIN Structure | X008, X009, X013, X014 | Quantities for these four CLINs are blacked out. However, in the description each ends "+50." Would the Government confirm the Offeror should price 50 DMS for each of these CLINs? | PMO CLINs will only include PMOs. |
| AMD 0004 RFP | CLIN Structure | X012 | In the original Pricing Matrix, CLIN X012 asked for pricing an "All PMO's + All OWOs + DMOS up to a specific level. Amenemtn 004 removed reference to PMOs and OWOs. It appears CLIN X011 will be where the Offeror prices PMOs. However it is unclear where to price OWOs. Would the Government confirm where the Offeror is to price OWOs? | OWO's for other than CLS 404 or 408 will be priced with the PWO CLINs. |
| AMD 0004 RFP | Section B | Pages 2-15 | It is very difficult to follow the changes in Section B listed as "to" and "from". Would the Government resend Section B using Microsoft Word Track Changes? | We do not have the track changes version. A conformed copy of the SF-33 is provided with amendment 0006 |
| AMD 0004 RFP | Section B | Potential issue with CLINS X016 and X017. These are the CLINs associated with PWOs. In Amendment 04, Schedule B was revised to delete the information from CLIN X016 and X017 without replacement information. However, the pricing deliverable (Attachment J – Yuma Pricing Matrix CLIN Structure) still shows X016 and X017 with NTE estimates already loaded. Can you please review and advise which is correct, Schedule B or Attachment J? | We have changed CLIN X016 & X017 to informational CLINs. Contractors shall provide a mark-up rate for CLINs X016 & X017 in Section B and the Pricing Matrix. A modification to the contract will be issued for each PWO requirement. |
