Q16: We are requesting clarification on what the current Direct Digital Control (DDC) system is in use? We know that the controls for buildings 701‐705 are being taken out but we want to confirm connections for new building controls in terms of integration with existing DDC systems and any current operators of those existing systems. Please advise.

Q17: Regarding the Statement of Work highlighted sections attached that refer to “Design‐ Build” and the answer to Q&A question number seven. There appears to be conflicting information throughout the rest of the bid documents that this is intended to be a Design‐Bid‐ Build type of procurement and we would like to clarify if the highlighted section in the statement of work was inadvertently included. The solicitation refers only to construction as being the intended delivery method for this project and not design unless specifically referred to in individual specification sections that may require shop drawings or delegated design requirements. Please also refer to the attached sam.gov solicitation page with highlighted sections referencing “(RFP) to award a single fixed price contract for construction”, and “All work shall be completed in accordance with Government supplied Type A and B designs, specifications, and Contract drawings”. We have been provided plans, specifications, and a master submittal schedule. Furthermore we note this among other clauses 52.236‐28 Preparation of Proposals—Construction is related to construction and not Design/Construction.

Please confirm if the intent is for this project to be Design‐Bid‐Build and Not Design‐Build.

A17: Confirm project is Design Bid Build. Design‐Build sections referenced in the Scope of Work were inadvertently added. Contractor to follow requirements listed in the project plans and specifications, especially in regards to submittals.

Q21: Regarding specification section 02 82 13 for Asbestos abatement there is a certification requirement for board certified industrial hygienist by ABIH. This requirement is not common and there is no one on island with this certification and very few on Oahu. Is it possible to have this specific requirement for being “board certified by ABIH” waived to allow for someone on island to handle the industrial hygienist requirement?

A21: Per section 02 83 13.00, paragraph 1.2.3, A Competent Person (CP) is required. A CP is someone who is trained and has authority to take prompt action. This is the requirement for the CP. Personnel who are either 1) CIH certified by the ABIH or 2) Certified Safety Profession (CSP) are the best choices to consider. Training and authority are the requirement.

Q22: Regarding specification section 08 91 00 Metal Wall Louvers, we don’t see a louver model listed as a Basis of Design (BOD) in the specifications. Please advise what the BOD shall be to help with selecting the appropriate louvers for this project?

A22: A‐E did not list a BOD for this. Provide louvers that meet the spec. Metal wall louver material sheet meet requirements per specification 08 91 00 and project plans.

Dated 4‐May‐2022

Q23: Regarding Roof Hatch: We received Solicitation Amendment 02, which contained Addendum 03 drawings, yesterday & answer to question 20 on the Q&A. After reviewing the amendment docs we did not see a specification section provided for the roof hatch for building 705, shown on plan page A‐604 which is attached. Please confirm if the detail 8 shown on A‐900 of the Addendum 3 drawings is for building 705 only and if a specification section for the roof hatch or roof scuttle is to be section 08 31 00 Access Doors and Panels or other?

A23: To expedite the response the basis of design for the ladder, safety post and guardrail was indicated on the detail so Bidders would have a guide to follow. The A‐E has updated the Fluid Applied

Roofing section 07 56 00 to add the accessories within the section. See attached Addendum No. 4 dated 5/3/2022 which addresses the revised Specification Section. Solicitation Amendment W50SLF‐22‐R‐0001 0002 executed to incorporate this Addendum No. 4.

Dated 9‐May‐2022

Q24: In regards to the painting section 09 90 00 refers to paragraph 1.9.1.1 Exterior Painting: Includes new surfaces, and existing surfaces of buildings an appurtenances, and 1.9.1.2 Interior Painting: Includes new surfaces , and existing surfaces of buildings an appurtenances. The bid form however, has a line for CLIN 0001AH “PATCH PAINT WALLS”. This appears to be less extensive than what the specification refers to and we want to be clear as to what the extent of the painting scope is to be. Please advise as to the intent of the painting scope for this project whether it is to paint the interior and exterior of all buildings or to just patch paint walls and where?

A24: The intent was to only paint new items or the surfaces affected by the demo/new work. (i.e.

downspouts are new but should match existing which should include paint. At the clerestory of the buildings, the keynote 4 on the new roof plans or keynote 1 on the exterior elevations of 701, 702, 703, 704 and 705 indicate new wall surfaces replacing the louvers shall be painted.

Q25: Specification Section 1.5.1‐A requires a 10 year warranty and Specification Section 2.2.1‐F requires a 5 year manufacture warranty. No manufactures will warranty for this length of time. It is acceptable to provide a manufactures 3 year warranty in leu of the warranties specified.

A25: A 3 year warranty post Beneficial Occupancy Date (BOD) is acceptable.

Q26: In regards to lighting, specification sections 26 51 00 – Interior Lighting requires ASHRAE 90.1 compliance. Several plan sheets within the project plans only show dimmers for lighting control of 1 (one) in each room, nothing else. There is no reference to Detail I4 on plan page E‐304 or to the specifications. Please advise if you want ASHRAE 90.1 complaint lighting controls or only the wall box dimmers shown on the plans.

A26: The details within the project drawings are in support of the specification. While the drawings do not directly reference the detail, the specification requirement prevails. Wall box dimmers are to be ASHRAE 90.1 compliant.
