Period of Performance Construction Period Is 360 Calendar days The Contractor shall be required to (a) commence work under this contract within 30 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 360 calendar days after receipt of notice to proceed. BID BONDS
An Bid bond is required with submission of the proposal. The bid bond is due on the date as stated on the SF1442 block 13. The bid bond must be on a SF24 form. Rejection of a bid bond shall be in accordance with FAR 28.101-4 Noncompliance with bid guarantee requirements.
Reference FAR 52.228-1 BID GUARANTEE The amount of the bid guarantee shall be 20% percent of the bid price or $3,000,000.00, whichever is less.

Proposal Evaluation Process Is Detailed In RFP Section 00120 Carefully Review Section 00120 When Preparing Proposal Comply With Section 00100 And 00110 Requirements Failure To Furnish A Complete Proposal May Result In Elimination From Consideration
Proposal Evaluation The award will be made based on the best overall (i.e. best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration give the to the three (3) evaluation factors: Technical, Past Performance and Price.
The Technical Factor is approximately equal to Present/Past Performance and when combined however, the non-cost factors are approximately equal to the Price Factor.
The firm that represents that represents the Best Value to the Government will be selected for an award IAW FAR 15.1 Source Selection Processes and Techniques

52.219-14 (Sep 2021) Limitations on Subcontracting Apply- General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent subcontract amount that cannot be exceeded Or Construction by special trade Contractors, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that is similarly situated entity further subcontracts will count towards the prime contractor’s 75 percent subcontract amount that cannot be exceeded.
