SPEC SECTION 01 30 00 – Paragraph 1.7.2

Paragraph 1.7.2 states that superintendent can also fulfill the role of QCM. This contradicts OKANG DIVISION 01 SPECIFICATIONS - Paragraph 36 which states that individual team members may not hold more than one position on the project. Please clarify the desired staffing for Contractor on this project.

Based on the magnitude of the project, the superintendent is not permitted to act as the QCM.

SPEC SECTION 01 35 26 – Paragraph 1.5.1.1

Paragraph 1.5.1.1 calls to provide a SSHO for the site and additionally states that the SSHO may also serve as QCM. This contradicts OKANG DIVISION 01 SPECIFICATIONS - Paragraph 36 which states that individual team members may not hold more than one position on the project. Please clarify the desired staffing for Contractor on this project.

An individual may act as both the QCM and SSHO, if qualifications are met for both positions. Ref 01 35 26 Para 1.5.1.1., any alternate SSHO must also meet qualification for both positions.

6/23/2022 3 SPEC SECTION 01 45 00 – Paragraph 3.4.2

Paragraph 3.4.2 states that the QCM can also fulfill the role of Superintendent. This contradicts

Will this project utilize USACE RMS project management system? If not, should contractors include the cost for a system similar to Submittal Exchange to manage electronic documents and submittals?

This project will not utilize USACE RMS. Reference Attachment 1a, Addendum 1 of the solicitation for contractor provided project management collaboration website.

6/23/2022 5 SPEC SECTION 01 78 00 – Paragraph 1.2.1

Paragraph 1.2.1 calls for the contractor to provide electronically formatted as-built drawings. Will the Owner provide CAD files for base contract design after project award?

CAD files will be provided after award.

6/23/2022 6 SPEC SECTION 01 78 00 – Paragraph 3.1.3 Paragraph 3.1.3 calls for the contractor to provide GIS information in a satisfactory manner for the installations GIS database. What is the current methods for GIS management at this installation?

SCHEDULES FOR FINISHES does not include any color information for exterior and interior.

The specification does provide designations for items on the project, but no color information.

Please provide desired colors for the project.

Color selection will be made as part of the submittal review/approval process, after award.

Paragraph 1.2 states that a HPSB checklist would be furnished to outline overall point strategy for high performance and sustainable building practice requirements. There was no checklist within the specifications. Please provide

Bidders can assume all HPSB requirements are incorporated in the appropriate portions of the specification.

SECTION 05 12 00 – 1.3

Spec calls for a AISC certified steel fabricator and erector. Please confirm that bidders should include the additional costs associated with AISC certified fabricators and erectors.

Prospective bidders should include pricing for AISC certified steel fabricator and erector.

6/23/2022 10 Will the Owner provide a commissioning agent for the project? Should Contractors plan on coordination of the Owners commissioning agent?

The owner will not provide a commissioning agent. This is not a LEED project.

We'd like to submit our equal light fixture package for prior approval review by the design team on the Commercial Inspection Facility project. Please find our lighting package included in the link below.

Please let me know if we also need to complete and return Substitution Request Forms along with our lighting package.

Product submittals will be reviewed after award.

6/30/2022 12 Is there any chance the AISC Certification for steel fabricators can be waived? There aren't very many fabricators in the area with this certification.

This requirement will not be waived.

7/5/2022 13 Solicitation Para 11 (pg 10-11) Are there any Name Brand Items as part of this solicitation.

Bidders should pay special attention to brand name items annotated in para 11 of the solicitation and cross reference with design and specifications.

Par: 10 of Statement of Work states “The contractor is responsible for marking/locating all underground utilities…all other utilities to include base communications fiber optic lines, electric, sewer and water will be the contractor’s responsibility to mark.

Sheet CS-401 shows the existing OHP voltage regulators are in the same location as the proposed southern radius of the approach to Mingo Road. Is voltage regulator stand to be relocated? If not, will an alternate solution be provided?

Contractor will coordinate with PSO to relocate regulators and stand as necessary.

If authorized, an on-site office trailer may be utilized, and availability of utilities is a consideration. Is there a location on or off site that an office trailer can be set up? If so, are any utilities available for hook up (elect, water, sewer, comm, etc.)?

The Contractor will be authorized to place a job trailer in the annotated lay down are. Contractors should anticipate that utilities are not available.

Per the drawings provided, the site will have direct entry/exit access to off base roadways. When considering material temps and placement times, special attention is placed on the round-trip timing and material placement requirements for asphalt & concrete. Will this site be classified as an “On- Base” of Off-Base” site? Will the delivery vehicles be sent through the SF inspection process?

This area of the installation is currently considered off installation due to on-going POL project. That project is anticipated to complete in spring 2023. At that point, a portion of the project site will be considered on installation. The government can work with the contractor to delineate the CIF project site to remain off installation to the maximum extent possible.

7/6/2022 19 What are the landscape and irrigation requirements for the project?

7/6/2022 20 Are fencing and gates to be crash rated? These type of entries typically have a M50/P1 rating.

Please confirm this project desires a custom 4 rail fence system

The government is unsure where reference for 4 rail system is located. The installation currently uses a 3 rail system offered by Ameristar.

Upon speaking with the manufacturer, it appears the Gibraltar Cable Barrier System specified is not correct for this application and will not be able to fit the curves of the road and still be functional.

Gibraltar makes a tamper-proof cable barrier system that they recommend to better suit this project. Please advise

This is correct, the TL-3 is not able to be used for this project. Please see the attached addendum changing the cable system to the Gibraltar TL-4

Detail 10 on Sheet S-004 is for the pilaster @ fence post. I cannot find a correlating location on sheet CS412. Please provide location of the pilaster @ fence posts.

The posts for detail 10 are the two end posts that intersect the fence leaders 86 and 87 on sheet CS402

There is no mention of a foundation under the rolling gate sections or in between pilasters on Sheet CS412. What should contractors include at the gate openings?

For the gate areas over the roadway the road paving shall continue. If it is not over a roadway use 5' wide mow strip that covers both the fence section and the area the gate hangs over.

Key Note 14 on Sheet calls for a hybrid beacon safety traffic signal pole. Sheet CS505 indicates the use of a Stop Control system with standard poles with red lights. Please confirm the desired type of signal poles for the project.

Past performance relevancy is based on projects completed within last 5 years on Exhibit A, however section 2.3. Past/Present Performance Evaluation subsection 2.3.3. states that the definition of "Current" means performance occurring within the last (10) years prior to the solicitation date. With the requirements in this same section being one (1) project with magnitude over $3.5 million, one (1) project with a minimum of 5000 SY asphalt, one (1) project with a minimum of 5000 SY concrete paving, one (1) project that included installation of Vehicle Barrier cable system, how are we to narrow that into the limit of only three (3) exhibit A & exhibit C projects as written?

Projects within the last 10 years are acceptable. Please disregard the 5 years statement in section 2.4.3.6. If 5 separate projects are needed to show past performance for the 5 criteria the contractor can submit 5 projects to show past performance.

The 10 year requirement in subsection 2.3.3 would allow more flexibility to meet the relevancy of the scope requirements of the solicitation limited to only three projects within last 5 years. Will projects meeting the relevancy requirements completed within last 10 years be acceptable for evaluation? - Please advise.

Elevation 10 on Sheet A-401 shows a pass thru window. There is no information about the type of pass thru window. This window is within a ballistic rated wall. Please provide information on window and pass through counter.

Use a bullet resistant window with the same rating as the exterior window that slides. The short counter can be integral or be SS1. window size is approximately 2' wide x 4'.

No, use 9" 4000 PSI steel reinforced concrete as the base bid for this area . Reinforcing steel is to be #4 bars at 18" O.C, E.W. This treatment is to take place between points 160 & 164 on sheet CS406.

Specific systems and type are called out in this spec with drawings? Does the AF only want one system from one vendor? This increases the price to the government? This should be a generic barrier system.

The government specified the systems it requires for this solicitation. Special attention should be applied to solicitation to understand brand names specified.

The site layout of the active vehicle barrier system is set up for a 7-Second Hybrid Beacon Safety Scheme as per the 2019 version of the SDDCTEA Pamphlet 55-15. There are two contradicting items in the documents to this safety scheme.

* Sheet CS505 shows a Stop Control Safety scheme.

* Specification 34 41 26.00 calls for a Signs and Signals safety scheme which is an older version of the 7-second Hybrid Beacon from the 2014 version of the SDDCTEA Pamphlet 55-15.

Yes, please use the 2019 version.

Sheet CU501 – Details A3 & C3 are duct bank details. I do not find a reference to these details from the plans. Where do these details take place in the Project?

All duct bank is to be the 4 conduit detail A3 West of pull box found at N 450453.29 E 2596992.08.

All Electrical site plan sheets have note “A” which states that below grade conduits under pav’t and within 8’ of paved areas will be concrete encased.

Does this include all conduits (for example light pole circuits)? Or is the note for certain conduits only?

CU 402 thru CU 406 show a F.O. communication line w/ boxes. How many conduits are involved with this line? Is it concrete encased? At the West end of this line it appears to cross under some existing paved areas, will these areas be bored or open cut and patched?

See 37 above for ductback details and which areas get which detail/treatment. It is concrete encased under or within 8' of paved areas. Boring is perferred.
