SECTION 13 30 00.01
CONSTRUCTION PROJECT MANAGEMENT COLLABORATION WEBSITE
1. The Government REQUIRES the use of Web Based Construction Project Collaboration Website on this project. The Contractor will pay all fees associated with use of the system, including initial training, throughout the period of performance of the project. The Government will act as the project administrator. The software shall serve as a repository for all project related documents, except for base pass requests due to privacy act information required in those forms. The Contractor will upload submittals
(including technical, pre-construction, and administrative), change proposals, photographs, reports, draft pay requests, schedules, project team contact information, and related documents as may be required by the
Contracting Officer. Technical submittals, change orders, and other action documents will be processed through the system.
a. The contractor will establish this Web Based Construction Project Collaboration Website within 30 days of project approval and
Notice to Proceed.
b. The contractor will maintain this website for a minimum of 6 month past the date of beneficial occupancy. This is to facilitate submission of close out documentation, O&M Manuals, warranty letters, etc. Contractor shall notify govt 30 days prior to termination of the hosting to allow the government time to archive the data saved in the system.
2. The Web Based Construction Project Collaboration Website must have a DoD Certificate of Compliance to ensure that all functionality and usability on the Department of Defense Computer Systems. Websites that are not able to operate or are blocked by DoD Information Technology systems are not permitted to be used.
3. The Contractor will identify to the Contracting Officer its personnel that require access to the system. The following will be tracked in the system:
a. Project document repository
b. Administrative document repository (apprentice certifications, bond & insurance certificates, certified payrolls, SF1413s, subcontractor payment records)
c. Material testing and Special Inspection reports (concrete, pavement, steel, soil, etc.)
d. Commissioning (meeting minutes, test reports, action log)
e. HazMat Tracking (Authorization form, MSDS, Manifests, Monthly
Inventory, Closeout Certification)
f. Closeout Documents (As-builts, O&M Manuals, Warranties, Startup Certificates, Release of Claims, etc.)
g. Discussion Forum (optional)
h. Project Schedule
i. Meeting minutes (field meetings, progress meetings, QC meetings, special meetings)
j. Action List (deficiency action log, pre-final and final punchlist)
k. Requests for Information I. Submittals
m. Daily Field Reports (superintendent, CQC manager, safety)
n. A/E and Government Observation Reports
o. Photos (existing conditions, progress, closeout, etc.)
p. More or less project information as may be determined by the Contracting
Officer
