Description of Supplies/Services:
The incorporation of Automated Logic Corporation Direct Digital Control (DDC) Systems to the HVAC systems for the subject project is required for the following reasons:
The controllers and routers to be installed as part of the Automated Logic Control LGR capacity system are operated via WebCTRL software. WebCTRL x Software is proprietary to ALC (WebCTRL is a trademark of the Automated Logic Corporation).
has previously purchased WebCTRL 4.x Software licenses and employs Maintenance Mechanics trained on related operation and maintenance of this software.
The software has undergone technical scrutiny by the Dept. of the Air Force with the following outcomes:
The software system is currently fully authorized to reside on the LAN through the USAF.
The ANG has formally approved and certified Authority to Operate (ATO) the ALC WebCTRL 4.x software.
Similar DDC software systems are not authorized to operate on the LAN (per the USAF NOSC), making it impossible to retrieve/control data points for the systems that utilize the DDC systems that these software systems support.
d) WebCTRL 4.x software is completely expandable and certified by the U.S. Air Force Network Integration Center for use on standard desktops systems connected to the Air Force Global Information Grid.
e) The US Air Force now recognizes WebCTRL as a Commercial off the Shelf (COTS) product that is not a security risk and will not cause any functionality issues on the desktop in which it's installed. It would take other software package years to be vetted and certified by the Dept. of the Air Force in such a manner.
Authority Cited: The applicable FAR reference is 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements; (a) Authority. (1) Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1). (2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
Reason for Authority Cited: The end result of obtaining a DDC system without this software represents a substantial risk to the Government. The procurement of a DDC system without this software creates a high risk of both incompatibility with currently utilized, fully integrated, technically sound software and of unknown compatibility with current USAF security and functionality protocols. Automated Logic's products are the only known products to incorporate this software into their operations.
Efforts to Obtain Competition: N/A
Actions to Increase Competition: Contracting will solicit this project as an Invitation for Bid (IFB) and as a Small Business Set Aside under NIACS Code:
2382 0. Although there are three approved suppliers and installers for Automated Logic Corporation (ALC) within the Market Research, typically they will not compete against each other on an IFB, as it is often ‘territory’ based. However, if the local ALC Supplier does not want to contract with ANG directly, the IFB will allow the numerous, and capable, Small Business’ to competitively bid on the project.
