About this file

This is a Request for Information (RFI) log documenting pre-proposal questions and Government responses for the F16 MTC (Maintenance Training Complex) construction project. The document contains 66 RFIs received between June 3 and June 30, 2026, addressing specification clarifications, drawing discrepancies, equipment selection, contractor responsibilities, and scheduling requirements.

Key project requirements include: construction of a secure facility complying with ICD 705 standards requiring explicit U.S. citizenship verification for all workers; a 425-calendar-day contract duration with a Notice to Proceed estimated for October 1, 2026; provision of security and access control systems (contractor-procured with ADVANTOR as the identified ESS manufacturer); fire alarm systems compatible with existing Honeywell Focal Point receivers; metal roof panels, aluminum storefront systems with blast-resistant capabilities, and rigid-grid access flooring. The contractor must provide qualified personnel including a Project Manager, Site Superintendent, Quality Control Manager serving as Site Safety and Health Officer, Assistant QC Manager, QC Specialists, and Fire Protection QC Specialist. Significant procurement lead times for electrical equipment are anticipated; the Government permits early procurement following shop drawing approval but does not guarantee additional contract time for documented delays. The Government will furnish exterior CCTV cameras and simulators but will not provide a consolidated drawing set; contractors must coordinate with NJ One Call for utility mark-outs allowing minimum two weeks for completion. Proposal due date was extended to July 17, 2026, with 120 calendar days allowed for Government acceptance per SF 1442 Item 13d.

RFI # Bid Question Date received Answer and Comment

For Vol 2, Part 2 -Past Experience-Can available CPARS evaluations be submitted and considered in lieu of Exhibit “C” PPQ forms? We respectfully request that available CPARS evaluations be considered as equivalent past performance documentation in lieu of Exhibit “C” PPQ forms. Based on our experience, Government references may not always complete PPQ forms, particularly when CPARS evaluations are already available and provide a comprehensive assessment of contractor performance.

6/3/2026 Yes, you may include CPARS evaluations to be considered in lieu of Exhibit "C" PPQ forms. The Government will verify all CPARS evaluations submitted in the CPARS site.

As a multitude of drawings have been revised prior to the issuance of the Solicitation, please provide a consolidated set of the drawings that include all of the amendments for bidding purposes.

6/9/2026

The Government will not be issuing a consolidated set of drawings. Offerors shall base their bids on the original drawing set and all issued addendums.

Clarification to Drawing GC 100 & addendum 4: The Government acknowledges a visual discrepancy regarding the site location on original drawing sheet GC 100, which was subsequently carried over into Addendum 4. The site location depicted to the North West (left) of Building 400 is incorrect. For bidding purposes, offerors shall base their proposals on the correct project site location, which is North East (right) of Building 400

Will the Government require specific proof of U.S. citizenship (like passports) for site access, or is the standard Security Forces background check enough to satisfy the requirements of Spec 1.4.4 and 1.4.5?

6/10/2026

Anticipate submitting additional documentation beyond the standard Form 40, base access requests, questions. Due to the design of this facility being ICD 705 standards, the Government will require explicit, physical proof of U.S. citizenship (such as a passport or birth certificate) for every individual working on the project site, to be verified by the Government prior to entry. Contractors are entirely responsible for ensuring their proposed workforce meets the U.S. citizen requirements and must build adequate time for this enhanced security vetting into their schedules.

Are the 4ea Addendums included in the original document release considered addendums/amendments to be included in block 19 of the Standard Form 1442?

6/11/2026 No! Solicitation addendums are not the same as solicitation amendments. Only solicitation amendments issued under a Standard Form 30 (SF 30) are to be included in block 19 of SF 1442.

Specification Section 281005, as well as details for on sheet EY601 appear to show new Security/Access Control/Intrusion Detection systems. There does not appear to be a specific manufacturer listed in the

specifications or shown on the drawings. Please confirm if these systems are required to be provided by
Advantor? Please confirm if these systems are to be included by the contractor, or if these system components

will be provided by the owner, and only raceways and boxes by the contractor. If provided by the contractor, can you please provide a POC for the representative that services the base?

6/11/2026

ADVANTOR is the ESS manufacturer identified during the design phase and participated in the development of the pre-bid scope and cost estimate for this project. Coordination requirements are identified on Sheet EY101. All exterior CCTV cameras (excluding the interior ceiling-mounted camera located in Corridor 102 at the entrance to Area "A") will be Government-Furnished Equipment (GFE). These cameras will be monitored from the BDOC. The remainder of the ESS (IDS/ACC/CCTV) will be provided by the Awarded Construction Contractor within a single purchase and installation. The IDS and ACS components associated with Vestibule Door-101B, and the surrounding vestibule area will be procured by the Base through the Construction Contractor's ADVANTOR purchase order and shall be included as part of the overall ESS installation effort.

Coordinate closely with the Base Contracting Office and Contracting Officer Representative.

There does not appear to be a manufacturer listed for the fire alarm system in specification section 283176.

Please confirm if there is a required Fire Alarm vendor/manufacturer or if this is open to any manufacturer?

6/11/2026 This item is not sole sourced. The contract documents require the system to report point to point with the Honeywell Focal Point receiver at the base receiving station (District 24). The selected system must be compatible with Honeywell.

Please confirm that the Mass Notification System on sheet EY601 is to be a Mass Notification System through the new Fire Alarm System.

6/11/2026 Yes, the new fire alarm system will be a full building fire alarm and mass notification system which is separate from the paging system. See Sheet FA601 output modules and Sheet FA701 input/output matrix to see how paging system is muted for fire alarm conditions.

For Sheet Key Note #8 on ES101, the contractor is to tie into the existing duct bank to refeed the Fire Station.

oShall an additional manhole be installed at this tie in location?
oHow long can the Fire Station be without power for the change over to the new feed?

6/11/2026

Manhole shall be installed at location indicated by Keynote 8 on Sheet ES101. Specs for manhole shall conform to Keynote 3 on Sheet ES101 and additional details.

Fire Station has dedicated backup generator with ATS. That should kick in once power is cut.

Per sheet EP600 in NSWBD MTS, there appears to be a ‘Male Connector’ required for connection to a Portable Emergency Generator. Can you please provide a part number or connector type for the desired ‘Male Connector’?

6/11/2026 Male CamLock Connectors

10 Please confirm that the Owner will be providing utility locating/mark out for all existing underground utilities. 6/11/2026 This is an incorrect assumption. Contractor is required to contact NJ one call for mark outs, then provides the government issued ticket number. This allows the Government to start the mark outs not completed by outside agencies. Please allow at a minimum 2 weeks for completion.

F16 MTC Pre-Proposal RFI Log

Per sheet CD101, the existing Temporary Flight Simulator Facility #1 and #2 appear to be removed by the owner and the concrete pads and Transformer is to be removed by the Contractor. Please confirm if the contractor is responsible for removing the panels and disconnects for each Temporary Flight Simulator as well? Can the transformer and existing panelboards be utilized for temporary power for the site? And removed once permanent power is in place?

6/11/2026

The existing Temporary Simulator Facilities (#1&#2) will remain fully operational until the simulator equipment is relocated to the new MTC facility (upon its completion). The government will then remove the Facilities and the contractor will proceed with the demolition of the associated concrete and utility connections.

What are the owners anticipated lead times for the new Service Transformer? And Switchboard?

These items can be ±52weeks from time of release, in addition to submittal and power study processing times. 6/11/2026

Lead times will depend on manufacturer and supplier selected by the contractor. As these components are contractor-procured, the Government does not control or dictate their production or delivery timelines. Contractors should coordinate with their vendors to understand current market conditions when developing their schedules.

13 Please confirm that per the solicitation section 2.3.2.3.1 that anticipated NTP is 01OCT2026. 6/11/2026 Notice to proceed date on solicitation is an estimated date.

Specification Section 07 61 14.00 references the interior finish must consist of the same coating and dry film thickness as the exterior. A 1.6 mil (0.8 primer + 0.8 top coat) interior PVDF paint system that is not visible and not exposed to the elements is very unusual. A 1.6 mil paint system on the interior side is not necessary for the project application nor warranty requirements.

A more cost effective and standard interior side paint system consists of a 0.2 mil primer + 0.3 mil top coat polyester for a total 0.5 mil DFT wash coat paint system.

Please confirm if the interior side of the metal roof panel system requires the same high performance paint system as the exterior side or if a standard 0.5 mil polyester wash coat can be provided?

6/23/2026 A 0.2 mil primer + 0.3 mil topcoat polyester wash coat (total 0.5 mil DFT) is acceptable for the interior side of the metal roof panel system. This finish meets the project requirements and is permitted under the applicable UFGS specifications.

Due to the Fourth of July holiday and complex pricing and proposal requirements, will the government please extend the proposal due date by 10 days?

6/26/2026 Proposal due date has been extended to 17 July 2026

Exhibit D, Letter of Commitment is listed as an attachment, but is not shown as being required. Do offerors need to have key personnel sign a letter of commitment?

6/26/2026

Section 00 21 16, para. 2.3.2.2.1 states, "The Exhibit D Consent form or Letter of Intent is required for the Subcontractor to be considered." If an individual identified as key personnel is not currently part of the offeror's organization, the offeror must submit a completed Exhibit B, "Subcontractor/Team/Key Personnel Information and Consent Form." Section 2.3.3.12.1 specifies that each key person who does not have a prior past performance history documented in Exhibit A must provide a summary of their experience or a resume.

Key Personnel requirements are unclear. Should offerors submit resumes for Estimator, Project Manager, Manager and Site Superintendent?

6/26/2026

Section 00 21 16, para. 2.3.2.2.1 of the solicitation explicitly lists "Estimator, - Project Manager, Site Superintendent(s), Quality Control Manager (on site) and Safety Manager" as key construction personnel. You may submit resumes or experience cut sheets limited to 1 page each. The onus is solely on the offeror to demonstrate offerors technical experience and capability to perform a project of this magnitude and complexity. The same section states that if no experience, state so and indicate in detail how you plan to overcome this lack of experience.

18 Can offerors submit past performances of tier 1 subcontractors for evaluation? 6/26/2026

Yes, section 00 21 16, para 2.3.3.9 of the solicitation states, "Offerors lacking relevant present/past performance experience may submit information regarding... subcontractors that will perform major or critical aspects of the requirement if such information is relevant to this acquisition."

Section 2.3.2 confirms that the government's evaluation may consider, "Past/Present Performance information regarding... subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this acquisition." It is important to note that the weight given to a subcontractor's past performance is at the sole discretion of the Government and may not be the same as the weight given to the prime contractor's own performance (Section 2.3.3).

Section 01 00 00 - General Requirements, Item 5.3. Please advise the fee schedule for the Project Management Software.

6/26/2026 Provided in amendment #2

SF1442 Item 13d states 90 calendar days for Government acceptance, however, Document 00 22 13.00 20 Supplementary Instructions to Offerors Item 1.2.1g states The Offeror's price is valid for at least 120 days from the receipt of proposals. Please confirm Government acceptance period.

6/26/2026 Item 13d of SF1442 is changed to 120 calendar days for Government acceptance.
