Per the project SOW paragraph 15.3, the project site is to be restored to original or better condition. Specifically regarding mowed areas that have natural vegetation, what is the expectation for site restoration in these areas?
Section 8 of the SOW details applicable Codes and Standards that apply to this project.
Section 8.23 calls out the standards for NJDOT specifications for roads and bridge construction. Under Section 806.03.01 Fertilizing and Seeding is required 3 to 4 inches of topsoil.

Same section, pg 8, part N, specification for placement of concrete warning planks for underground duct. I am not familiar with this product or practice, so I wanted to bring it up to see if this is a requirement on this project, or if metallic warning tape is sufficient.
Metallic warning tape is sufficient for any grass area. Concrete encasement is required for sections under pavement.

The ENERGY STAR label is primarily intended for products to be installed in residential applications. Commercial lighting doesn't have an Energy Star rating.

We need the soil report from the geo-tech contractor so we can determine fill methods/materials for pole bases; in the past we've gotten this information from the precast manufacturer, but I'm not sure if anyone from the civil engineering staff needs to weigh in on that, given all the spec requirements for acceptable fill. (Typically, the indication is to use flowable fill to a certain depth, and then compacted fill to grade)
Geo-tech report is not available.
Submittal for pole bases shall include information from manufacturer. CE staff will review data.

As Builds are not available. The light pole bases are cast in place concrete, the berm was constructed after the perimeter lighting were installed.

The three light pole bases located in the existing berm can be left in place as long as:
- the (3ea) light poles are removed
- the exising bolts are cut down to the concrete

- The requirement is offered as a Total Small Business Set-Aside under NAICS 238210 - Electrical Contractors and Other Wiring Installation Contractors - $19.0M. Offeros shall have self-certified under the appropiate NAICS code at the time of Bid Opening.
- Self-Performance Requirement: FAR 52.236-1 Performance of Work by the Contractor is not a requirement of the solicitation. There is no self-preformance requirement in this solicitation.
