SECTION 01 00 00
1.1 GENERAL INTENTION
A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for as required by drawings and specifications for the installation of Munitions Storage Lighting consisting of the following:
1. Munitions Area: Bunker Loading / Exterior Building / Roadway / Walkway Lighting – New pole mounted LED fixtures for concrete loading pad in front of Munitions storage igloo, Bldg. 268 and new
LED wall packs mounted on storage igloo. New exterior mounted LED wall packs to replace existing on building within munitions area. New pole mounted LED fixtures to replace existing and provide lighting for roadways and walkways.
2. Interior Bunker Lighting – New interior surface mounted explosion proof LED fixtures in munitions storage shelters.
3. Perimeter Fence Security Lighting (MUNS) – New pole mounted LED fixtures for the entire perimeter fence line.
B.
C. Before placement and installation of work subject to tests by testing laboratory retained by NJANG, the
Contractor shall notify the COR in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection. Such prior notice shall be not less than three work days unless otherwise designated by the COR.
D. Prior to commencing work, general contractor shall provide proof that a OSHA designated “competent person” (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present.
E. Training:
1. All employees of general contractor or subcontractors shall have the 10-hour or 30-hour OSHA
Construction Safety course and other relevant competency training, as determined by COR acting as the Construction Safety Officer with input from the facility Construction Safety Committee.
2. Submit training records of all such employees for approval before the start of work.

F. Overall Project Safety: Contractor shall comply with all OSHA and NJANG safety and security guidelines for all work carried out at the NJANG Site. Coordinate with NJANG COR for site/building specific safety requirements, procedures and restrictions.

1.4 CONSTRUCTION SECURITY REQUIREMENTS
A. Document Control:

2. The General Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need to accomplish the project.
3. Certain documents, sketches, videos or photographs and drawings may be marked “Law Enforcement
Sensitive” or “Sensitive Unclassified”. Secure such information in separate containers and limit the access to only those who will need it for the project. Return the information to the Contracting Officer upon request.
4. These security documents shall not be removed or transmitted from the project site without the written approval of Contracting Officer.
5. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to NJANG.
6. Notify Contracting Officer and Site Security Officer immediately when there is a loss or compromise of “sensitive information”.
7. All electronic information shall be stored in specified location following NJANG standards and procedures using an Engineering Document Management Software (EDMS).
a. Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and tracked through the EDMS system.
b. “Sensitive information” including drawings and other documents may be attached to e-mail provided all NJANG encryption procedures are followed.

B. Fire Safety Plan: Establish and maintain a fire protection program in accordance with 29 CFR 1926. Prior to start of work, prepare a plan detailing project-specific fire safety measures, including periodic status reports, and submit to COR and Facility Safety Manager for review for compliance with NFPA 101 and
NFPA 241. Prior to beginning work, all employees of the contractor and/or any subcontractors shall undergo a safety briefing provided by the general contractor’s competent person per OSHA requirements.
This briefing shall include information on the construction limits, NJANG safety guidelines, means of egress, break areas, work hours, locations of restrooms, use of NJANG equipment/utilities, etc. Provide documentation to the NJANG COR that all construction workers have undergone contractor’s safety briefing.

C. Site and Building Access: Maintain free and unobstructed access to facility emergency services and for fire, police/NJANG security forces and other emergency response forces in accordance with NFPA 241.
D. Separate temporary facilities, such as trailers, storage sheds, and dumpsters, from existing buildings and new construction by distances in accordance with NFPA 241. For small facilities with less than 6 m (20 feet) exposing overall length, separate by 3m (10 feet).
E. Temporary Construction Partitions:
1. Where required for specific NJANG facility/upon direction of NJANG COR and/or as indicated on plan drawings, install and maintain temporary construction partitions to provide smoke-tight separations between construction areas and adjoining areas. Construct partitions of gypsum board or treated plywood (flame spread rating of 25 or less in accordance with ASTM E84) on both sides of fire retardant treated wood or metal steel studs. Extend the partitions through suspended ceilings to floor slab deck or roof. Seal joints and penetrations. At door openings, install Class C, ¾ hour fire/smoke rated doors with self-closing devices.
2. Install temporary construction partitions as shown on drawings to maintain integrity of existing exit stair enclosures, exit passageways, fire-rated enclosures of hazardous areas, horizontal exits, smoke barriers, vertical shafts and openings enclosures.
3. Close openings in smoke barriers and fire-rated construction to maintain fire ratings.
F. Temporary Heating and Electrical: Install, use and maintain installations in accordance with 29 CFR 1926, NFPA 241 and NFPA 70.
G. Means of Egress: Do not block exiting for occupied buildings, including paths from exits to roads.
Minimize disruptions and coordinate with NJANG COR.
H. Egress Routes for Construction Workers: Maintain free and unobstructed egress. Inspect daily. Report findings and corrective actions weekly to COR.
I. Fire Extinguishers: Provide and maintain extinguishers in construction areas and temporary storage areas in accordance with 29 CFR 1926, NFPA 241 and NFPA 10.
J. Flammable and Combustible Liquids: Store, dispense and use liquids in accordance with 29 CFR 1926, NFPA 241 and NFPA 30.
K. Sprinklers: Install, test and activate new automatic sprinklers prior to removing existing sprinklers.
L. Existing Fire Protection: Do not impair automatic sprinklers, smoke and heat detection, and fire alarm systems, except for portions immediately under construction, and temporarily for connections. Provide fire

01 0000 - 5 watch for impairments more than 4 hours in a 24-hour period. Request interruptions in accordance with
Article, OPERATIONS AND STORAGE AREAS, and coordinate with NJANG COR and NJANG Facility
Safety Manager. All existing or temporary fire protection systems (fire alarms, sprinklers) located in construction areas shall be tested as coordinated with the medical center. Parameters for the testing and results of any tests performed shall be recorded by the medical center and copies provided to the NJANG
COR.
M. Smoke Detectors: Prevent accidental operation. Remove temporary covers at end of work operations each day. Coordinate with NJANG COR and NJANG Facility Safety Manager.
N. Hot Work: Perform and safeguard hot work operations in accordance with NFPA 241 and NFPA 51B.
Coordinate with NJANG COR. Obtain permits from NJANG Facility Safety Manager at least 48 hours in advance. Designate contractor's responsible project-site fire prevention program manager to permit hot work.
O. Fire Hazard Prevention and Safety Inspections: Inspect entire construction areas weekly. Coordinate with, and report findings and corrective actions weekly to NJANG COR and NJANG Facility Safety Manager.
P. Smoking: Smoking is prohibited in and adjacent to construction areas inside existing buildings and additions under construction. In separate and detached buildings under construction, smoking is prohibited except in designated smoking rest areas.
Q. Dispose of waste and debris in accordance with NFPA 241. Remove from buildings daily.
R. Perform other construction, alteration and demolition operations in accordance with 29 CFR 1926.
S. If required, submit documentation to the NJANG COR that personnel have been trained in the fire safety aspects of working in areas with impaired structural or compartmentalization features.
1.6 OPERATIONS AND STORAGE AREAS
A. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the
Government, its officers and agents, free and harmless from liability of any nature occasioned by the
Contractor's performance.
B. The Contractor shall, under regulations prescribed by the Contracting Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the
Contracting Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall

01 0000 - 6 protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
C. Workmen are subject to rules of the NJANG Facility applicable to their conduct.
D. Execute work so as to interfere as little as possible with normal functioning of NJANG Facility as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by NJANG personnel/support staff, and Contractor's personnel, except as permitted by COR where required by limited working space.
1. Do not store materials and equipment in other than assigned areas.
2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by NJANG in quantities sufficient for not more than two work days. Provide unobstructed access to all NJANG areas required to remain in operation.
3. Where access by NJANG Facility personnel to vacated portions of buildings is not required, storage of
Contractor's materials and equipment will be permitted subject to fire and safety requirements.
E. Phasing:
NJANG must maintain its operation 24 hours a day, 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the NJANG COR to ensure that no lapses in operation occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks. The work to be outlined shall include, but not be limited to:
To insure such executions, Contractor shall furnish the COR with a schedule of approximate dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the COR two weeks in advance of the proposed date of starting work in each specific area of site, building or portion thereof. Arrange such dates to insure accomplishment of this work in successive phases mutually agreeable to COR and Contractor.
F. The areas of the Munitions Storage Area in the vicinity of the proposed work shown on the drawings, will be made available by Government in accordance with above phasing beginning immediately after date of receipt of Notice to Proceed and turned over to Contractor. Contractor shall coordinate all necessary requirements and support

01 0000 - 7 this effort fully working with NJANG personnel and coordinating the work of all trades with regards to this sensitive/critical existing to remain Government Equipment.
1. Surrounding areas will be occupied by NJANG personnel. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the NJANG
Facility operations will not be hindered. Contractor shall permit access to NJANG personnel/support staff through other construction areas which serve as routes of access to such affected areas and equipment. These routes whether access or egress shall be isolated from the construction area by temporary partitions and have walking surfaces, lighting, etc. to facilitate NJANG personnel/support staff access. Coordinate alteration work in areas occupied by NJANG so that Facility operations will continue during the construction period.
2. Immediate areas of alterations not mentioned in preceding Subparagraph 1 will be temporarily vacated while alterations are performed. Coordinate with NJANG COR.
G. When a building and/or construction site is turned over to Contractor, Contractor shall accept entire responsibility including upkeep and maintenance therefore:
1. Contractor shall maintain a minimum temperature of 4 degrees C (40 degrees F) at all times, except as otherwise specified.
2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, Contractor shall make arrangements for pre-inspection of site with Fire Department or Company (NJANG or municipal) whichever will be required to respond to an alarm from Contractor's employee or watchman.
H. Utilities Services: Maintain existing utility services for Facility at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services. Where necessary to cut existing water, steam, gases, sewer or air pipes, or conduits, wires, cables, etc. of utility services or of fire protection systems and communications systems (including telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by COR.
1. No utility service such as water, gas, steam, sewers or electricity, or fire protection systems and communications systems may be interrupted without prior approval of COR. Electrical work shall be accomplished with all affected circuits or equipment de-energized. When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without a detailed work plan, the NJANG Facility project COR and Facility Commander’s prior knowledge and written approval.

2. Contractor shall submit a request to interrupt any such services to COR, in writing, 7 days in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.
3. Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of NJANG Facility. Interruption time approved by NJANG COR may occur at other than Contractor's normal working hours.
4. Major interruptions of any system must be requested, in writing, at least 15 calendar days prior to the desired time and shall be performed as directed by the COR.
5. In case of a contract construction emergency, service will be interrupted on approval of COR. Such approval will be confirmed in writing as soon as practical.
6. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.
I. Abandoned Lines: All service lines such as wires, cables, conduits, ducts, pipes and the like, and their hangers or supports, which are to be abandoned but are not required to be entirely removed, shall be sealed, capped or plugged at the main, branch or panel they originate from. The lines shall not be capped in finished areas, but shall be removed and sealed, capped or plugged in ceilings, within furred spaces, in unfinished areas, or within walls or partitions; so that they are completely behind the finished surfaces.
J. To minimize interference of construction activities with flow of NJANG Facility/Site traffic, comply with the following:
1. Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles.
2. Method and scheduling of required cutting, altering and removal of existing roads, walks and entrances must be approved by the COR.
K. Coordinate the work for this contract with other construction operations as directed by the COR. This includes the scheduling of traffic and the use of roadways, as specified in Article, USE OF ROADWAYS.
1.7 ALTERATIONS
A. Survey: Before any work is started, the Contractor shall make a thorough survey with the COR and a representative of NJANG Maintenance Group Personnel, of areas of buildings in which alterations occur and areas which are anticipated routes of access and furnish a signed report to the Contracting Officer. This report shall list by rooms and spaces:

1. Existing condition and types of resilient flooring, doors, windows, walls and other surfaces not required to be altered throughout affected areas of buildings.
2. Existence and conditions of items such as plumbing fixtures and accessories, electrical fixtures, equipment, venetian blinds, shades, etc., required by drawings to be either reused or relocated, or both.
3. Shall note any discrepancies between drawings and existing conditions at site.
4. Shall designate areas for working space, materials storage and routes of access to areas within buildings where alterations occur and which have been agreed upon by Contractor and COR.
B. Any items required by drawings to be either reused or relocated or both, found during this survey to be nonexistent, or in opinion of COR and/or Supply Representative, to be in such condition that their use is impossible or impractical, shall be furnished and/or replaced by Contractor with new items in accordance with specifications which will be furnished by Government. Provided the contract work is changed by reason of this subparagraph B, the contract will be modified accordingly.
C. Re-Survey: Thirty days before expected partial or final inspection date, the Contractor and COR together shall make a thorough re-survey of the areas of buildings involved. They shall furnish a report on conditions then existing, of resilient flooring, doors, windows, walls and other surfaces as compared with conditions of same as noted in first condition survey report:
1. Re-survey report shall also list any damage caused by Contractor to such flooring and other surfaces, despite protection measures; and, will form basis for determining extent of repair work required of
Contractor to restore damage caused by Contractor's workmen in executing work of this contract.
D. Protection: Provide the following protective measures:
1. Wherever existing roof surfaces are disturbed they shall be protected against water infiltration. In case of leaks, they shall be repaired immediately upon discovery.
2. Temporary protection against damage for portions of existing structures and grounds where work is to be done, materials handled and equipment moved and/or relocated.
3. Protection of interior of existing structures at all times, from damage, dust and weather inclemency.
Wherever work is performed, floor surfaces that are to remain in place shall be adequately protected prior to starting work, and this protection shall be maintained intact until all work in the area is completed.

1.8 DISPOSAL AND RETENTION
A. Materials and equipment accruing from work removed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:
1. Reserved items which are to remain property of the Government are identified by attached tags as items to be stored. Items that remain property of the Government shall be removed or dislodged from present locations in such a manner as to prevent damage which would be detrimental to re-installation and reuse. Store such items where directed by the COR.
2. Items not reserved shall become property of the Contractor and be removed by Contractor from
NJANG Facility.
3. Items of portable equipment and furnishings located in rooms and spaces in which work is to be done under this contract shall remain the property of the Government. When rooms and spaces are vacated by the NJANG during the alteration period, such items which are NOT required by drawings and specifications to be either relocated or reused will be removed by the Government in advance of work to avoid interfering with Contractor's operation.
1.9 RESTORATION
A. Remove, cut, alter, replace, patch and repair existing work as necessary to install new work. Except as otherwise shown or specified, do not cut, alter or remove any structural work, and do not disturb any ducts, plumbing, steam, gas, or electric work without approval of the COR. Existing work to be altered or extended and that is found to be defective in any way, shall be reported to the COR before it is disturbed.
Materials and workmanship used in restoring work, shall conform in type and quality to that of original existing construction, except as otherwise shown or specified.
B. Upon completion of contract, deliver work complete and undamaged. Existing work (walls, ceilings, partitions, floors, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work.
C. At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workmen to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems (including telephone) which are not scheduled for discontinuance or abandonment.
D. Expense of repairs to such utilities and systems not shown on drawings or locations of which are unknown will be covered by adjustment to contract time and price in accordance as required and as approved by
NJANG.

1.10 AS-BUILT DRAWINGS
A. The contractor shall maintain two full size sets of as-built drawings which will be kept current during construction of the project, to include all contract changes, modifications and clarifications.
B. All variations shall be shown in the same general detail as used in the contract drawings. To insure compliance, as-built drawings shall be made available for the COR to review, as often as requested.
C. Contractor shall deliver two approved completed sets of as-built drawings to the COR within 15 calendar days after each completed phase and after the acceptance of the project by the COR.
D. Paragraphs A, B, & C shall also apply to all shop drawings.
1.11 TEMPORARY USE OF MECHANICAL AND ELECTRICAL EQUIPMENT
A. Use of new installed mechanical and electrical equipment to provide heat, ventilation, plumbing, light and power will be permitted subject to written approval and compliance with the following provisions:
1. Permission to use each unit or system must be given by COR in writing. If the equipment is not installed and maintained in accordance with the written agreement and following provisions, the COR will withdraw permission for use of the equipment.
2. Electrical installations used by the equipment shall be completed in accordance with the drawings and specifications to prevent damage to the equipment and the electrical systems, i.e. transformers, relays, circuit breakers, fuses, conductors, motor controllers and their overload elements shall be properly sized, coordinated and adjusted. Installation of temporary electrical equipment or devices shall be in accordance with NFPA 70, National Electrical Code, (2014 Edition), Article 590, Temporary
Installations. Voltage supplied to each item of equipment shall be verified to be correct and it shall be determined that motors are not overloaded. The electrical equipment shall be thoroughly cleaned before using it and again immediately before final inspection including vacuum cleaning and wiping clean interior and exterior surfaces.
3. Units shall be properly lubricated, balanced, and aligned. Vibrations must be eliminated.
4. Automatic temperature control systems for preheat coils shall function properly and all safety controls shall function to prevent coil freeze-up damage.
5. The air filtering system utilized shall be that which is designed for the system when complete, and all filter elements shall be replaced at completion of construction and prior to testing and balancing of system.
6. All components of heat production and distribution system, metering equipment, condensate returns, and other auxiliary facilities used in temporary service shall be cleaned prior to use; maintained to

01 0000 - 12 prevent corrosion internally and externally during use; and cleaned, maintained and inspected prior to acceptance by the Government.
B. Prior to final inspection, the equipment or parts used which show wear and tear beyond normal, shall be replaced with identical replacements, at no additional cost to the Government.
C. This paragraph shall not reduce the requirements of the mechanical and electrical specifications sections.
D. Any damage to the equipment or excessive wear due to prolonged use will be repaired replaced by the contractor at the contractor’s expense.
1.12 TEMPORARY USE OF EXISTING ELEVATORS – NOT USED
1.13 TEMPORARY TOILETS
A. Provide where directed, (for use of all Contractor's workmen) ample temporary sanitary toilet accommodations with suitable sewer and water connections; or, when approved by COR, provide suitable dry closets where directed. Keep such places clean and free from flies, and all connections and appliances connected therewith are to be removed prior to completion of contract, and premises left perfectly clean.
1.14 AVAILABILITY AND USE OF UTILITY SERVICES
A. The Government shall make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies, as specified in the contract.
. The Contractor shall carefully conserve any utilities furnished without charge.
B. The Contractor, at Contractor's expense and in a workmanlike manner, in compliance with code and as satisfactory to the Contracting Officer, shall install and maintain all necessary temporary connections and distribution lines, and all meters required to measure the amount of electricity
Before final acceptance of the work by the Government, the Contractor shall remove all the temporary connections, distribution lines, meters, and associated paraphernalia and repair restore the infrastructure as required.

D. Heat: Furnish temporary heat necessary to prevent injury to work and materials through dampness and cold. Use of open salamanders or any temporary heating devices which may be fire hazards or may smoke and damage finished work, will not be permitted. Maintain minimum temperatures as specified for various materials:

E. Electricity (for Construction and Testing): Furnish all temporary electric services.
1. Obtain electricity by connecting to the NJANG electrical distribution system.
Electricity is available at no cost to the Contractor.
F. Water (for Construction and Testing): Furnish temporary water service.
1. Obtain water by connecting to the NJANG water distribution system. Provide reduced pressure backflow preventer at each connection as per code. Water is available at no cost to the Contractor.
2. Maintain connections, pipe, fittings and fixtures and conserve water-use so none is wasted. Failure to stop leakage or other wastes will be cause for revocation (at COR’s discretion) of use of water from the
NJANG system.
G. Fuel: Natural and LP gas and burner fuel oil required for boiler cleaning, normal initial boiler-burner setup and adjusting, and for performing the specified boiler tests will be furnished by the Government. Fuel required for prolonged boiler-burner setup, adjustments, or modifications due to improper design or operation of boiler, burner, or control devices shall be furnished and paid by the Contractor at Contractor's expense.
1.15 NOT USED.
1.16 TESTS
A. The contractor shall provide a written testing and verification plan complete with component level, equipment level, sub-system level and system level breakdowns. The plan will provide a schedule and a written sequence of what will be tested, how and what the expected outcome will be. This document will be submitted for approval prior to commencing work. The contractor shall document the results of the approved plan and submit for approval with the as built documentation.
B. Individual test result of any component, where required, will only be accepted when submitted with the test results of related components and of the entire system.

1.19 RELOCATED EQUIPMENT
A. Contractor shall disconnect, dismantle as necessary, remove and reinstall in new location, all existing equipment indicated by symbol "R" or otherwise shown to be relocated by the Contractor.
B. Perform relocation of such equipment or items at such times and in such a manner as directed by the
NJANG COR.
C. Suitably cap existing service lines, such as steam, condensate return, water, drain, gas, air, vacuum and/or electrical, at the main whenever such lines are disconnected from equipment to be relocated. Remove abandoned lines in finished areas and cap as specified herein before under paragraph "Abandoned Lines".

D. Provide all mechanical and electrical service connections, fittings, fastenings and any other materials necessary for assembly and installation of relocated equipment; and leave such equipment in proper operating condition.
E. All service lines such as noted above for relocated equipment shall be in place at point of relocation ready for use before any existing equipment is disconnected. Make relocated existing equipment ready for operation or use immediately after reinstallation.
1.20 PHOTOGRAPHIC DOCUMENTATION
A. During the construction period through completion, provide photographic documentation of construction progress and at selected milestones as per these specifications.
B. Photographic documentation elements:
1. Each digital image shall be taken with a professional grade camera with minimum size of 6 megapixels
(MP) capable of producing 8 x 10 inch prints with a minimum of 2272 x 1704 pixels and 16 x 20 inch prints with a minimum 2592 x 1944 pixels.
2. For all documentation referenced herein, indexing and navigation must be organized by both time
(date-stamped) and location throughout the project.
3. Documentation shall combine indexing and navigation system with inspection-grade digital photography designed to capture actual conditions throughout construction and at critical milestones.
Documentation shall be accessible on-line through use of an internet connection. Documentation shall allow for secure multiple-user access, simultaneously, on-line.
4. Construction progress for all trades shall be tracked at pre-determined intervals, but not less than once every thirty (30) calendar days (“Progressions”). Progression documentation shall track both the exterior and interior construction of the building. Exterior Progressions shall track 360 degrees around the site and each building. Interior Progressions shall track interior improvements beginning prior to when demolition commences and continuing until Project completion.

5. As-built conditions of mechanical, electrical, plumbing and all other systems shall be documented post-inspection and pre-insulation, sheet rock or dry wall installation. This process shall include all finished systems located within visible project areas and in the walls and ceilings of all buildings at the
Project. Overlapping/panoramic photographic techniques shall be used to insure maximum coverage.
Indexing and navigation accomplished through interactive architectural drawings.
6. As-built finished conditions of the interior of each building including floors, ceilings and walls shall be documented at certificate of occupancy or equivalent, or just prior to occupancy, or both, as directed by the NJANG COR. Overlapping/panoramic photographic techniques shall be used to insure maximum coverage
7. Miscellaneous events that occur during any Contractor site visit, or events captured by the NJANG independently, shall be dated, labeled and inserted into a Section in the filing/navigation structure entitled “Slideshows,” allowing this information to be stored in the same “place” as the formal scope.
8. Customizable project-specific digital photographic documentation of other details or milestones
9. Weekly (21 Max) Site Progressions - Photographic documentation capturing the project at different stages of construction. These progressions shall capture extend of site delivery, rigging, waste removal, etc. throughout the duration of the project.
10. Regular (8 max) interior progressions of all walls of the entire project to begin at time of substantial framed or as directed by the COR through to completion.
11. Finished detailed Interior exact built overlapping/panoramic photos of all walls, ceilings, and floors to be scheduled by COR prior to occupancy.
C. Images shall be taken by contractor and must show distinctly, at as large a scale as possible, all parts of work embraced in the picture.
D. Coordination of photo shoots is accomplished through the COR. Contractor shall also attend construction team meetings as necessary. Contractor’s operations team shall provide regular updates regarding the status of the documentation, including photo shoots concluded, the availability of new Progressions or Exact-
Builts viewable on-line and anticipated future shoot dates.
E. Contractor shall provide all on-line domain/web hosting, security measures, and redundant server back-up of the documentation.

F. Contractor shall provide technical support related to using the indexing/navigation/file storage system/service.
G. Upon completion of the project, final copies of the documentation (the “Permanent Record”) with the indexing and navigation clearly defined and described in a written instructional document shall be provided in an electronic media format, typically a DVD or external hard-drive. On-line access to this information terminates upon delivery of the Permanent Record.

DIVISION 01 – ANG GENERAL REQUIREMENTS
1. INSURANCE - MINIMUM AMOUNTS
1.1. Reference Contract Clause titled, “Insurance -Work on a Government Installation (FAR 52.228-5). Kinds and minimum amounts are as follows:

1.3. NOTE: Before commencing work under this contract, the Contractor shall certify to the Contracting Officer, in writing, that the required insurance has been obtained. The policies referenced in the certification (s) shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government’s interest shall not be effective (1) for such period as the laws of the state in which this contract is to be performed prescribe or (2) until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer. The Contractor shall maintain a copy of proofs of required insurance and shall make copies available to the Contracting Officer upon request. 3. SCHEDULING
3.1. Normal base work hours for the Contractor will be between the hours of 7:00 AM through 3:30PM, excluding Saturdays, Sundays, and Federal Holidays. If the Contractor desires to work during periods other than above, he must notify the Contracting Officer’s Representative (COR) five (5) working days in advance of his intention to work during other periods to allow assignment of additional inspection forces.
When the COR determines that they are reasonably available, he may authorize the Contractor to perform work during periods other than normal duty hours/days. However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of the

3.3. NOTE: Any of the above holidays falling on a Satw-day will be observed the preceding Friday; holidays falling on a Sunday will be observed on the following Monday. Monday is a Scheduled Day Off (SDO) any Federal Holiday on SDO will be observed on Tuesday.
3.4. Prior to commencing work on the job initially, resumption of work after prolonged intem1ption (7 calendar days or more), commencement of any wan-anty work, and upon completion of wruTanty work, the contractor must notify the Contracting Officer (or the Contracting Officer's Representative). When relocating to new sites, retmning to sites for follow-up work on a phased work plan, notification to the Contracting Officer's Representative is sufficient. Notification should be by personal contact; however, advance notification may be by telephone, or in writing, and should be accomplished sufficiently in advance to allow scheduling of inspection forces. The pw-pose of tlie above precautions is to ensw-e constrnction inspection and recording of work proceedings.
3.5. The organization of the specifications into divisions, sections, and a1ticles, and the a1rnngement of the drawings shall not control the Contractor in dividing the work among subcontractors or in establishing the extent of the work to be performed by any trade.
4. INVOICING AND PAYMENT
4.1. Invoices must be submitted in Wide Areal Workflow (WA WF), the DF AS paying system. The type of invoice to be submitted is a "Constrnction Payment Invoice". See end of this Section for impo1tant infon-nation and codes needed.). Payment will be made by in accordance with FAR Clause 52.232-5 Fixed Price Constrnction Contracts and FAR Clause 52.232-27, Prompt Payment for Constmction Contracts. All payments will be made by electronic transfer of funds (EFT).
4.2. To meet compliance with DFARS 252.232-7003, Electronic Submission of Payment Requests, you shall submit your request for payment (invoice) through WA WF. For more information on the WA WF system, including how to register, visit https://wawf.eb mil. Payment will be made by paying office specified in tlie contract award in accordance with the clauses Payments under Fixed-Price Constrnction Contracts, FAR 52.232-5, and Prompt Payment for Construction Contracts, FAR 52.232-27.
4.3. The Govemment will make payment through WAWF upon satisfacto1y completion of work AND receipt of a proper ce1tification for payment. Do not input invoice into WA WF until the pre-approval of invoice is received from the contracting officer. This will lessen the need for rejections in WA WF
Payment may be withheld unless all contractual requirements including but not limited to: RECEIPT OF PROPER WEEKLY PAYROLLS IA W DA VIS BACON REQUIREMENTS, Small Business Subcontracting Reports, have been timely received.

4.4. All requests for payments through WAWF must include a Subcontractor Payment Register pursuant to FAR Clause 52.232-5 and a contractor’s certification that reads as follows:
I hereby certify, to the best of my knowledge and belief that –
The amounts requested are only for performance in accordance with the specifications, terms and conditions of the contract; All payments due to subcontractors and suppliers from previous payments received under the contract have been made, and timely payments will be made from the proceeds of the payment covered by this certification, in accordance with subcontract agreements and requirements of Chapter 39 of Title 31, United States Code; This request for progress payments does not include any amounts which the prime contractor intends to withhold or retain from subcontractor or supplier in accordance with the terms and conditions of the subcontract; and This certification is not to be construed as final acceptance of a subcontractor’s performance.
4.5. The Government will make payment upon satisfactory completion of work AND receipt of a proper certification for payment. Payment may be withheld unless all contractual requirements, including but not limited to: RECEIPT OF PROPER WEEKLY PAYROLLS IAW CONSTRUCTION WAGE REQUIREMENTS FAR 52.222-6, and Small Business Subcontracting Reports, have been timely received. Payrolls shall indicate CLIN to which they are applicable.
4.6. A release of claims is required for all final payment requests and shall be submitted by the contractor with the final invoice.
5. CONTRACT ADMINISTRATION
5.1. The contracting office of the 177th Fighter Wing, NJANG is the office having administrative jurisdiction over this contract for all matters. A list of the names and telephone numbers of the Government team comprising the contract administrator, Contracting Officer’s Representative (COR), consultant, and point of contact at the project site will be provided at the post-award/pre-construction conference.
5.2. All correspondence shall be addressed to the Contracting Officer. A copy of all correspondence shall be furnished to the contracting officer’s representative. Enclosures attached to or transmitted with the correspondence shall also be furnished with an original and one copy. Each letter shall make reference to the contract name, contract number, project number, and project title, and shall have only one subject.
For tracking purposes, a sequential numbering system should be used for all correspondence.
6. PAPERLESS CONTRACTING
6.1. The National Guard is fully committed to the Federal Government’s electronic commerce and paperless contracting initiatives. As such, it is anticipated that to the maximum extent possible to include but not limited to correspondence, modification distribution, etc., to include specifications and drawings, will be issued using electronic methods, i.e., electronic mail (e-mail). Contractors shall have and maintain capability to receive documents in this manner.
6.2. Additionally, it is anticipated that within the life of this contract, other electronic processes will be enacted. These include, but are not limited to, electronic bidding/offers, change order proposals, and electronic invoicing. When implemented by the Contracting Officer, contractors shall participate fully in any of these new requirements at no additional cost to the Government.
7. TELEPHONE COMMUNICATIONS SECURITY MONITORING
All communications with DOD organizations are subject to communications security (COMSEC) review. Contractor personnel must be aware that telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. The DOD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or
