1. CONTRACTOR RESPONSIBILITIES:
1.1. The Contractor is responsible for providing all management, supervision, financial resources, plant, labor, equipment, and materials necessary to perform the work detailed for this project and provide a complete and useable system to the Government.
1.2. All work and deliverables shall be in accordance with (IAW) this Scope of Work (SOW), all associated documents & attachments, Industry Standards, Governing Codes, and Federal Regulations (FAR, DFARS, & AFARS).
1.3. It is the Contractor’s responsibility to ensure compliance with requirements briefed at the Pre-Construction Meeting (i.e. Environmental, Safety, Fire Department, Security, etc.).
1.4. Complete and Useable System
1.4.1. This scope of work is for a complete and useable system. All components not specifically shown, detailed, or discussed but essential in whole or in part, and required for the intended operation of the system shall be included in the offerors proposal as if specifically shown. In the event of any discrepancy or question, the offeror shall bring it to Contracting Officer prior to submitting their proposal.
1.5. All Solicitation & Technical information shall be interpreted as whole in order to give meaning to all its parts.
2. PROJECT DESCRIPTION: This project is for the 177th Fighter Wing, New Jersey Air National Guard located in Egg Harbor Township, NJ. Performance is within the Munitions Storage Complex, a secure area that requires background investigations for contractor personnel and oversight by Government personnel during all on site performance. The munitions storage bunkers are above ground earthen berm covered structures. The existing site lighting and interior bunker lighting systems are obsolete and beyond their serviceable life. The project includes the complete replacement, repair, and upgrade of the interior facility and exterior site lighting system. All work is detailed with-in this scope of work, the drawings, and project specifications.
2.1. DESCRITION – BASE BID
2.1.1. Munitions Area Exterior Site Lighting
2.1.1.1. Contractor shall demolish and remove all existing exterior sight lighting; poles; bases;
conductors; and exterior building mounted wall packs as indicated on the demolition drawings.
The contractor shall provide & install new exterior light fixtures, poles, concretes bases, wall mounted fixtures, and all required main & branch circuit wiring, accessories, & devices to provide for the new installation in accordance with the project drawings.
2.1.2. Munitions Area Facility Lighting
2.1.2.1. Contractor shall provide and install new interior surface mounted explosion proof LED fixtures in munitions storage shelters as detailed in the contract drawings.
3. GENERAL REQUIREMENTS
3.1. Technical
3.1.1. All work, materials, means, and methods shall follow generally accepted industry standards.
3.1.2. All work and material shall be installed parallel and perpendicular to the building lines and in a neat
& workmanship like manner.
3.1.3. Work shall proceed in a safe and professional manner. All OSHA guidelines shall be followed.
3.1.3.1. The Government reserves the right to immediately stop work, at no additional cost to the Government, if unsafe work practices are witnessed and documented.
3.1.4. All material shall be new and for the intended purpose.
3.1.5. Installation material, means, & methods shall match existing facility standards.
3.1.6. The contractor shall request final testing of installed systems a minimum of two workdays in advance.
3.1.6.1. All testing shall be scheduled for Tuesday – Friday on a regularly scheduled workday.
3.1.7. Utility shutdowns shall be requested a minimum of three workdays in advance.
3.1.8. Utility shutdowns shall be scheduled to minimize impact to facility occupants.
3.1.8.1. Utility shutdowns shall be scheduled to occur on Mondays. Contractor shall immediately notify the Contracting Officer if schedule conflicts prevent a Monday shutdown.
3.2. Project Manager & Key Management Positions (ref: FAR 52.236-)

3.2.1. The contractor shall be required to provide a dedicated Site Superintendent through completion of the project. The Site Superintendent SHALL be on site at all times during active construction activities.
3.2.2. Project Manager, Quality Control and Site-Superintendent Positions are considered key positions.
These positions SHALL NOT be subcontracted below the Prime Contractor.
3.2.2.1. The resumes, certifications, qualifications, and training for these key positions shall be submitted to the Contracting Officer for Approval.
3.3. Secure Area
3.3.1. All work on the project is within a limited access Secure Area. Contractor will be escorted to site at the beginning of the workday, 7:00am, and escorted off site at the end of the workday, 3:30 pm.
Contractor will be escorted at all times they are on site by a Government Employee.
3.3.2. Sanitary Facilities: Contractor shall provide their own sanitary facilities (port-a-john toilets, wash stations…) for the duration of the project.
3.3.3. Site Office Trailer / Storage: Government facilities are NOT available for administrative use, break areas or secure storage.
3.3.3.1. Contractor shall provide such facilities as he deems required for completion of the project.
3.3.3.2. Utilities (water, natural gas, electric, comm…) are NOT available in the vicinity of the project area. Contractor shall provide for his own utilities, i.e. generator & water tanks. Propane tanks are NOT allowed.
3.4. Restricted Areas: There are numerous locations on the installation that are restricted and not specifically detailed in this scope of work, specifications, or drawings.
3.4.1. Access to these areas may be required by the contractor for successful project completion.
3.4.2. Access to work or view these areas shall be coordinated through the Contracting Officer a minimum of 14 days in advance.
4. ADMINISTRATIVE
4.1. Project Management Software
4.1.1. Project Management software will be utilized to efficiently manage and monitor the project.
4.1.1.1. The 177th Fighter Wing utilizes Projectmates Construction Program Management Software.
4.1.2. Fees: The fee schedule is attached to this Scope of Work.
4.1.2.1. Contractor is responsible for the project set-up fees; the one-time Training Fee; and monthly fees for the duration of the project.
4.2. Bi-weekly Progress Meetings: Meetings will be held in-person at the 177th Fighter Wing unless teleconference is approved by Contracting Officer in advance.
4.3. Progress Report – AF 3065: Contractor shall provide material and labor cost breakdowns on the Air Force Form 3065 no later than noon one day prior to each bi-weekly progress meeting.
4.3.1. AF 3065 shall be broken out by CLIN if the contact contains multiple CLIN.
4.3.2. The Work Breakdown Structure (WBS) shall contain an adequate amount of detail to accurately track project progress.
4.3.2.1. The WBS shall conform to ISO 21511:2018 “Work breakdown structures for project and program management.”
4.4. Material Submittal Log / Register: Contractor is responsible for submitting all submittals prior to fabricating, procuring or installing any equipment on the project. Submittals shall be submitted in accordance with the attached Material Submittal Register, the construction drawings and specifications.
All submittals shall be submitted through project management software under section 2 above.
4.4.1. Contractor shall provide a final Submittal Register to the Government for review within 10 days after the date of Contract Award.
4.4.2. Material Submittal Register: Contractor is responsible for submitting all material on the Material Submittal Register to the Government for Approval prior to fabricating, procuring or installing any equipment on the project.
4.4.3. Additional Material Submittals may be required in accordance with Contract Provisions & Clauses included in the Contract (SF1442) or as required by the Contracting Officer to ensure that the project meets all applicable Codes, Standards, Regulations and minimum

Contract Requirements. Any additional Material Submittals will be provided by the Contractor as no additional cost to the Government.
4.5. CPM Schedule: Contractor shall provide CPM Construction Schedule and submittal register within 15 days prior to the Pre-construction meeting. Minimum Work Breakdown Structure on the CPM shall include start, completion dates, phasing, & critical milestones. ref: FAR 52.236-15.
4.5.1. CPM shall be Approved by the Contracting Officer prior to Mobilizing to site.
4.5.2. Construction Schedule will be reviewed at each bi-weekly progress meeting.
4.6. Base Access and Personnel:
4.6.1. All personnel requiring access to the installation will be required to undergo a background investigation in accordance with the Anti-Terrorism and Operational Security (ATOPSEC) section below and will be issued a base ID card (DBIDS).
4.6.1.1. DBIDs badges may ONLY be issued on base, Tuesdays thru Fridays, on normal workdays.
4.6.1.2. Personnel failing their background investigation shall be replaced by the Contactor at no additional cost to the government.
4.6.1.3. Requests for background investigations shall be submitted in advance of the individual requiring base access. “Same-Day” badges are not available and that individual will be denied access to the installation.
4.6.2. The single point of entry for the installation is the Main Gate on Tilton Rd.
4.6.3. All vehicles will be searched by Security Forces personnel before gaining access to the installation.
4.6.3.1. Contractors may not bring any weapons, drugs, alcohol, illicit substances, narcotics, or other contraband onto the installation.
4.6.3.2. Offenders will be detained and turned over to local, state, or federal authorities depending on the nature of the offense.
5. MEASUREMENT VERIFICATION: It shall be the Contractors responsibility to verify all measurements, sketches, and descriptions of work for the project.
5.1. All quantities listed in this Solicitation are for planning purposes only and to assist in general determination of scope and magnitude.
5.2. Contractor is responsible for verifying all quantities and using his own measurements for proposal purposes.
6. SAFETY REQUIREMENTS (ref: FAR 52.236-13)
6.1. The Contractor shall abide by all State, Local, and OSHA safety requirements relevant to the items described in this SOW. If the Contractor is found to be in violation of any applicable safety regulations on the job site, the Government representative shall stop all work until the unsafe practice has been ceased and corrected.
6.2. Prior to Mobilization:
6.2.1. The Contractor shall submit a Safety Plan in accordance with U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, ref: FAR 52.236-13(c)
6.2.2. The Contractor shall nominate a dedicated Safety Representative for this project for approval to the
Government. The Safety Representative shall hold a valid OSHA 30-Hour Training Card for Construction.
7. TECHNICAL COMPLIANCE
7.1. Government and Department of Defense (DOD) Criteria: Construction shall comply with applicable codes and acts, Air Force Instructions (AFI), Air Force Manuals (AFM), Engineering Technical Letters (ETL), Construction Technical Letters (CTL), MAJCOM policies and corrections as required.
7.1.1. Copies of AF publications can be obtained from the Air Force publishing website at http://www.e-publishing.af.mil.
7.1.2. The Unified Facilities Criteria (UFC), http://65.204.17.188/report/doc_ufc.html, shall be used for all service projects. The UFC, as prescribed by MIL-STD 3007, provides planning, design, construction, sustainment, restoration and modernization criteria and applies to the Military Departments, the Defense Agencies and the DoD Field Activities in accordance with USD (AT&L) Memorandum dated 29 May 2002. UFC are distributed only in electric media and are effective upon issuance.

8. WORK WEEK AND HOURS OF OPERATION: BCE workweek is Monday through Friday, 0700 to 1530.
The Contractor shall make arrangements in advance to work outside of normal duty hours.
8.1. Building Interiors: Contractor will only have access to building interiors Tuesday – Friday.
8.2. Exterior Site Access: Contactor will have access to exterior areas of the project site Monday - Friday
9. PROJECT DURATION: Duration of this project is 365 calendar days after Date of Contact Award. The completion time includes inspections and final clean-up of the premises.

9.12.1. If the Federal holiday occurs on a Monday; the base will observe an SDO and be closed the following Tuesday in addition to the Federal Holiday.
9.12.2. Contractors will NOT have access to the base on the Tuesday SDO.
10. TRASH DISPOSAL & CLEAN-UP: It is the Contractor’s responsibility to dispose of all trash and debris incurred during project construction, off base at an authorized disposal site in accordance with local, state and federal requirements. Contractor shall employ stringent housekeeping standards and ensure the project site in maintained in a clean and orderly condition.
10.1. Airfield Work: The project site is near an active military airfield. Cleanliness in the flightline areas is critical. Foreign Object Debris (FOD) and/or loose objects shall be secured and controlled as they might cause serious injuries or damages to the aircraft. FOD is any foreign object on the airfield to include: tools, hardware, stones, and construction debris.
11. ENVIROMENTAL IMPACT: Contractor shall adhere to all applicable Federal, State and Local Regulations.
11.1. Collections of waste shall be disposed of properly IAW State and Federal Regulations including proper manifesting and tracking.
11.2. Under NO CIRCUMSTANCES shall any waste materials, cleaning fluids, solvents, paints, etc. be poured into the base storm drains, sanitary sewer systems, or discharged onto the ground.
11.3. All materials on the job shall be accompanied by a SDS (Safety Data Sheet).
11.4. All containers shall be marked clearly and legibly as to the contents inside.
11.5. All containers shall have lids firmly affixed and stored in accordance with the manufacturers written instructions.
11.6. Provide the Contracting Officer with the quantities of all recycled materials discarded such as metals, concrete, etc.
11.6.1. Recycling slips shall be submitted in Projectmates.
12. HAZMAT REPORTING (ref: FAR 23.3; FAR 52.232-2; & DFARS 252.223-7001)
12.1. The contactor shall submit anticipated amounts of all HAZMAT material to be used on the project to the
Government in Projectmates. Submission of anticipated amounts shall include the Safety Data Sheet (SDS) in accordance with FAR 52.232-2.
12.2. The anticipated amounts shall be updated at project completion to indicate actual quantity consumed on the project of each identified HAZMT material.
12.3. HAZMAT Reporting Requirement will be reviewed at the bi-weekly Progress Meetings.
12.4. Hazardous material is defined in the latest version of Federal Standard No.313. (ref: FAR 23.301)
13. ANTI-TERRORISM AND OPERATIONAL SECURITY (ATOPSEC): Access and General Protection/Security Policy and Procedures. This contract requirement is for contractor employees with an area of performance within Government controlled installation, facility, or area.
13.1. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DOD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
13.2. For Contractors that do not require Common Access card (CAC) but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

13.3. Antiterrorism Awareness Level I Training (AT Level I). All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within XX calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor; completing the Force Protection computer-based training (CBT) course on the Advanced Distributed Learning System (ADLS), or Joint Knowledge Online at http://jko.jten.mil. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit AT Representative.
14. BENEFICIAL OCCUPANCY PRIOR TO COMPLETION (ref: FAR 52.236-11 Use & Possession Prior to Completion)
14.1. At the project milestone in which the project may be used for its intended purpose or to meet critical mission requirements, the Government may assume beneficial occupancy in accordance with the above FAR clause.
14.1.1. Prior to the Government taking possession of any portion of the project or system; the Contacting Officer shall provide the Contractor with a Letter of Beneficial Occupancy stating the date and the portion of the project that the Government is intending use for beneficial occupancy.
14.2. The Government shall have the right to take possession of or use any completed or partially completed part of the work. Before taking possession of or using any work, the Contracting Officer shall furnish the Contractor a list of items of work remaining to be performed or corrected on those portions of the work that the Government intends to take possession of or use. Failure of the Contracting Officer to list any item of work shall not relieve the Contractor of responsibility for complying with the terms of the contract. The Government’s possession or use shall not be deemed an acceptance of any work under the contract.
15. FINAL ACCEPTANCE & COMPLETION: When the project is completed, the Contractor shall notify the
Contracting Officer and make arrangements for a Final Inspection. The project WILL NOT be accepted by the Government and Final Payment made until:
15.1. Close-Out Documentation: The Government has received and reviewed all Test Reports, Equipment Start-
Up Reports, Commissioning Reports, Close-Out Information, Manufactures & Installers warranty paperwork, Contractors Warranty (ref: FAR 52.246-21), Attic Stock, and Release of Liens.
15.2. DD Form 1354, Transfer & Acceptance of DOD Real Property: Contractor shall submit DD Form 1354 data in accordance with UFC1-300-08 Criteria for Transfer & Acceptance of DoD Real Property.
15.2.1. The DD Form 1354 is an instrument used to accept new construction or capital improvements, to transfer real property assets between Services, or to document inventory adjustment (found on site) assets into the real property inventory. The form is part of the lifecycle of real property asset accountability business processes that crosses communities such as planning, programming, construction, contracting and real estate.
15.2.2. The contactor will receive a Draft 1354 with anticipated Category Codes and quantities at time of contract award.
15.2.3. It shall be the contractor’s responsibility to provide actual quantities and values of the installed systems to the Government.
15.3. Restoration: The entire project site and Government facilities are returned to original or better condition according to applicable codes and standards.
