PART 1 GENERAL
1.1 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submittals with an "S" are for inclusion in the Sustainability Notebook, in conformance with Section 01 33 29 SUSTAINABILITY REPORTING. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
Building 358, Hangar B, is an existing hangar facility, which requires both renovation under Project Number WKVB122004 and an addition under Project Number WKVB139002. For the renovation, the Project includes to renovate and reconfigure interior shop spaces, utility, mechanical, electrical and fire protection/protection systems. The Project also includes to isolate the maintenance hangar bay from non-associated shop and administrative spaces and replace HVAC and fume extraction systems.
Provide new mass notification system for the entire building. The Project shall also comply with all required sustainability requirements.
For the addition, the Project Scope is to construct a general purpose maintenance shop addition to the existing hangar and maintenance shop complex utilizing a pre-engineered metal building. The facility will be compatible with applicable DOD, Air Force, and base standards. The addition will be architecturally compatible with the existing hangar facility.
This Project also includes modifications to the site surrounding the facility inclusive of, but not limited to, pavement removal, utility relocation, and stormwater management upgrades.

The Contractor shall refer to the Contract Documents (both plans and Specifications) for the complete scope of the Project.
The following bid options have been identified: WKVB122004:
a. Option 1 - Communication Work:
(1) All work under WKVB122004 "Repair" to include cable, faceplates, terminations, testing, etc., as described in the Contract Document Plan Set Drawings.
The Project required compliance with LEED requirements set forth by the U.S. Green Building Council to obtain silver certification.
1.2.2 Location
The work is located at the Gabreski Air National Guard Base in Westhampton Beach, New York, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.3 CONTRACT DRAWINGS
The following Drawings accompany this Specification and are a part thereof.
Two sets of full size Contract Drawings, maps, and Specifications will be furnished to the Contractor without charge. Reference publications will not be furnished. Immediately check furnished Drawings and notify the Government of any discrepancies.
1.4 WORK RESCHEDULING
Contractor shall allow time in their anticipated schedule to submit and procure all required permits for the renovation/construction and site work for the Project. The Schedule shall be submitted to the Government for approval prior to the start of construction activities.
Normal duty hours for work are from 7:30 a.m. to 5 p.m., Monday through Friday. Requests for additional work requires written approval from the Contracting Officer 7 days in advance of the proposed work period.
1.5 OCCUPANCY OF PREMISES
The building will not be occupied during performance of work under this Contract.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.6 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as
SECTION 01 11 00 Page 2 approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.7 ON-SITE PERMITS
1.7.1 Utility Outage Requests and Utility Connection Requests
Schedule work to minimize outages. For utility outages and connections required during the execution of work that affect existing systems, schedule outside the regular working hours or on weekends, as approved by the Contracting Officer. Schedule utility outages and connections to minimize disruptions to the Government. No additional payment will be provided for utility outages and connections required to be performed outside the regular work hours.
Submit requests for utility outages and connections in writing to the Contracting Officer for approval at least 21 calendar days in advance of the time required. In each request, state the system involved, area involved, approximate duration of outage, and the nature of work involved.
1.7.2 Borrow, Excavation, Welding, and Burning Permits

Post permits at a conspicuous location in the construction area.
Burning of trash or rubbish is not permitted on Project Site.
1.8 LOCATION OF UNDERGROUND UTILITIES
Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.
Contact local utility locating service a minimum of 72 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on Contract Drawings, within area of work.
Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.8.1 Notification Prior to Excavation
Notify the Contracting Officer at least 48 hours prior to starting

1.9 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT
Pursuant to Contract Clause "FAR 52.245-1, Government Property", the Government will furnish the following materials and equipment for installation by the Contractor:
Contractor shall be provided with certain materials and equipment from the Government to be installed in the facility. The Contractor shall coordinate with the Base Civil Engineer and Contracting Officer. Items have been identified in the Contract Document Drawings.
Quantities indicated for the above-listed items marked with an asterisk are estimates. It is the intention of the Government to furnish all quantities of the asterisk items required to complete the work as specified, and the various quantities will be adjusted when necessary.
Quantities stated for the above items not marked with an asterisk are all that will be furnished by the Government. Provide any additional quantities that are required.
1.9.1 Delivery Schedule
Notify the Contracting Officer in writing at least 30 calendar days in advance of the date on which the materials and equipment are required.
Pick up materials and equipment no later than 30 calendar days after such date.
1.10 GOVERNMENT-INSTALLED WORK
Materials and equipment that is Government-installed shall be coordinated with the Contractor in alignment with their Construction Schedule.
1.11 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged remain the property of the Government. Segregate, itemize, deliver, and off-load the salvaged property at the Government designated storage area located within 2 miles of the construction site.
Provide a salvage plan, listing material, and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. Use a system of property control that is approved by the Contracting Officer. Store and protect salvaged materials and equipment until disposition by the Contracting Officer.

WORK RESTRICTIONS

PART 1 GENERAL
1.1 DEFINITIONS
1.1.1 State
"State" when used in reference to states of the United States.
1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for Contractor Quality Control approval or for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submittals with an "S" are for inclusion in the Sustainability Notebook, in conformance with Section 01 33 29 SUSTAINABILITY REPORTING. Submit the following in accordance with Section
01 33 00 SUBMITTAL PROCEDURES:
SD-01 Preconstruction Submittals
A list of items shall be provided to the Contractor by the Contracting Officer at the preconstruction meeting. The Contracting Officer shall identify items, which shall be submitted prior to construction activity at said meeting.
1.3 SPECIAL SCHEDULING REQUIREMENTS
a. Have materials, equipment, and personnel required to perform the work at the site prior to the commencement of the work. Specific items of work to which this requirement applies include:
(1) Site clearing, site demolition, and building demolition.
b. The facility will not remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity. Other facilities on-base.
c. Permission to interrupt any Activity roads, railroads, or utility service must be requested in writing a minimum of 30 calendar days prior to the desired date of interruption.
d. The work under this Contract requires special attention to the scheduling and conduct of the work in connection with existing operations. Identify on the Construction Schedule each factor which constitutes a potential interruption to operations.
The following conditions apply:

1.4 CONTRACTOR ACCESS AND USE OF PREMISES
1.4.1 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic, and security regulations. Keep within the limits of the work and avenues of ingress and egress. Ingress and egress of Contractor vehicles at the Activity is limited to the main Base entry gate. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification.
1.4.1.1 Subcontractors and Personnel Contacts
Provide a list of contact personnel of the Contractor and Subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.4.1.2 Identification Badges and Installation Access
The Contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the COR. The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services, or local Security Office. The Contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, Headquarters Air Force (HAF) and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
a. All Contractor employees and Subcontractors shall register through the Defense Biometric Identification System (DBIDS) website through the following link to request entry to the installation:

b. Unscheduled gate closures by the Security Forces may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. The Contractor is responsible for requesting compensation for any lost time through the CO for approval. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations.
Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.
c. The contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times, and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance. The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt
SECTION 01 14 00 Page 2 evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.
d. The Contractor is responsible for ensuring proper documentation is received for personnel passes in time to avoid any delay in project start of performance. Any additional time required for obtaining badges and passes as required for access to the installation will not necessarily be grounds for additional time granted to complete the project, if passes are delayed due to Contractor actions. All traffic will enter through the Main Gate. The Government reserves the right to deny access to any person, with no consequence to the contract. All contractor personnel shall prominently display the visitor’s badge at all times while on the installation.
e. All vehicles entering the installation must have a valid registration in the respective state of registration, proof of insurance, safety inspection, and car rental agreement, if applicable.
1.4.1.3 Employee List
The Contractor must provide to the Contracting Officer, in writing, the names of two designated representatives authorized to request personnel and vehicle passes for employees and Subcontractor's employees prior to commencement of work under this Contract.
1.4.1.4 Personnel Entry Approval
Failure to obtain entry approval will not affect the Contract Price or time of completion.
1.4.1.5 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction, and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
1.4.2 Working Hours
Regular working hours must consist of an 9 hour period established by the Contractor Officer, between 7:30 a.m. and 5 p.m., Monday through Friday, excluding Government holidays.
1.4.3 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.
Make application 7 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, Contract Number and Project Title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer. Make utility cutovers after normal working hours or on Saturdays, unless directed otherwise.

1.4.4 Exclusionary Period
No work must be performed during the period 5 p.m. to 7 a.m., inclusive, without prior written approval of the Contracting Officer. This period has not been considered in computing the time allowed for the performance of this Contract.
1.4.5 Occupied and Existing Building
The Contractor shall be working in an existing building and around existing buildings which are occupied. Do not enter the building without prior approval of the Contracting Officer.
The existing buildings and their contents must be kept secure at all times. Provide temporary closures as required to maintain security as directed by the Contracting Officer.
Provide dust covers or protective enclosures to protect existing work that remains and Government material during the construction period.
Government shall relocate movable furniture away from the Contractor's working area as required to perform the work. Leave attached equipment in place, and protect against damage, or temporarily disconnect, relocate, protect, and reinstall at the completion of the work. Contractor to coordinate this effort with Contracting Officer.
The Government will remove other Government property in the areas of the building scheduled to receive work.
1.4.6 Utility Cutovers and Interruptions
a. Make utility cutovers and interruptions after normal working hours or on Saturdays. Conform to procedures required Paragraph "Work Outside Regular Hours".
b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.
c. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm, and compressed air are considered utility cutovers pursuant to the Paragraph "Work Outside Regular Hours".
d. Connection to Existing Sanitary Sewer Line: Provide positive verification that the existing line conveys sanitary sewer; verify line is not incorrectly connected to a storm drain. Obtain Installation's Sanitary Sewer Connection Permit 2 weeks prior to connection and in accordance with Section 33 30 00 SANITARY SEWERS.
1.5 SECURITY REQUIREMENTS
1.5.1 Personnel List
Submit for approval, at least 15 days prior to the desired date of entry, an original alphabetical list of personnel who require entry into Government property to perform work on the Project. Furnish for each person:

1.7 DELAYS
Contractor operations are subject to reasonable delays, suspensions, and restrictions because of emergencies, alerts, drills, equipment movements, and other such activities. Contractor must expect 8 hours per month due to these delays. Incorporate anticipated delay into Construction Schedule.
1.8 SEARCHES AND INSPECTIONS
Persons entering onto Government Property are, as a condition of access, subject to searches of all vehicles and personal belongings. This includes briefcases, handbags, tool chests, boxes, sealed packages, and personal articles. Random Administrative Vehicle Inspections are conducted by Security Police each day at various hours and locations on base. If selected for a vehicle inspection, be prepared to open your glove box, hood, trunk, and other personal items requested by Security.

1.2 SUBMITTALS

1.3 VIEW LOCATION MAP
Submit, prior to or with the first digital photograph submittals, a sketch or drawing indicating the required photographic locations. Update as required if the locations are moved.
1.4 PROGRESS AND COMPLETION PICTURES
Photographically document site conditions prior to start of construction operations. Provide monthly, and within one month of the completion of work, digital photographs, 1600 by 1200 by 24 bit true color in JPEG file format showing the sequence and progress of work. Take a minimum of 20 digital photographs each week throughout the entire Project from a minimum of ten views from points located by the Contracting Officer. Submit with the monthly invoice two sets of digital photographs, each set on a separate compact disc (CD) or data versatile disc (DVD), cumulative of all photos to date. Indicate photographs demonstrating environmental procedures. Provide photographs for each month in a separate monthly directory and name each file to indicate its location on the view location sketch. Also provide the view location sketch on the CD or DVD as a digital file. Include a date designator in file names. Cross reference submittals in the appropriate daily report. Photographs provided are for unrestricted use by the Government.
1.5 MINIMUM INSURANCE REQUIREMENTS
Provide the minimum insurance coverage required by FAR 28.307-2 "Liability", during the entire period of performance under this Contract. Provide other insurance coverage as required by the State of New York law.

1.7 SUPERVISION
1.7.1 Minimum Communication Requirements
Have at least one qualified Superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of Contract Work. In addition, if a Quality Control (QC) representative is required on the Contract, then that individual must also have fluent English communication skills.
1.7.2 Superintendent Qualifications
The Project Superintendent must have a minimum of 10 years experience in construction with at least 5 of those years as a superintendent on projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting a critical path schedule and Construction Drawings.
The qualification requirements for the Alternate Superintendent are the same as for the Project Superintendent. The Contracting Officer may request proof of the Superintendent's qualifications at any point in the Project if the performance of the Superintendent is in question.
For routine projects where the Superintendent is permitted to also serve as the Quality Control (QC) Manager as established in Section 01 45 00.00 10 QUALITY CONTROL, the Superintendent must have qualifications in accordance with that Section.
1.7.2.1 Duties
The Project Superintendent is primarily responsible for managing and coordinating day-to-day production and schedule adherence on the Project.
The Superintendent is required to attend meetings, partnering meetings, and quality control meetings. The Superintendent or qualified alternative must be on-site at all times during the performance of this Contract until the work is completed and accepted.
1.7.3 Project Manager
Assign a Project Manager with the responsibility for the overall management of the Project. The Contracting Officer may request proof of the Project Manager's qualifications at any point in the Project if the performance of the Project Manager is in question.
1.7.3.1 Project Manager Qualifications
The Project Manager must have a minimum 10 years experience as a Project Manager or Superintendent on projects of similar size and complexity.

1.7.4 Non-Compliance Actions
The Project Superintendent is subject to removal by the Contracting Officer for non-compliance with requirements specified in the Contract and for failure to manage the Project to insure timely completion.
Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders is acceptable as the subject of claim for extension of time for excess costs or damages by the Contractor.
1.8 PRECONSTRUCTION MEETING/CONFERENCE
After award of the contract but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule of prices or earned value report, Shop Drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations of the "Interim DD Form 1354" Submittal. Major Subcontractors who will engage in the work must also attend.
1.9 WAIVER FOR WORKER'S COMPENSATION
In addition to "FAR 52.228-4, Workers' Compensation and War Hazard Insurance Overseas," the Secretary of Labor has granted a waiver. The waiver does not apply to employees who are hired in the United States, or who are residents, or citizens of the United States.
1.10 PARTNERING
To most effectively accomplish this Contract, the Government requires the formation of a cohesive partnership within the Project Team whose members are from the Government, the Contractor and their Subcontractors. Key personnel from the Supported Command, the End User (who will occupy the facility), the Government Design and Construction team and Subject Matter Experts, the Installation, the Contractor and Subcontractors, and the Designer of Record will be invited to participate in the Partnering process. The Partnership will draw on the strength of each organization in an effort to achieve a project that is without any safety mishaps, conforms to the Contract, and stays within budget and on schedule.
The Contracting Officer will provide Information on the Partnering Process and a list of key and optional personnel who should attend the Partnering meeting.
1.10.1 Informal Partnering
The Contracting Officer will organize the Partnering Sessions with key personnel of the Project Team, including Contractor personnel and Government personnel.
The Initial Partnering session should be a part of the Pre-Construction Meeting. Partnering sessions will be held at a location agreed to by the Contracting Officer and the Contractor (typically a conference room provided by the PWD FEAD/ROICC Resident Engineer office or the Contractor). The Initial Informal Partnering Session will be conducted and facilitated using electronic media (a video and accompanying forms) provided by the Contracting Officer. The Partners will determine the

1.11 ELECTRONIC MAIL (E-MAIL) ADDRESS
Establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments as text files, pdf files, and other similar formats. Within 10 days after Contract Award, provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this Contract including, but not limited to Contract Documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes or terrorist threats. Multiple email addresses are not allowed.
It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s). Promptly notify the Contracting Officer, in writing, of any changes to this email address.

PART 1 GENERAL
1.1 CONTRACT ADMINISTRATION
The Contractor shall utilize the Government's choice of electronic construction management system for the transfer, sharing, and management of all electronic technical submittals and documents. The web-based system will be the primary means of trasnferring technical documents between the Contractor and the Government.
Paper media or e-mail submission, including originals or copies, of the documents identified in Table 1 are not permitted, except where electronic construction management system is unavailable, non-functional, or specifically requested in addition to electronic submission.
1.2 USER PRIVILEGES
The Contractor will be provided access to the selected electronic construction management system. All technical submittals and documents must be transmitted to the Government via the COR. Project roles and system roles will be established to control each user's menu, application, and software privileges, including the ability to create, edit, or delete objects.
1.3 SUBMITTALS

1.4 SYSTEM REQUIREMENTS AND CONNECTIVITY
1.4.1 General
The electronic construction management system is cloud-based and only requires internet access. The Contractor will be provided with user credentials and access to required modules within the system. If the Contractor chooses software other than Microsoft Project, that is compliant with this Specification, provide for the Government's use two licenses, two computers, and training for two Government employees in the use of the software. These computers will be stand-alone and not connected to Government network. Computers and licenses will be returned at Project completion.
PART 3 EXECUTION
3.1 GENERAL REQUIREMENTS
Prepare for approval a Project Schedule, as specified herein, pursuant to FAR Clause 52.236-15 "Schedule For Construction Contracts". Show in the schedule the proposed sequence to perform the work and dates contemplated for starting and completing all schedule activities. The scheduling of the entire Project is required. The scheduling of construction design and construction is the responsibility of the Contractor. Contractor management personnel must actively participate in its development.
Subcontractors and suppliers Designers, Subcontractors and suppliers working on the Project must also contribute in developing and maintaining an accurate Project Schedule. Provide a schedule that is a forward planning as well as a Project monitoring tool. Use the Critical Path Method (CPM) of network calculation to generate all Project Schedules.
Prepare each Project Schedule using the Precedence Diagram Method (PDM).
3.2 BASIS FOR PAYMENT AND COST LOADING
The schedule is the basis for determining Contract Earnings during each update period and therefore the amount of each progress payment. The aggregate value of all activities coded to a Contract CLIN must equal the value of the CLIN.
