SECTION 1 – EXECUTIVE SUMMARY

1.1 Purpose & Authority[footnoteRef:2] [2: For additional information please refer to the Department of Defense (DoD), Other Transactions Guide, Version 2.0, dated July 2023 at https://www.acq.osd.mil/asda/dpc/cp/policy/docs/guidebook/TAB%20A1%20-%20DoD%20OT%20Guide%20JUL%202023_final.pdf

The purpose of this Prototype Project Opportunity Notice (PPON) is to award up to two prototype Other Transaction Agreements (OTAs) under the authority of 10 U.S.C. § 4022, with each COMPANY developing a Precision Grenadier System (PGS) which includes a weapon, fire control and family of ammunition. These prototype OTAs will develop industry’s potential solutions/concepts through prototypes, user evaluation, and testing to ensure a safe, suitable, and effective PGS. The PGS support concept will be consistent with the Army two-level field and sustainment maintenance system.

1.2 Background

Results of the 2015 Soldier Capabilities Based Assessment (CBA) revalidated the 2008 Small Arms CBA capability gap identifying the need for a Counter Defilade Target Engagement (CDTE) capability to defeat precisely and quickly, out to 500 meters, enemy combatants, their personal equipment, and thin-skinned targets in defilade positions, while limiting collateral damage. Emerging threats have added an additional capability requirement for Counter-small Unmanned Aerial Systems (C-sUAS).

The PGS will be a complete armament system integrating weapon, fire control, and a family of ammunition. It will be a man-portable, target engagement system that enables the squad to organically incapacitate enemy personnel targets in defilade, in close quarters battle and unmanned aerial systems with quick and precise fire. The PGS will be fielded with a family of ammunition to include Counter Defilade (CD), C-sUAS, Training Practice (TP) and Close Quarters Battle (CQB).

The PGS is planned for two per rifle squad in the Close Combat Force.

To investigate potential technologies that address the capability gap, the U.S. Army Contracting Command (ACC) on behalf of Product Manager Soldier Weapons (PdM SW), awarded four OTAs, Section 815 OTA authority, pursuant to 10 U.S.C. § 4022, in 4QFY25 and 1QFY26. This initiative is a risk reduction effort with the goal of developing technologies associated with the current capability gap.

The PdM SW has engaged with industry through multiple Industry Days and market research to gather feedback and refine requirements. These events, held in August 2024, January 2025, and December 2025 provided opportunities for information exchange and collaboration.

1.3 Acquisition Approach

OTA Awards: The Government anticipates awarding up to two competitive fixed amount OTAs for PGS prototyping. Each prototype OTA will require all the deliverables outlined in Attachment 3 - Delivery Schedule, to include:
