About this file

This is an Accounting System Questionnaire used by the federal government to evaluate the adequacy of a contractor's accounting system for cost-type contracts and task orders.

The questionnaire requires companies to provide basic identification information (company name, CAGE code, address, and point of contact details) and answer 15 questions regarding their accounting system capabilities. Companies that have received prior DCAA or other government entity approval of their accounting system may submit documentation of that approval instead of completing the full questionnaire. For companies without prior approval, responses must include both yes/no selections and detailed explanatory narratives describing processes, account numbers, and process flows. The questionnaire addresses critical accounting competencies including: compliance with Generally Accepted Accounting Principles (GAAP) on an accrual basis; segregation of direct and indirect costs; identification and accumulation of direct costs by contract; indirect cost allocation methodology; general ledger control and reconciliation; timekeeping systems that track labor by cost objectives; labor distribution systems; exclusion of non-reimbursable costs; and the ability to identify costs by contract line item and units. Question 10 specifically requires submission of a chart of accounts if the company answers affirmatively. The questionnaire emphasizes that narratives referring to previous answers are unacceptable and that sufficient detail must be provided for each individual question to enable government evaluation of the contractor's ability to properly account for and bill cost-type federal contracts.
