About this file
This document is an operational effectiveness test plan attachment for the Soldier Touchpoint (STP) program. The test evaluates weapon system performance and soldier capability using up to 15 user participants who will be outfitted with combat helmet, eye protection, gloves, hearing protection, body armor with plates, and ammunition. Per vendor, the test requires approximately 540 rounds of TP (Tactical Pistol) ammunition, 540 rounds of CQB (Close Quarters Battle) ammunition, 360 rounds of CD (Counter-Drone) ammunition, and 540 rounds of CUAS (Counter-Unmanned Aircraft Systems) ammunition across 10 users.
The test procedure consists of six sequential phases: (1) equipment overview and New Equipment Training conducted by government personnel who have completed Instructor & Key Personnel Training, focusing on non-live fire weapon handling and usage; (2) procedural briefing explaining participant expectations and target types; (3) range familiarization including dry fire exercises prior to live fire; (4) weapon zeroing per vendor-specific procedures and ammunition availability; (5) live-fire target engagement at various ranges, defilade levels, and firing postures in both day and night conditions, with task specificity determined by ammunition type; and (6) recording of target acquisition and engagement data with metrics to be determined based on task and ammunition type. All test methods and quantities are identified as approximations subject to change.

Procedure.
1) Overview and Training of Equipment: Government personnel will provide initial remarks to participants explaining the need for the capability increase and what it entails. Users will then transition to New Equipment Training (NET) for the weapon system. NET will be conducted by government personnel who have participated in the Instructor & Key Personnel Training (I&KPT). NET will consist of non-live fire instruction for basic weapon handling and usage instructions.
2) Overview and Training of Procedures: Government personnel will provide explanation to participants pertaining to what they will be expected to do and the types of targets they will be searching for and engaging during the test.
3) Once the participants have met the basic criteria to serve in this effort and have been briefed on the test activity, they will proceed with range familiarization with course of fire prior to engaging in live fire (e.g., dry fire).
4) All weapons will be zeroed. Zeroing will be conducted according to Vendor-specific procedures and ammunition availability.
5) Participants will engage targets located at various ranges, in varying levels of defilade, and from various firing postures. Live-fire tasks may be conducted in both Day and Night conditions. Tasks will be determined based on ammunition types.
6) Target acquisition and engagement data (metrics TBD based on task and ammunition type) will be recorded.
