About this file
This document provides information regarding a multiple award task order contract (MATOC) solicitation for construction services at two Department of Veterans Affairs medical centers. The solicitation will result in approximately six indefinite-delivery, indefinite-quantity task order contracts being awarded to service-disabled veteran-owned small businesses for construction projects between $2,000 and $5.5 million in value. Work will include renovations, mechanical and electrical systems, and other construction services. The cumulative value of all task orders across the six contracts will not exceed $100 million over the life of the MATOC. Task orders will be competed amongst the six MATOC awardees and may be solicited as invitations for bid or requests for proposals. The anticipated release date for the solicitation is January 3, 2018.

MICHAEL F. WHITE
Contract Officer michael.white9@va.gov Amendment 7 Questions and Answers
| 1. | During the tour it was brought up that some of the arrows in the drawing may be shifted. What does that mean? We understand that drawings will be reposted via an amendment and assume that this problem will be alleviated? |
| A. | See amendment 5. |
| 2. | What type of laminate is the VA interested in or would it be preferred that we make that recommendation? |
| A. | Luxury Vinyl Plank INTERLOCKING measuring 6” x 48” each plank equal to or greater than: Philadelphia Commercial Resilient Collection IT’S A SNAP color to be close to a light oak and determined by the COR. Product must have a 10 year commercial warranty and a 3 year installation warranty. |
| 3. | Particularly in the area of the hospital where the flooring is buckling (building 1), has a moisture test been conducted? If not, will one be conducted? If there is a moisture problem, will SOW be modified to account for remediation of this problem? |
| A. | No moisture tests have been conducted. Bid accordingly. The SOW mentions sealing with a 3 year installation warranty on page 9 of 10 paragraph 2. |
| 4. | Where will the designated parking area be for workers accessing the construction site? |
| A. | No. |
| 5. | Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations. |
| A. | Yes |
| 6. | Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions? |
| A. | The Coatesville VA has a 24 hour fire department who are easily accessible for project assistance. |
| 7. | Has the work area been checked for asbestos? |
| A. | Yes. Copies of Asbestos reports are available at the GEMS coordinator of the Coatesville VAMC. |
| 8. | What is the Governments’ policy if asbestos products are encountered during construction? |
| A. | Halt production and notify the COR. Control access to the location. |
| 9. | What is the level of infectious disease control rating for this site? |
| A. | No direct patient areas are affected by this project. |
| 10. | Some of the base is currently painted and some of the base is vinyl. Will the painted base receive new paint or will Vinyl base be installed on top of the currently painted base. |
| A. | New 4” vinyl base will be installed on the existing masonry base and the exposed remainder will be painted. See SOW page 7 of 10 para. 1. |
| 11. | Will the contractor move the furniture in the work areas? If so, will the contractor be responsible for storing the furniture in climate controlled areas or will the VA provide a space. |
| A. | CVAMC staff will move, store, and return the furniture. |
| 12. | If the furniture is to be removed and not returned to the VA, will it be contractor property? |
| A. | See Question 11. |
| 13. | Is there an order to which buildings should be completed/phasing plan? |
| A. | 6, 39, 3, 5, 1, 38. |
| 14. | Will the VA remove the requirement for hard dust barriers? Most areas will either be isolated (a suite of rooms) or hallways. The hallway work will be completed in phases but the phases will most likely take no more than a few days or will require the entire area to be taken out of service so that the leveling compounds can be used. We recommend temporary plastic dust barriers be used where needed. |
| A. | A solid ICRA wall with a door is the only acceptable device. |
| 15. | In the hall way work areas, the requirement for HEPA filtration to be vented will require access to a window. Will the VA provide access to a window in an area adjacent to the work (perhaps an office) or should the contractor plan to find only windows in the scope of work areas? This primarily affects the work in buildings 38, 3, and 1. |
| A. | Yes. Provisions for exhaust will be made by the CVAMC. |
| 16. | The solicitation indicates daily badges will be needed for the work crews. Is there a way for the VA to provide badges that are good for a week? We believe the costs will be negatively impacted by the work crews going to the VA police every day to check and return badges. |
| A. | The Supervisor and Foreman may have longer term badges only. |
| 17. | The solicitation allows for night work. Would the VA consider allowing work to not be vented if work is completed and cleaned before 7am. This assumes that the work being done does not create dust. |
| A. | No. Contractor safety is as important as patient safety. |
| 18. | Will the VA provide any moisture testing through a third party or will the contractor be required to provide any moisture testing called for by the specifications or manufacturers installation directions? |
| A. | The contractor will provide moisture testing and submit the results to the COR |
| 19. | The solicitation says that the COR will provide safety training. Will this be conducted daily or in stand-alone sessions? Also, what time should the contractor allow for this training? |
| A. | The COR will provide a 30 minute training session specific to the CVAMC focusing on patient safety. |
| 20. | Does the safety training conducted by the COR, per the solicitation, act as a substitute or replace OSHA 10-hour training for all on site personnel working under the solicitation? |
| A. | The COR training is not a substitute for OSHA training. |
| 21. | If OHSA 10-hour certificates are needed for all on site personnel, will the contractor need to submit copies of the certificates before work begins or before employees are on site? |
| A. | Yes |
| 22. | Is a full-time superintendent needed on site for Seed project? |
| A. | Yes. |
| 23. | Please provide minutes from site visit, if any. |
| A. | See amendment 5. |
| 24. | It has been stated with the past performance that we can include pictures are they part of the page count? Please advise. |

| 25. | Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin. |
| A. | If material pricing is effected after proposals are received and before award, the government will address the pricing escalation and may issue an amendment for final revised proposals. |
26. In order for us to bid this project accurately; please provide scaled drawings or fixed quantity for all cove base quantities for Bldgs. 5, 6, 38 & 39? If neither option is available can an additional site visit be arranged?
A. Scaled drawings will not be provided.
27. Please specify the color and manufacturer for the cove base for all 6 buildings?
A. The new cove base is to match existing cove base in the surrounding area as close as possible to color and manufacturer.
