MICHAEL F. WHITE

Contract Officer michael.white9@va.gov Amendment 6

1. Is this project sales tax exempt? If the project is sales tax exempt can the government provide sales tax exemption certificate?

A. No, this is not a tax exempt project. We do not anticipate any Task Orders under the MATOC will be tax exempt.

2. Will the VA consider using Vendor Portal for the Task orders under this MATOC?

A. The Vendor Portal will not be used for issuing Task Orders under the MATOC, as indicated in SCR 9, TO will be electronically sent directly to the MATOC holders.

3. Is the pricing form in the solicitation required in total for this requirement?

A. The Price Schedule is required for the Seed Project, and will also be used to determine price fair and reasonable for the overall MATOC awards.

4. Will the pricing form in the solicitation be used for all task orders under the contract?

A. Not necessarily, as each MATOC task order will stand on its own.

5. Can the VA award part of the project based on the provided pricing form?

A. The VA intends to award the entire seed project under one Task Order to one MATOC holder

6. Based on the pricing form in the solicitation for the seed project, will the contractor be required to maintain the same overhead and profit percentages throughout the MATOC?

A. Not necessarily, as vendor’s OH & Profit may be adjusted over time. MATOC holders are not proposing a set OH & Profit percentage on the base MATOC.

7. . If a company is awarded the MATOC as an SDVOSB but at some point, during the contract becomes “other than small”, will that contractor still be allowed to bid task orders since they were “small” at the time of MATOC award?

A. Yes

8. Will the contractor be able to spot a dumpster at each building and near the area of work?

A. Yes, per the COR’s discretion

9. The flooring in Building 3 looks fairly new yet it is severely buckled in many areas and some depressions were observed. Can you provide information regarding the previous installation including subfloor prep, underlayment material, and warranty determinations?

A. The leveling material has decomposed turning to dust. No moisture tests have occurred. There is no temperature difference in the other sections of the floor in the vicinity.

10. Will the VCT under the existing carpet in Building 1 need to be removed prior to vinyl plank flooring installation A. Yes

11. Has standing water been observed in the Building 3 basement hallways?

A. Never

12. We understand that projects under this MATOC will be under $5.5 million per the solicitation. What is the reasoning for this?

A. See the Federal Acquisition Regulation Part 16.505(b)(1)(i)(ii) and (iii)

13. How many days are you giving the General Contractor to complete the Seed Project?

A. Answer is located in the statement of work.

14. Regarding the Seed Project, Building 38 Second Floor Hallways cove base, what gets painted, the portion of the existing that does not get covered by the new 4”? Why can’t a 6” cove base be used to cover the existing 5.5” high masonry faux type?

A. Above the new 4” cove base will be painted black. The reason that 6” wasn’t selected is because of the concern of how the new cove base would adhere above the rounded portion of the masonry cove base at the top.

15. Regarding the Seed Project, the required work per Building, can this be done all at once or will it have to be phased?

A. Must be done in phases to accommodate VA employees dislocated for construction and VA furniture movers to accommodate this. Hallways can be done simultaneously.
