1. Does the complete and final pricing need to be included on the CD submitted or will the hardcopy take precedence?

A. The entire submission, MATOC and SEED project, is required to be submitted as a hardcopy and on a CD.

2. Can CPARS be submitted in lieu of Past Performance questionnaires?

A. No.

3. The evaluation criteria on page 93 of 147 seems to be specific to the seed project. Is everything listed under proposal criteria on page 85 pf 147 to be geared to the seed project, OR, are there expected to be a Technical Binder for the MATOC and a Technical Binder for the seed project? This is unclear and confusing why the requirements are different in two sections.

A. There are 2 Technical (binders) proposals, one for MATOC and one for Seed project, and each will be evaluated separately. Page 85 addresses the MATOC requirements, and page 93 addresses the Technical Proposal for the Seed project.

4. Is a bid bond not being required for the seed project?

A. A bid bond is required for the seed project; see SF1442, page 1 block 10

5. I don’t see a bid bond or bendability letter request for the MATOC proposal at all. Is this an oversight? With the requirement to provide performance and payment bonds on the task order, should you not require some proof of bonding capacity?

A. A bid bond is required for the seed project only; see SF1442, page 1 block 10.

6. If our company is too large for NAICS 238-Specialty Trade Contractors, will we be excused from bidding task order with that NAICS without penalty against our participation in the MATOC contract?

A. It would be ideal to have full participation for all task order requirement but it is understood some firms will be too large to participate in requirements offered with a

238 NAICS.

7. Do we need to confirm our site visit attendees for the seed project site visit with Point of Contacts for this action are Thomas.Bucci@va.gov COR at 610-384-7711 x3218 and Elizabeth.Morin3@va.gov CO at 610-383-0202?

A. It Confirmation of attendance is not mandatory, but confirmation would help ensure the venue is the proper size to accommodate all attendees.

8. Do you know when the deadline for questions will be fore VA244-17-R-1057 VA –

Wilmington & Coatesville IDIQ MATOC? I apologize. I could not find it in the solicitation.

A. The deadline for questions for VA244-17-R-1057 VA - Wilmington & Coatesville IDIQ MATOC and SEED project # 542-18-107 is March 22, 2018.
